Or. Harrower moved to strike out the clause providing for water rates on vacant Iota. Or. Harrower also moved to reduce the. Imit of the debentures which the City May Ssue from to Hon. Or. The Bill to Amend chapter 51 of the consolidated statutes Hon. Or. Was read the second time. The pro Moter explained its object to by to consolidate the Law with regard to yes of coroners sheriffs and others. It was proposed that the fees should be regulated by order in Conneil the present provisions he said were inadequate and had Long since fallen into disuse. The Bill waa approved in committee of the whole or. Winckler in the choir and the report of the committee was received. Hon. Or. Mcmillan presented a message from the lieutenant governor submitting Lihe supplementary estimates and moved that the House go into committee of Supply or. Roblin said he regretted the tardiness of the government in bringing Down certain returns. The minister of Public work had challenged the accuracy of a statement of his and demanded names he or. Roblin had afterwards moved for returns which he regretted were not before the House As be thought they would How that instead of a surplus of or there was a deficit of or possibly unless the returns was brought Down before next session he would go through every voucher in the Treasury department until he ascertained the fact As to the Hon. Gentlemen withholding moneys from those entitled to them and carrying Over the accounts in order that a surplus might be shown. Or. Roblin was proceeding to refer to a statement of the attorney general in his reply on the school question when Hon. Or. Martin interrupted and said he had made a mistake he had been under the impression that no such clause was in the old act but he had found that in the act of 1687, there was something about collegiate and intermediate schools. In the omnibus Bill the department of education was to be Given Power to Rej Ulata these schools. Or. Admit you Boen doing what is contrary to Law. I said these schools were being assisted without authority and without Law. Speaking next of the condition of affairs As to Ryan Haney s claim against the province he said the House had not yet the facts to warrant them in saying whether the claim was just and proper or not. In return he had moved for was the report of the government Engineer Alex. Stewart inc there were also several letters written by the railway commissioner Ryan Haney and their Hough Campbell and cer Tain telegrams. The Gover Niertit was found had taken a Moat unyielding Anc refused to recognize the Validity of the claim but about the 1st of april there Hac been a yielding on the part of Ali railway commissioner and a disposition to talk com Promise. To thought the House should be advised what this meant. If it Vaa t Compromise a claim which was equitable Anc just it waa not fair this waa undue a to messes. Ryan Haney. On the other hand if they had no claim As the Engineer said it warranted the gravest suspicion. Or Roblin read the report of government Engineer dated Jan. 29tb, 1839, in compliance with the request of the railway commis goner dated Jan. 1st, 1889. To report stated that the contractors claimed a balance of which included prospective pro fits but found that they had no claim. Turn ing to the h. B. Question or. Roblin said he an evening paper that the government bad decided to Deal with the gang of the with whom the attorney general bad stated on Public platform they would never Deal Hon. never said such a thing. I or. Stood on the same platform at the time. Hon. Or. Hon. Gentlemen stating what la not True. What i did by waa not thai i would not Deal with the h. B. 0. Believe Atill they Are a bad gang that co Long As i was in the government i would not allow the gang Hugh Suther land Luxor and others to get their hands into the Public Treasury. Or. Roblin replied that the Hon. Gentleman bad made the Moat bitter vindictive and vicious attack on or. Hugh Sutherland that be bad Ever heard one make upon another and had said it would a infamous to have anything to do with that gentleman. Hon. Or. Martin. No i did not. Hon. Or. Greenway. The statement is perfectly absurd when the House waa voting to the h. B. A or. Roblin suggested that the government after the election in the county of Selkirk feeling itself to be in a moribund state had come round Ancl Given the Aid to which he or. Roblin had said the company could fairly make demands for a completed Load the government had thought they could secure a lease of Power without dealing with the . Co., and that they might be Able to secure control of the franchises of the Road. He bad contempt for a government which having taken a course bad Dot the courage to stand by it. The Hon. First minister bad himself advocated the Road out As so ohm the charms and Wiley of certain persons were brought to Bear on him be la combed. Now however he saw Hia mis take but it was too late. Referring to the first 40 Miles the course which had been aided with Worth of Bonds without Security in said it had been stated that the reasons Why the province had no Security was because the Dominion govern men had refused to enter Tain any proposition that had been made. He proposed to show that the Dominion govern nent waa not to blame. Hon. Or. You can show that rom the correspondence Yon Are a Daisy or. Roblin went on to Bay that the attorney general Hod stated the land Grant could Only be handed Over on 50 mile sections. He or. A had said that was not True jut when the attorney general saw hat he had not the document be reiterated his statement. He or. A now Leld in his hand a copy of the agreement be tween the government of Manitoba and the Hudson s bar railway and steamship com any dated Lith november 1886, and signed y j. Norquay railway commissioner and Artuph Sutherland president of the company. Hon. Or. Green never knew there was such a thing in existence. It was an order in Council tha theland should be handed Over in 50-mile sections. Or. Was not an order in Council. The substance of the agreement is an assign pent by the railway company to the Lional government of the lands for the Flat 40 Miles. Hon. Or. Greenway which they did t get. How could they have a right to it when the Road was not completed nobody has a it to it yet. Or. Roblin replied that either the first Linister had made a deliberate false state ment or he did t know what he was talking about. Hon. Or. Greenway read a letter from the Secretary of the department of the in error dated 26th March 1390, to Hon. Joseph Dortin railway commissioner in reply to a Etter dated the 14th of the same month bating that the time required to Complete he first 60 Miles of railway to entitle the company to the land Grant was limited to the 9bh april 1800. Or. Roblin in reply read the following Etter which had been sent to Hon. Or. Greenway i Lef. Department of the Interior no. 2. Ottawa 2tst april 1sss. Beg to refer you to the letter of the Hon. Here or. Roblin said was an explicit statement that As soon a forty Miles o the Road was completed the land Grant would be landed Over. The original order in Council of which he held in his hand a certified copy was dated Lotty May 1885 it was renewed rom year to year. He read from it the Fol lowing clause that on the completion by the company of each consecutive Section of 20 Miled in div Ision a or from either end thereof adequately equipped and running she gov Ernst it shall convey to the company from the Reserve Mode f or such division the proportion of land to which they Are entitled m the respective there was further evidence or. Roblin said to show he intention of the local government to show that up to a certain Point they had been willing to assist the Road but after a certain Bing eventuated they were determined to stifle to throttle the scheme and prevent to completion for what purpose he was not prepared to soy. Having found Jhaj they were Nob Able to accomplish their purpose and finding the country demanding the Road they were now prepared to accept holds Bolus an offer which they had resented As an India Unity. He held that they deserved the severest kind of condemnation. Hoti. Or. Greenway moved the adjourn ment of the debate and the House adjourned until Lihe evening. Ave ulna sitting. Hon. Or. Greenway began his re ply to or. Roblin by speaking of the amount of work entailed on the different departments by the aggressive policy of the opt action in asking for 20 or 21 returns during the comparatively abort ses Sion. He explained or. Roblin s motion for returns of unpaid claims As including the old one of Joseph Williams that of Ryan Haney and others and he sold it would take the clerks the exc two months to prepare the returns. Or. Roblin replied that the claims men t Ion de were not chargeable to 1890, but a they were included they might run the deficit up to Hon. Or. Greenway said he wanted to see the Hon. Gentleman undertake to go through every voucher and search every payment. In the Public works department the amount which was not paid and was prop Erly chargeable to Ordinary expenditure was about 8300. He had stated that the amounts unpaid did not exceed but he bad been told by the minister of Public works who had gone into the matter since that he was Otoide the Mark. As to Ryan Haney s claim if the government undertook to com Promise with them they would defend their position but until then they were not bound to do so. The Hon. Gentleman had complained be. Cause the attorney general wrote a letter ing that Ryan Haney had offered to Compro Mise. The government could t help what Ryan Haney offered. The Bun. Gentleman was filled with Chagrin and envy because the Long standing question of the h. B. Was about to be settled. The Hon. Gentleman said the government had spurned about a year ago the offer which they were getting to Day they bad never spurned it because they never had it. The first reduced offer they bad Ever got was in 1888, when messes. Rosa and Onderdonk came it waa that the company were willing to accept the Hon. Gentleman Felt like Shakespeare s Othello that his occupation was gone. He expected to club the government through the country with this and arrive into Power Bat the question about m be settled upon the first Lou siness or. We forced you to in. Hon. Or. Wonder Ful fellow or. Is not the first thing we have forced you to do. What about the audit act what about the school act Hon. Or. Bugbear never had an existence except in his own imagination. The audit act Only Means making Clear what was in doubt. As to a minister charging an account As he saw fit the Treasury Board could do that now when a dispute arises it had been thought better to avoid calling the Treasury Board together about an item of say Jar. Did Ali dare put the bul through. Hon. Or. To the govern ment having said they would never Deal the company he had always been consistently one of the strongest advocates of the h. B r. Or. Is also known the minister of railways Baa. Dictated the policy of the government in this matter. Hon. Or. Session the government recommended in Cash. Which pasted the House unanimously die that show that the government were deter mined not to Deal with the company they now had a business offer they were Only asked to give and there was to be no liability until the Road waa completed which was to done in five years. The Hon. Gentleman had read an order in Council dated 1885, and assumed that every order in Council passed since must be upon the same basis. Or. Said it was the fact in this Case. Hon. Or. Assumed that the Law enabled the Dominion government to and Over the land upon the completion of 40 Miles. The local government wanted absolute Security that if they did so and so the Security would be handed Over. Experience had shown that it was not Safe to depend upon a Mere Promise or a Mere order in Council but to have a Law backed up by a pledge or agreement that when 40 Miles were completed they were to acquire the ends. On March 14bb, 1890, the railway a missioner wrote to Ottawa asking what time the land Grant had been extended so that be might know when the work must be com dieted. The answer dated 20bh March was the time within which the a b. Co. Is required to Complete the first 50 Miles in order to entitle it to the land subsidy is limited to the 19bh april 1890." the railway commissioner wrote again on the 1st of May to the effect that before spending the amount necessary to Complete the forty Miles the government would like a positive state ment that they would get the und Grant. No answer was received until after a second Etter was written dated nov. 14tb, 1890. An answer written nov. 26th stated that the present position of the matter was by order in Council of 30th june 1890, the time for the completion of the first 50 Miles had been further extended to the 19th april 1891. Another letter from Ibe railway commissioner dated 22nd, dec., 1890, called attention to the unanswered questions and was answered on the 2nd of january. It promised that Tho matter would be brought to the attention of the minister of the Interior immediately. Or. Roblin asked the Premier to read the first letter he bad received in can notion with ibis matter and he sent the document to him across the floor of the House saying it would show that the Premier had been talking non be Nee f or the 1 Aat t Weny m minutes. Hon or. Greenway read the letter und pent on to say that the government had found themselves in the position of having to do the work that the Dominion said would Cost the and Grant was about to lapse and they did t Enow that it would be rec wed and the company continually stated that they were required to Complete the Road in fifty mile sections. No doubt when the House came to the h. B. Question the government would m opposed. Or. Have stolen our policy we will support Yon in it. Hon. Or. The course we Lav pursued we Are in a position to secure the . For Leas Money than we expected some time ago. This is a Complete justification for wiping out the guarantee. Or. You assist in putting it on the statute Book Hon. Or. Gre Ovay yes and we have Een saris Ting Ever since in getting it reduced. Or. Martin Morris replied to a remark by the premix or about the opposition having detained the House. He said teahouse had been led together on the 10th of March and for three weeks the government had not a single measure ready. It was Only since the return of the attorney Jeneral from the Portage that there had bean any business done. Alluding to the taunt that the Lender of the opposition was Politi tally inconsistent referred to the Premier s Check ered political career and charged that be had proved traitor to the conservatives to claimed that the present local govern ment had been elect and on provincial rights and Shaf the Premier had claimed its election by conservatives As Well As liberals and it was not to be considered As n Liberal adm Nistra n. The Premier was not acknowledged by he leaders at Ottawa. He the Blenker was a Liberal and always was Ana he repudiated the gentleman opposite who lad brought scandal on the prov Ince. He claimed that in Winnipeg and Selkirk at the recent Federal election the local government had been repudiated by the liberals a Large number of whom must have voted with the conservatives and against the local government Martin and or. Campbell. Referring to the Hudson Bay railway he proceeded to show that or Greenway had been responsible for the original guarantee of having forced the government of the Day to offer it. Now he claimed credit for giving that Road but the Premier was forced by the opposition to do so. Previously the Premier had offered a mile for 300 Miles but had opposed miking the Grant per mile when an amendment was proposed to that effect. His the idea was Only to give , and he was never in favor of giving he charged that the Premier Hod been insincere All through and that no Reliance could be placed upon Bis veracity referring to his alleged untruthfulness in introducing the school matter and m this Hudson s Bay railway matter a exposed by the Leader of Tho opposition repeating the allegations of that an Leman on the Point. He charged the Premier with being treacherous to the Hud son s Bay company and now after being hostile to that Enterprise of accepting the policy of the opposition. The government was forced to do this As they had been compelled to withdraw their infamous audit and Phool acts and their Cheque vote. Or. Martin next turned Hia batteries on the government s action towards the o. P. R., after jeer in Gat and denouncing which for years now was found making Over Tures to that company for building to the Souris which should have been constructed by the Road that had been brought in Here at a Large expense and now could not to Mode to construct 50 Miles. Finding this state of affairs the government had swallowed everything they had said and appealed to their old enemies Hon. Messes. Martin and Mcmillan visiting Montreal to make overtures. After to reference to the estimates and expressing regret that no provision was made for the employees whose salaries had been Cut Down on account of their being absent a few weeks beyond their vacation while higher salaried officials who were absent a longer time were not touched he warned the government not to presume to speak too much As liberals As they were not the kind tha province wanted. If there was a now he knew of Only four government supporters who could depend upon re election. Or. Mckenzie was More satisfied than Ever of the integrity and ability of the govern ment. They would accept a Good bus iness Oser no matter who it came from and the country would have a great Deal of dependence on the government when they saw what they had would Noel take a Blind bargain and we see them now making a Good one by which on completing Tho Road the . Would receive a Grant we saw them dealing with the o.p.r., which were not our enemies and although a opposed them on monopoly when it waa found that the . Was not going ahead to find the govern ment dealing with those who would give Manitoba cheap Coal. The people would uphold them in this.
