Two vicious principles characterized the franchise clauses of the election Bill the com. Piling of the hate by partisan officer and the practical failure to provide for n revision. The first was to the opposition party throughout the province bub the latter was simply fatal. It was bad enough to have to 6gho a stuffed list but to be obliged to fight it with bound hands was murderous. Such was the effect of the Bill As introduced by the government Aud there need be no manner of doubt in the mind of a single person in the province that Ucb effect was deliberately intended. It wan the purpose of the govern ment to frag and bind the opposition party by Means of these voters lists. The opposition in the House fought the Bill earnestly and desperately because to them it was a matter of life and death. If the Bill were carried As introduced and a scrupulously administered As it would have been the government would have been enabled by it to carry any Coati Cuenca in the province. The Way would have been Clear to compile lists exactly to the liking of its candidates and there was no Hope of safety or redress through a court of revision. Or. Fisher fought it gallantly through the Long night of monday and up to noon and after of tuesday when the government surrendered by conceding a number of their More important demands. The of enumeration is retained which gives an enormous advantage to fihe government but a revision is mad possible which before it practically was not. Ministers and their supporters set ont with the declared determination to concede nothing but they ended by conceding enough to give the opposition a Chance for their lives. As understood now the Bill will pass with the clause giving Power to the registration clerks to compile lists in any Way they please. The names of illegal voters May be put on Power to do which is simply a scandalous at tempt on the part of the government to choke the free expression of Public opinion but in taking away the obstacles to a real genuine revision and not a make believe As it was before opponents of the government Are Given leave to purge those fraudulent lists at the Cost of their own time and Money. The government first creates a Rotten and Dishon est state of affairs and its opponents Are then allowed to cleanse it if they can. This will not be considered very generous on the part of ministers and their wretched following but it Means a great Deal nevertheless to the other Parky for without these Amend ments the opposition in the country would be simply annihilated. 5for this measure of safety the country is indebted to the Little band of opposition members in the House and it is an obligation it will not Forgan. But what shall be said now of Manitoba s lib Orul government Are not the liberals of the province Prond of it when the late or. Norquay introduced a Bill to make municipal clerks Tho enumerators for compiling voters lists or. Greenway and or. Martin scolded and stormed until they red in the face at what they described As an a bold and shameless attempt to Rob the opponents of Tho government of their franchise. Those enumerators were at least responsible and Independent officers and were reasonably to be trusted to do Justice Between the parties. The Greenway government attempted to take Power Itsuwo id perform the same who could be relied upon to stuff the lists As directed. Which was the worse or. Norquay gave every Opportunity for a full and free revision or. Greenway proposed to strangle v the revision. Which was the worse in that Case yet or. Nor Quay was denounced by these doing infinitely less than they were them selves willing to do the other Day. Since the passing of the Dominion franchise act of 1885 liberals All Over Canada have never ceased to denounce it As a monstrous outrage yet the Bill of the Bastard Liberal govern ment Manitoba was pronounced by or. Fisher be fifty fold worse. What do the liberals 1 of Manitoba think of their leaders do Thoy believe Lor a moment that they would be recognized by the honest genuine liberals of Eastern Canada consideration of this most important measure. The Reader will the better understand what this Means when informed that the Bill in question is a Docu ment of seventy six pages of printed matter and contains two Hundred and thirty two clauses. It would be impossible in the time contemplated to properly consider All the provisions of such a voluminous measure and we May be sure it was Nob intended that they should be properly considered. The purpose was to Rush it through at the very last moment trusting that the obnoxious clauses would escape attention or at any rate that they would not Challenge vory Earnest opposition. Further and conclusive evidence of the cowardly and iniquitous purpose Elf the government is furnished to Day. At this writing the House has been in continuous session for seventeen Bours having sat without rising from seven o clock yesterday evening. What does this mean it Means that this Bill of two Hundred and thirty two clauses is to be put through during one Bitting of committee of the whole the government by sheer brute Force of its majority has resolved to Rush through thib infamous measure without giving time or Opportunity to die Cuba a tenth of its clauses a they should be discussed. The legislature is supposed to be a deliberative Assembly ready and anxious to give the full est consideration to Tell measures coming before it. Here is one that would require two or three weeks at Bhe least if it were Given the attention it deserves and it is pro posed to Force it through in one sitting of the House the opposition is weak in numbers but Strong in the Justice of its purpose and it is doing All that is in its Power to expose the iniquities of the Bill and to secure the Amend ment of the most objectionable of its clauses. But arrayed against it is the solid government Phalanx equally determined that chose objectionable clauses shall go that thu House and the country Hallbe denied the right to consider with proper deliberation what is being done. Nothing More Thau this is required to con Vince the country that there Mush be some thing gravely wrong indeed in the measure that is thus being forced through. If the government were unconscious of a cowardly and dishonest purpose to secure an improper advantage h would not ask the House to pass a Bill of seventy eix pages and two Hundred and thirty two clauses at one sitting. The apposition is being taken by the Throat and told that it it must yield to the Superior Force of the government Side. It in not a question of deliberation and judgment of brute strength and in such a contest the advantage lies with the party in the majority. That advantage the government is resolved to make the most of. It knows that it has lost the Confidence of the country and Asib cannot Trust the people it is going to give Power to registration officers to stuff the vote re lists so that its candidates May be sure of election. The sacred right of the franchise is to be outraged for its Benet hence no All night sitting of the House and the exercise of brute Force. The Souris Extension. Or Bonway was right in saying thab some of the Moab objectionable clauses of the new voters lists Bill were embodied in the act of last session and accepted without a murmur and he was perhaps excusable in endeavouring to make a print out of the fact. But the Circum Steucek were very different. In his last year s act those clauses were harmless As from the manner of com piling the fraud was practically impossible. And in any wee a they applied to All alike so that one party had no advantage Over the other. But it was very different with the Bill of this Essaion. After a list compiled by a registration clerk the government s friends would Hove Little reason to care whether there was a revision or not in fact they would prefer that there wa8 no revision. With opponents however it mattered everything for without n revision they would be virtually wiped out. Following is the full text of the Bill Intro danced in the local legislature providing Aid to the Canadian Pacific railway company for the Extension of their Branch lines to the Tuurie Coal Fields the Northern Pacific having ailed to carry out its contract 1. The lieutenant governor in Council May authorize the railway commissioners to enter into an agreement with the Canadian Pacific railway company by which that company shall agree to Complete Ita line from in Ramey to Melita its Extension Westward from melt Tato the Coal Fields somewhere in townships 1, 2, 3 or 4, Range 7 West of the second principal Meridian line the extensions of its Glenboro Franth about six Miles and the Extension of its southwestern Branch from Deloraine to Melita. All said lines to be completed during the year 1801 unless the company a prevented by some cause beyond their control the company to bind itself that for the next ten freight rates on Coal from the mines eastward shall not exceed the following rates to Points on its own lines for 100 Miles or less not exceeding ?1 per ton of Ibe. For 160 Miles or Lees not exceeding 91.50 per ton of Iba. For 225 Miles or less not exceeding ?2 per ton of ibs. For 300 Miles or less not exceeding 92 25 per ton of 2.000 ibs. Said it mentioned rate to include the City of Winnipeg. For greater distances to be in proportion and for Points other than those on its own lines such an equitable division of rates to be made As will enable the name rates to be applied to such other Points As to Points on its own lines a Cones pending distance from the mines such div Ision of rates to be based on the principle now Srov Ernin the division of joint rates be tween said company and the Manitoba North wee torn railway company of Canada which gives last mentioned company an in creased mileage allowance to compensate for its Shorter distances. The railway commissioner May also be authorized to take from the Dominion goal joke transportation company a mortgage to the extent of on All their proposed Plant and Coal mines in said District covering a period of five As a guarantee that during said period the Price of Coal on the Otvars at the mine will not exceed per ton of pounds. 2. In Case such agreement a entered into by the Canadian Pacific railway company and All said lines of new railways Are completed during the season of 1891, except As Hereinbefore provided and the said Dominion Coal Coke and transportation company executes the said mortgage then the government of Manitoba May pay to the Canadian railway company the sum of to Aid in making said Extension of railways. If anything wore wanting in addition to the voters list clauses of the Bill itself to show a fraudulent purpose on the part of the govern ment it would be found in the fact that the Bill was kept Back until the closing Days of session. Id was distributed on saturday last and at that time it the expectation of the government to prologue not later than wednesday and tuesday if possible. Firstly school school lands should never be sold but leased in renewable every ten or Twenty one years at a valuation. Why not now open them up for actual settlement and an annual rental of say 4 per cent on or per acre or for grazing purposes Only at a rental of 4 per cent. On 51.25 to per acre. Railroad Railroad lands especially in Southern Manitoba Are wanted for settlement. At present their value is being eaten up in interest that is presuming they Are bonded. If these lands were thrown open for settlement it would give a Boom to Mani Toba emigration that is now wanted. The opinion in Ontario with the Farmers is that lands for homesteading Are now Only to to obtained in very Remote districts the is True As to and that Landa open for Pur Chase Are held at unreasonably High prices and for Cash Only. Or. Van Home May say at first thought that id is impossible to open up Railroad lands on such terms. answer a what is impossible to the big these sir a Stephens sir d. Smith and or. Van Home to the future judging from their ability Success Energy Etc., As shown in thu Paat i would suggest that ten sections of Railroad lands in each township should be listed at a Price at which they May be purchased at any time during five years by actual settlers pay Able in five yearly instalments with interest at five per cent., the lands in the meantime to be open for rental at say per Quarter Sec Tion per year. The effect of this would be that the settler would have from one to five years a which to make his first payment of account of Pur Chase of the land in other Worda he could make the inn pay for itself. Your emigration mutters in a sense Are at a standstill but if the statement could be published to the i urls that the vacant lands in the settled districts of Manitoba traversed by no less than five parallel lines of railways every farm within 7 to 10 Miles of a railway Are open for settlement on Ohe terms i have above stated emigrants would pour in a they did in 1881-32. T. answer is that a settler hits ten chances of Success in Manitoba where he has hut three in the Northwest and that the Northwest can Only be settled by settling Manitoba first. I have no lands to sell. I write Only what i truly believe to be True and in the interest of the West in general. April 10. W. H. G. Grand Forks Herald trouble a brewing for the reds and half Breeds in the Turtle Mountain country. Through a gentleman who came Down from St. John yesterday morning the Herald learns that the set tiers have made a formal demand upon the authorities at Washington for Protection. This demand was the result of a series of Small meetings said to ban been held by the White settlers of Dif Ferent Points during the last fortnight the last one at St. John. The settlers set fort that the presence of Lawless thieving reds and half Breeds is a constant menace t the Little towns of Bolla and so. John and ask that a fort be established either at Kolla or St. John and a company of soldiers detailed there. The settlers Are determined that if Thi Indian Bureau ignore their demand they Wil Arm themselves and vigorously punish the first half Breed who Breaks the Law. They do not Hope to make the Breeds pay taxes on the lands they occupy nor do they think it possible to punish the red rascals for stealing government Timber but they do no propose to allow the reds to make any further armed demonstrations Down in the towns at has been done in the Pant when chief Little Shell with 200 or 300 reds and Breeds would Anarch to the jail and effect the release of a Indian or half Breed prisoner in spite of the protests of the citizen a. The apparent timidity of the Whites implied by this state of things is explained by the statement that the Lodiana Are Well Arrow and greatly outnumber the Whites.
