The City has been filled with railway rum ors during the past Twenty four Tours some of which Are of a very satisfactory nature. It a a fact that the report made Public that the Hudson Bay railway co. Had made an offer of the local government and or. Greenway stated this to n free frees representative last evening. For obvious reasons he declined to speak in detail on the question As it had Nob been fully decided upon but tacitly admitted that offers had been made. Or. Sutherland the president of the Road who waa not at All communicative also declined to talk until assured that his offer was no longer a secret. He then said that the rumours circulated were substantially Correct. He had lot intended to make the offer Public but us it had leaked out he said there was no desire of conceal the policy of the company in the Natter. His company had asked for a Cash Bonus of but this was Only payable tit operation from Winnipeg to Hudson Bay. Be said the conditions Are that there shall be no payment on account of the Grant in til the Road is entirely completed. Perkins lecture. A. Titty and eloquent discourse at Vic Toria Hall. To undertake co keep an audience laughing two hours Straightaway a something that no Ona but a nervy Man would attempt. That Wae what he Perkins net out to do at Victoria Hall lass night and he practically succeeded per there was a More or less con Tant current of laughter running through Raki us into perfect cataracts of uproarious mirth a times when the lecturer sprung a Good joke on them. The object of the lecturer to discuss what we laugh at the of last night would probably have no difficulty in answering his question they would say we laugh at Eli Perkins. The lecturer undertook to draw the divid ing line Between humor and wit. Humor is the accurate representation of some unusual or grotesque natural fact. It is truth unde led whereas wit May have an infusion of Ruth but in mainly the result of a vivid Magin Tiou. Accepting this Degni Tion what wit or. Perkins is the lecture was Only a Cord on which to string anecdotes and incidents and of these be a goodly grist. Some of them had a lightly familiar sound having probably been eard by members of the audience at a pre jou3 stage of existence but they All excited laugh. The audience which was a Large one was Well pleased with the Coture. Or. Perkins was introduced at the beginning of the lecture by or. F. G. Estimates for concerning Brookside cemetery trains ments sidewalks and sewers. City Engineer Ruttan presented his annual report to the committee on works last night. The document reviews the work that has been done Tho Pac year and embraces suggestions concerning needed and contemplated improve Witti and should of internet to the ratepayers. The bb1uges were first dealt with. Louise of bore Street and Colony Creek Bridges will Only require Ordinary repairs this year it Mam Street Bridge will require painting nud renewal of Tea North pier. In respect to the pavements the Engineer Calls attention to the act that the pavement on Maia Street North of Point Douglas in worn out and will have to be renewed. It a proposed to renew Thia pave ment with Cedar blocks and a contract has been entered into for the Nec Eutry the. Planking on Princess Street should be taken up and r Al Aid arid the Pine Aills which have decayed too much to hold the Epi Kep replaced with Oak Sills. If Thia in done the present planking will probably last three or four Yeara longer. Tho Plank pavements have not proved satisfactory. The Extension of the Portage Avenue and Kennedy Stree pave ments is also referred to. 5ewebb. The demand and necessity for extensions o the sewerage system Are becoming very press ing. Owing to the fact that the City had not sufficient funds for the purpose and that the municipal act did not meet the requirements of a system of equalized assessment none were constructed in 1890, it be estimated that to meet the immediate demands of the City for sewer extensions an expenditure in the next two or three years of from to will be whole of which will be raised by frontage 20 year Bonds if amendments to the municipal act now being applied for Are secured. House drainage and plumbing inspection. A by Law to provide for securing the Sani tary condition of buildings was passed on the 22nd of May last. Since that Date permits have been issued for plumbing 98 buildings including a number of Lionelo office buildings Etc. A the plumbing a now done in Accord Ance with the most approved methods and thoroughly tested City is to be congratulated in having made a most important Advance in its sanitary condition. It should be pointed , that nearly All the old plumbing done before the passage of the by Law re Mains and that a great number of houses Are connected with the sewers without effective traps and ventilation pipes. It is difficult to suggest any remedy for such a dangerous state of affairs. House owners and tenants Are now aware that there is a Good code of sanitary plumbing regulations in Orco and that they May at any time have the plumbing in their buildings placed in a Safe condition. There have been 87 permits granted during the past year for connecting hotels blocks dwellings Etc., with the sewers. Flans of these connections As Well a of the plumb ing for which permits had been granted Are filed in the City Engineer s office. Sidewalks. A great number of the old Pine sidewalks will require to be renewed Thia year. It is probable that the residents in some of the Moie important streets would be glad to take advantage of the local improvement clauses of the municipal act and have permanent Side walks of Concrete or Stone slabs put Down the comb of which would be charged to the pro Perty benefited and payment extended Over a term of years. Bhooe8ide Cermet est. The amount expended upon the cemetery last year in improvements was an efficient water Supply system Windmill and tanks has been constructed so that it will now be possible to water any Trees that May be planted and insure their growth. It will be possible Tilso to have the plots sodded and to grow plants and Flowers where desired. A Quantity of Maple tree seeds were sown last fall throughout the cemetery in belts and larger plots and a few evergreens were planted. This year having a certain water Supply it will be possible to transplant larger Trees with a Prospect of their successful growth. The erection of some cheap Board Fence would be of Greab use in protecting Trees and plants. Up to Date the expenditure on Brooke de cemetery has been by follows capital account. Of maintenance 83 the amount received from Sale of plots Etc., has to the number of in Ditc has been. Until last year the Only attempt at improving the cemetery in appearance was an expenditure of some hundreds of dollars in transplanting Trees which As there was no water to be conveniently had were allowed to die and an outlay of in 1887 in grading some of the driveways. Last year in addition to the water Supply system a new cottage was erected for she caretaker. In order that the maintenance of the cemetery should not be Felt As a Burden by the taxpayers it should to a certain extent be treated As a Commer Cial Enterprise Aud to cold be made to pay its own Way. By making the cemetery attract Ive and easily accessible there can be no doubt that a considerable Revenue Over and above expenses would be derived from it. The site in one of the highest in the Vicinity of Tho City and is Well drained with the addition of Trees it would be o Beautiful and attractive place. A Branch of the Canadian Pacific railway three fourths of a mile in length would give direct rail connection with the City. It Iii suggested that your committee take into consideration the advisability of asking the Canadian Pacific railway to construct such a Branch and to ran funeral trains two or three times a week As May to necessary. If this could be arranged Brooks Ido would be More accessible than any of Tho other cemeteries near the danger from exposure in attending funerals in Winter the aggregate expense of funerals would be much less than at Pretoni and the time occupied very much reduced. The erection of a Small building in which services could be held appears to be necessary. The enclosed statement of Revenue and expenditures of Brookside shows that up to the present dime it has paid expenses Aud a fair interest on its Cost.
