Winnipeg Free Press (Newspaper) - April 16, 1891, Winnipeg, Manitoba Manitoba daily Eree press. Winnipeg. April 16. Discussion done. Third Reading of the elec Tion act hurriedly passed. Greenway asked for the withdrawal of report on the ground that members of the government had not seen it and that they not accept some of its recommend. The report was promptly withdrawn. O Malley speaking to a question of a Rinlee complained of the insufficiency of to reapply of copies of the votes and proceed he was supported by or. Martin and or. Bobbin. Or. Norquay referring to a report of Bia on the election Bill said that he was it candidate in 1888 and that had not wished to insinuate that the government would appoint a corrupt Botto what might be done judg howl the future by what had been done in Amend the act respecting the mortgaging and Selling of personal property i read it third Timo on motion of Hon. Or. Martin in the absence of or. Colcleugh. Committee of the whole waa resumed on Tea election Bill. Hon. Or. Greenway Sug noted Bat it would be Well to provide in Cue of an emergency arising that n by o elec Tion might be held without the preparation of anew Ink. The longer notice provided for in the amendment to the Bill would he submit Ted Render it Impo Waible to constituent Dei represented in Cue of vacancies occurring a within a Short Date of the session that is within three months. Or. Robiin willing to Nye such a pro virion incorporated provided it were made imperative but he objected to Tho executive Baving the discretionary Power to use either list Hon. Or. Decided to leave the Section a it was requiring the preparation of a new tilt for any election. Or Martin moved an amendment to Sec Tion 102, with the object of providing that no per Tonpho was a Tho legislature at the Guion next preceding an election shall a returning officer. This waa Tat or. Martin moved for the adoption of n provi Felon that a voter might be required to smart Bat he had been a resident of the pro Vince for my months and of he electoral i Vioa for one month prior to the closing of the lot he urged this to a Means of prevent ing from voting persons whose Namen have own wrongly put on the list by the registration dark. Hon. Or Greenway objected that the final Ity of the lists had been a settled principle for Yam. Or. Wanted an enumerator responsibility could put 100 or 300names on the then if you could to get the list completed before it could be purged of thue Dot qualified to vote. We say the Dalagar of violation of the principle of residence is very great with a registration clerk. Suppose in the City of Winnipeg you appoint a Man thinking that he in honest and fair but he pats a fifty names not represented by any one who can in found there. The court of revision comes Yiu Curmit find the people an you cannot serve them with notices. The Lodge unties that May have been Here within thirty Days and does _ not strike off the names. Time comes Lor voting and fifty men can be led up representing them. There is no oath to establish that they Are Nob qualified so was residence is concerned. If you desire to p e a pore list you will Piu Iphy it and give Holba Protection to voters. Fuller said he would not like to see withing done that would interfere with the . Or. Goblin replied that the each now Pottin Utera requires a voter to swear that m i a British subject and of the full age of Jean although the judge has previously a sued into these mutters so that the did not hold. If the arbitrary f riven by the act were used half of the jaw could be Defeated. Or. O Malley gave an instance from his own experience. had tried to get several struck off As the parties were living in jew loft but he had not succeeded a he my not notify them and some of them sum voted. Or. Norquay he d that if after the list had finally revised it waa known that Home wore on that ought not to be there Koala do some Way of preventing the parties wet voting. Such 11 clause would prevent a d of of corruption. Or Robiin contended strongly against the principle of riving a Deputy returning to disfranchised any person that without any redress As malice would u to and this would be difficult. Fisher disliked giving any Onn Man to take away n ballot paper from a oter. The Deputy returning officer might be the country when they came to enforce Wpm the penalty. He Euge ested that it would be better not to urge this. Rauk might to appointed Deputy officer and listening to of others he would have to not l Spur the moment. Waa my amendment moved by or. Martin fir. Martin moved a further amendment pending for an Appeal from the revising the court of Queen s this was also lost. motion of or. Martin amendment cried providing that a Deputy returning officer shall refuse to give a ballot paper Tuben he knows that fraud or violence is be it Etc. The Reading had been be has reason to know or Etc. Of or Fisher the following we added to the same clause pro always that such refusal to give a to Oakerson who actually Baa a wit to vote shall Render a Deputy returning liable to the penalty hereinafter pro for such a the question of voters hats for Bye elections Wybro Ngotup again by or. Fisher. He the adoption of a provision by which there waa not time to prepare new lists we an election before the House meets we old Lute could be used and Weby be prevented from . A internment would still have the absolute Ciuro duo item ainu i Greenway suggested that Hon. On the other Side had better hold a come to an agreement As to their position. Replied that he bad Only to Cau with himself that he represented his in repeated that he was perfectly Ilow the old fists to be used if the shall were substituted for or. Greenway said if there waa a Opportunity of preparing new voters list they would not do so. Hod. Or. Martin also said that if there was ample time they would have new but if not or if it waa not convenient they would Bave them on the old list. Or. Robiin objected to an arrangement by which the people say of Manitou would not know what they were going to vote on until the government had canvassed the grounds As to the advantage or disadvantage of that one course or the other and Hud decided. What harm he asked would there be if for example the seat of the member for Russell should become vacant by his appointment us a Puisze judge and his constituency should be represented for the balance of the by a member elected on the same hat on which he was elected or. Fisher Jaid the opposition would have an Slang the government in they Haj plenty of time and did not prepare a new list. An amendment was carried on motion of Hou. Or. Martin As follows provided new list shall a made and revised in the Case of every general election Etc. Provided also in tha Case of a Bye election that the last revised list May be the committee then Rose and reported the Bill with amendments and Tho report was received. Or. Robiin a a matter of privilege asked hop. Or. Greenway if what purported to be an interview with him published on the first Page of the government Organ in which he was represented As saying that he had not yielded an Inch of ground was Correct. Hon. Or. Greenway answered no and proceeded to explain that he had bad an interview in which he had stated that on the floor of the Honee he had said the government were prepared to yield certain things Bat would not yield that principle. Air. Rob pm characterized the article As a malicious one and n tissue of falsehoods. The Bill respecting the boundaries of Muni i Politico Hon. Or. Greenway was considered in committee of the whole or. Graham in the chair. An amendment moved by or. Geller affecting a portion of the municipality of St. Was lost. Or. Marion moved that the balance of the municipality of Boniface be left for an other year. Hon. Or. Martin explained that five were to be truck off from so Boniface and added to Springfield leaving the Munici Pality of St. Boniface less than half a town ship which it was proposed to put into Ritchot. Or. Martin said the ratepayers 9f St. Boniface were willing to carry the municipal Ity a year longer. In the five tiers there were Only 40 battlers and half the property was Church property and paid no taxes so that adding them to Springfield would not affect the Revenue of St. Boniface but to a Small extent. Or. Marion s motion was Loet. Or. Thompson Emerson moved to strike out the sections detaching a Large portion of the town of Emerson and adding it to the municipality of Montcalm. He said there was very Strong opposition in thy town to the Chango. The greater part of the property was surveyed a Toyota. The . was on port of it. It was important that the town site should be left without any tinkering in View of the settlement with the creditors and a the charge would take away considerable rom the revenues of the town. Or. Winkler Eaid the portion to be taken away was the Northern part of the old town of West Lynne there would still be left 600 acres on the West aide and acres on the East. The owners of the property agreed to pay their Arfre of the debt Cineas of the town but wished to be re sieved from paying towards the running expenses. Or. O Malley also favored relieving the agricultural District in question from the ocal taxation j this he said would not of act the settlement of she debenture debt. Or. Thomson s amendment waa lost he Hen moved to detach township 1, Range 2 East rom Montcalm and to attach it to Rhine and or. Martin opposed a change on the ground that Montcalm consisting of scarcely four Yowpa Birj objected to lose this portion of its Arri tory while Rhineland. Having already 12 own Haipt complained of being too Large and Xii Tivel refused to admit the proposed Terri Ory. The proposal waa voted Down. The committee zone and reported Progress and the House adjourned. Or. Mckenzie presented a Petit Ion from a. Thompson and others respecting a Mill at Neepawa. O Malley presented a petition from John Tormann and others respecting seed brain Aid. The election not or. Robiin on the motion to go into com unit tee on the election Bill made another attack on the Bill. All Liberal governments were jealous of the Freedom of the ranch Ian but he defied this government Kyj go to the heart of South America and find a Law with such iniquitous clauses a their act contained when it wan first introduced. It could not be found where the British Flag floated it would not be tolerated in More thickly populated countries Tor there the people would Rise in rebellion. A compared or. Mowat a and or. Mercier e policy with or. Greenway s. Those gentle men did not attempt to muzzle the people they did not ask to retain Power without being sustained by the people they did not veet their Power in registration clerks and Deputy returning officers As was done in Manitoba. He referred to the revision of the lists for which some concessions were unwillingly made but still the vicious Prin Ciple of the lists being compiled by the government remained. In was True the government s opponents had now Homo Chance to purify the lists and there was some time allowed to Appeal to strike off names that were improperly on or add those that were improperly left off. After contrasting this Bill with that of 1890 he moved a Resolution to the effect that the lists be compiled from applications by affidavit As provided in the act of 1890. Hon. Or. Green Ivy replied that if there were objections sow to the classes of the Bill those clauses most have been much More objectionable when or. Robiin supported them. In explained that he bad intimated to opposition members that Tho question of dates could be considered in committee and he cad conceded their objections in every possible Way except in the main principle of the Bill. Tho Only difference Between them was this the opposition wanted the lists compiled by compelling every Man no matter Bow faraway he lived no matter who he was no matter at what inconvenience it might be to Cro before a registration clerk and an affidavit to be placed on the list. The gov ment d measure fur officials to Avail themselves of All source of information to Complete the lists. By the former Mode he believed that not one Naif the names would be placed on Heliat. He admitted that Bia Bill of last year Hall not been properly considered or it a cold never have been passed. If we did something Fronir then Bow Ever it did not follow we should remain wrong. The opposition were wiling to Dis franchise Pauple by this method and be was willing to meet them before the Public and leave the decision to them. He intimated that the Leader of the opposition must Bave some design m delaying the House and he asked his supporters not to continue the debate All to wanted was to make n list easy of compilation by which every Man in tiled would a vote. There waa no fraud no intention of Dis franchising an opponent and i fit failed it would then tie time for their vile insinuations to be made. Or. Be too late then. Or. Greenway continued that it waa not question of liberalism As to the Mode of compiling a voters list. It was desire table that the Best system should be adopted. He thought that no never Light could be thrown on the subject after this Long discussion and to continue it was merely factions opposition. Or. Martin retorted that for two weeks the House had been Idle and now the principal measure was brought Down and endeavoured to be forced through hastily to prevent full consideration. Concessions had Only been wrung from the government by the arguments of the yet they were told they were delaying the House. Or. Martin quoted 8ne Premier As flaying in introducing his election Bill Nat year Betit was the True Way now. With Oneve atrial of that Bill he said Batby half of the would be left off the hit. The speaker went onto How the great Dis advantage the of the government would labor under of in aft partizan registration clerks and Rar Lnag against them. Or. Norquay said it we a favorite Anent with the government to charge the opposition with delaying the such conduct could not be fairly attributed to him. He alluded to the great concessions Bioh bad been granted i if they were coed changes they should have been first of All contained in the Bill if they were bal they should not have Benn allowed. Bat whether they were Rood or bad they were Only obtained by the continued exertions of the opposition. Or. Fisher expressed preference for the present Bill Over that of Lut year but preferred the compilation of lists by municipal clerks. But if that could not be obtained he could not see Way registration clerks should not compile their lists from All available information. There Wai no Hope now of the government agreeing with him that free compilation of the lists should be left with Muni Cipal clerks but he expressed the Hope that at Home future session they would for it was a Mode less objectionable than the others. He did not agree with the Premier that it was not a question of liberalism involved in the referred to the Extension of the Dlf Feren branches and for which was to be Given. All would Tay the Mno ont was no exc Emile when the benefits to be derived from cheap fuel were considered. If we Bax the Coal alone he claimed the sex pin Deiure would be justifiable especially when in the treeless districts it would in famished a s ton. The . Intended events ally to reach the Coal Fields and in a few years perhaps we would have got hid Exten Slop without a Bonus. But he Felt justified in hastening work. The Dominion Cor co proposed investing or in Plant at the mines and had already sent oat an expert whose report waa so satisfactory Liat the company had Felt no hesitation in putting in their Money if they conic get transportation for the output to Market. They gave a Bond not to charge More than 81.75 a ton for Fiva years and after that time there would be a number of companies at work and Competition would keep the Price Down. Compilation of the lists. It waa a funds mental principle of the Liberal party that a or. Gillies said one would imagine the government should not have too much con glue nine had arrived for the lion and the tool of their preparation. admitted the Lamb had lain Down together. He referred to necessity of any party taking fair Adan the abase the government had heaped on the Tage of their opponents but it waa not fair j 0. And their introduction of the n. P., for any one party to have full control of the and said that after All the Money they lists and he pointed out How had spent in introducing the american registration clerks who wanted to be honest system they were now compelled to Call upon would be prompted to act unfairly. He i the . carry out one of the chief thought he himself if appointed one would j objects of which the n. Had been brought unconsciously assist his own political 1 in. Instead of the n. Being a competitor friends. For this very reason the liberals at j the government were now helping thai Ottawa contended against governmental a j Gigantic monopoly which they had con Homery in the preparation of the Der Ned and which they would not even allow municipal officials should be employed. He quoted Blake in sep Lwi of his Contention. He thought the should be prepared free from party Bias and party turmoil. A registration clerk was not so Well adapted for the work As a municipal clerk. The former would be a stranger to a Large number in the constituency but the municipal clerk generally holding his position for years would know nearly everybody and in his hands there was less danger of fraud and mistakes while the expense in Tho printing of the lists would be Lees. With a list prepared every year it would be looked after carefully. It might be argued that electoral divisions were not coterminous with the boundaries of municipalities but this objection could easily be removed and the difficulty remedied. He concluded by moving an amendment to or Roblin a amendment for provision for the preparation of the lists by municipal clerks and revision by judges. I. O Malley. Who seconded this strongly supported or. Fisher s motion. It was How Ever Defeated on the following division Fisher o Malley Marion a. F. Martin Gillies Robiin no Quay Gelley Jerome messes. Greenway Martin Mcmillan Molsan smart mews. Hettle Mckenzie ool Clogh. Mokle Thompson Barberry Graham Morton Smith. Young Dickson Winkler Crawford Thomson Emerson Lawrence 20. Or. Roblin g amendment was also Defeated by a vote of 9 to 31, or. Fisher voting with the government or. Jerome Rose to make another Amend ment. Before he had rend it the speaker put the motion for the third Reading of the Pill and declared it darned the members shouting or. A. F. Martin and or. Robiin objected and pointed out that other amendments were to be introduced the speaker declared the Reading carried. Or. A. F. Martin Rose to a question of privilege and asked for the speaker s ruling on his decision. The speaker had not asked a he was required Are you ready for the they were applying the gag. Hon. Or. Greenway moved the House into committee of the whole respecting the bound Aries of municipalities and the speaker put the motion. Or. Robiin asked the speaker to go Back to the discussion of the election Bill Hon. Or. Greenway said the House was ruled by the decision of the speaker and claimed the conduct of the opposition was unseemly. Or. Robiin said the speaker s ruling Only obtained so far As it waa sustained by the House. He asked Tho Premier if he was willing to go Back to the discussion of the election Bill. Or. A. F. Martin claimed that on every vote the speaker Irist ask Are you ready for the question of and he had not done so and th9 speaker had to admitted. The speaker decided that the third Reading of the Bill had been carried and the House went into committee on or. Green Way s municipal boundaries act. In committee or. A. F. Martin moved that the committee Rise. He complained bitterly of the Way discussion had been choked off and was proceeding to show that the gag bad been applied most unfairly when the Premier aide ring Bill. Or. A. F. Martin wanted the committee to item out that they were now Oon boundaries act not the election Rise to get the speaker s ruling and have the matter sifted. Why did they refuse to allow other amendments to be put in was because they were afraid to to placed on record. His motion for the committee to Rise was voted Down. Or. Marion moved an amendment which was lost and the committee Rose and report to. On a motion for the third Reading or Marion moved that i t be recommitted and clause 4 struck out. This was declared lost but at the suggestion of or. Golley the third leading was delayed until a later stage. The game not was considered in committee of the whole reported and its third Reading passed a waa also the not respecting Agri culture and immigration. In Hon. Or. Martin s Bill to Amend certain arts and to provide for certain or. Roble strenuously objected to the second Reading. Hon. Or. Or. There might be smuggled in Oluse which would deprive me of Mahonie and lot. Hon. Or. If we did you could it Stop it. Or. Know too Well we could t. That and two other Bills were leftover being objected to. On the second Reading of Martin s Bill to provide for aiding the Canadian Pacific railway company to extend Branch lines in Manitoba to reach the Sourin Coal Fields on condition of making certain rates for carrying Coal. Or. Robiin and or. O Malley objected to its second Reading As the Bill had not been distributed Twenty four hours according to the Rales of the House. Theirn detention however was in vain and or. Martin moved the second Reading. He said the matter was one of great importance to the country. One great difficulty this province Laboured under a difficulty growing greater every year was the Lack of a sufficient fuel Supply. Tho Supply of Wood was limited to certain localities and even m these it waa becoming exhausted. In the Western part Farmers were compelled to go a great distance to obtain firewood. There was a Large Supply of Lignite Coal just outside the province to which place it waa anticipated iome time ago the 0. Would extend its line and in anticipation of this there had been a Large settlement in Bhe legality. So far the company had not built the line and some time ago negotiations were entered Between the government and the c. R in order to obtain the advantage of cheap fuel. It was considered that Mani Toba could Well afford to Bonus the company k obtain that Boon. They had arranged not paly for an inexhaustible Supply of Coal but succeeded in making an arrangement by Rhib maximum rate on Coal would a fixed for ten years. He explained the rate As provided in the Bill and claimed that they were Kuwer than ranch lines. Boat they charged ordinarily charged on the company by util izing returning empty wheat can were enabled to give a Cut rate from port Arthur on Coal to Winnipeg but without this advantage they were giving a lower rate from the Jan Iii where there were no empty can to be utilized and practically Coal cars would Bave be used and taken out there empty. He then proceeded to explain the arrangement with the Dominion Coal securing a agreement for nothing Coal on Tho can at il75 per ton which would be sold at Winnipeg on be cars at the Souris Coal was excellent for Domestic purposes although not m food perhaps a the gait Coal for the cartage Here would be we. Per ton making the Price while the gait Coal was sold the favored of the West where no Wood could be obtained it would be sold at f3.60 this would make cheap fuel indeed. At Virden Harden und Bow Vaia gait an sold at per ton and at Brandon m that the which needed chert try Kurt particularly get in addition same or. That All this voted for the running Powers Over their lines. It was remarkably strange. In the estimates was the sum of for the n. Extension to the Souris and now was to another company for the Kun Gillies pointed out Money we being Southwest while other parts which and built their own railroads was receiving no Aid and could find no Means to help them. There was no arrangement with the Northwest Central nor with the m. N. W. For rates on Coal and he though Northwest Manitoba should have been placed on the footing As the other districts were. He regarded it Straggs thai the Dominion goal co. Was allowed to charge a ton placed in the can while to Day with primitive Means the Coal was being supplied in Farmers waggons at the mine for ?1 per ton. Att other mines he ventured to nay 60 or 70 cents or 81 per ton would be ample recompense for supplying Coal at the care while this bonuses company was to be allowed to charge there was nothing in the Bill to compel the railway company to Lay sidings or Racks to other companies mines and he believed that while they might have Competition through the action of the railway this Competition would be debarred to thought there should be Given Fuller time for a consideration of the Bill and there should be Fuller explanations. Or Robiin expressed himself As in full Accord with the principle of the Bill but he waa but prised that it should have emanated from the government which had denounced . In the most violent terms and now swallowed All their words and All their previous professions. There was not now left Onn single Plank of the platform on which the govern ment had gone to the country in 1888, at bad Arisen to change the attitude of the government towards the c. For years they had maligned and misrepresented that company and said they were supping he life blood of the country and were destroying the Bright Promise and Hope we expected to see verified the c. K., according to the Premier and Bis followers were killing Manitoba whose Only Hope was in the introduction of an american system of rail ways. When these gentlemen returned from Ottawa in 1883, the Premier blasted that three great lines were knocking for admit Tance to the province. How far was that Veri fied the government had aroused the Hopes of then appealed tothe country for Endora Tion but How far he asked had their expert eyed justified the Confidence reposed in them the very first negotiations snowed a Lack of sincerity and were of such a character that some of their followers were compelled to withhold their support. The p. Contract prevented even the St. P., m. M. And the c. Or which were denounced by the government m the common enemies of the coun try from having running Powers Over their own. System. It was either untrue that three systems Ware seeking admission then or the government after negotiating with the n. Found it was in their own intercut it not in the provinces to bar out the other roads. He had told them then the Premier was pulling Down the Flag on which waa emblazoned free Trade in rail Way and hoisting an other with monopoly preferred in it place. How Little did they think that within two years to would form an Alliance with his old enemy for offensive and defensive purposes. He proposes to go Back on All his principles . He Roble bad not agreed with beg overment in their denunciations of the . Or. Robiin went on to Point out that after All their abuse and condemnation of their ., the government bad sent its emissary to Montreal to beg of the company to coma and take their Money. The . Bad he own its utter contempt for the ministers he held that the country s experience of the govern ment s railway policy so far bad been Moat disastrous and he stated that the o. Had already purchased the rails for the Melita Branch which had been graded and that Hon. Or. Dewdney had promised last february the people of the Souris that would in built there so that the government could not claim any credit for securing the extensions. We did know they were trimming their sails for a general elec Tion and they begged and prayed the . Company to accept and give a rate on Coal which purported to be a reduced one but which he believed though he had not the data having been forced into the debate without an Opportunity of studying the Bill to be a High a or higher than that obtained at present. The talk of the railway commissioner that they had just ascertained the Quality of the Coal to he snob that they were justified in giving Aid was absurd a a Large exploring party had ten years ago pronounced the Coal exceedingly god. Why did they not honestly say that they had made a mistake about the n. And when they maligned misrepresented and vilified the c. Co., charging with treasonable Aota the management of that com Pany he trusted that for the Sake of the reputation of the province for tha Sake of investments by foreigners that the first minister would take care that the railway commie Ziouer did not head any More armed mobs to shoot Down the officers of that company. The n. Co. Would be justified in uttering the same kind of opposition to the 0. R co. If it should undertake to crops the Jar lines in the same manner that the c. On. Bad endeavoured to Cross the lines of the former until it should be settled officially satisfactorily and in accordance with Law by the railway committee of the privy Council at Ottawa. He asked if he night be allowed to move an adjournment of the debate. The Premier declined and or. Martin observed that a Man without heart or con would not allow anything. Or. Robiin continued say it the o. Was to receive he was glad is Aid be re rented that it had not been Given two or three years a Ouer a we would have hid to Day instead of people or pos Riby be congratulated the first minister in an ironical Strain on the result of Lis Promise to break the Iron Heel of Monopo save the Farmers in one year through reduced rates give them nourishing towns in their immediate neighbourhoods and fill the province with a contented Happy people. The Man who should write the big torn of this province and forget to write Tho name of toe. Greenway would fail to rive a picture of a Man who said the c. B. Do. Was a monopoly and no Good thing comes f rom the o or. At Midnight Hon. Or. Greenway Roso to reply. He raid the statement be had maligned the 0. A company we fake an utterance of Hie that would Bear Anch. A construction could not be found. He had said and would by now that when the o. F. Company in rioted on maintaining the monopoly which the Dominion government had Given them the were Blind la Awn into Testa. There were no there Waw no soon. Agitation now. Theo. company identical with ours had reaped Man Beer tilt than of a corporation. Previously were great and pc Flo afr into purer the o. Bad 2ttrdy not Rae that he pm Edfrid Ai Worril be would bring in railways he bad stated that there were three i ail Way corporations desirous of coming into the pro Vince. They had looked around and asked which of these companies was most Likely to give Competition uni on n result the gentle men of the Northern Pacific bad come Here when they were Likely to be blocked in their arrangement with the Manitoba Central his Hon Friend or. Roble did him the Honor of calling on him and urged the making of an arrangement with Pacific. Monopoly having been done away with economical government the Trade of the coun try would Faauma such proportions a would unto other a meanies. The government had not changed their policy but his Hon. Friend was chagrined because he thought be was about Tolose an important ally it his campaigns Ine government bad done no begging in this matter. A inn Leinan professing to be in the Conn Deuce of the c. Co. Bad made representations to the government and delegates were sent to or. Van Homo to Dis Cut the matter with him. As to the com Pany extending without Aid to bad or. Van Home s own letter to show that the Road would not be gone on with this year unless the government gave Aid. The rails to be fwd were the old ones that were being taken up along the North Shore. Of Lake Superior and replaced with heavier ones. The reduction in freight charges in the Coal was i 5 cents or a ton compared with what the company could charge. The consume Lioe of Coal was Esti mated at tons at last to that would be a saving of in one year and in less than four years the reduction of freight on fuel alone would pay Back the whole amount of the Bonus. The government were not under Oom Klimena to the n. They proposed to make the company carry out the bargain if they could. In conclusion the Premier criticized or. Roblin s course in supporting the Bill and discussing the policy of the government generally which according to parliamentary procedure was done on the motion to go into committee of apply or on the and in reply to the speech from the throne or. O Malley congratulated the govern ment on the arrangement made though he found it very strange that they should come round after the statements they had made. Or. Norquay Folly endorsed the action of the government but he said wonders never ceased. The 0. A waa the proper railway to Deal Wibb being the National Highway of Canada. It Wae suicidal to fight against that Road. They bad great landed interests Here and Misti work for the Good of the province and the Dominion because they would thereby enhance the value of their own property. He doped it would not be said of this company the government is their because if Abbey took too much meat off they would leave nothing but the Bones. Or. Harrower said the government did business on business principles. The n. F. Contract was considered in the interests of the province that company had not been treated As it should have been. The people of the country had derived great Benefit from the savings of the government. The motion for the second Reading was then passed. Or. Martin raised the objection that according to the roles the Bill should Bave teen printed and distributed at least me Day before the _ second Reading. Tho speaker ruled that this Point could Only have Deen taken when the motion was first Mode. The third Reading of the Bill respecting the Iran Davies of municipalities was then moved. A motion by or. Gelley seconded by or. Jerome for re committal to committee of the whole with instructions to add the Amend ment which be had moved in committee of the whole was voted Down. Or. Martin noved seconded by or. Rob us in View of the mistake in declaring the election Bill read the third time and the mistake of tha clerk in putting it on Tho orders of the Day that the third Reading of the Bill be reconsidered and that the same be ordered for to Mosow. The speaker stated that he bad declared the third Reading carried not knowing that there were any amendments to come in. The motion waa phased after the members of the opposition bad stated that they did not desire any further discussion but simply wanted to put their amendments on record. The House adjourned at 1.05 a. M. Portage i Prairie. A Ball Ity the Cricket club at portico la for Conens.
