The mayor stated that from his experience in office there waa too much sentiment manifested in regard to the enforcement of by Laws both by the officials and by the aldermen. He believed that the by Laws should to carried out unflinchingly but if any of them were found to be harsh they should be amended. It was farcical to pass by Laws and then allow them to be by the people. If the by Laws were enforced determinedly there would be fewer petitions appealing to the committees. The enforcement of All by Laws excepting perhaps the one relating to health which required a Man to inspect lanes build Ings etc., should solely rest with the police department and the Council should have no say in the matter after by Laws had been passed beyond seeing that the police did their duty. While it waa possible for the aldermen or officials to exert any influence a respect to the carrying out of by Laws the municipal machinery would not be conducted satisfactorily. Provincial land surveyors annual meeting held wednesday morn v of officers. The annual meeting of the provincial land surveyors association was held in the Secre tary office yesterday morning when the follow ing members were present m. Allouc presi Dent g. , r. Yonner Jos. Dope w. A. J. L. Done and j. W. Harris Secretary., a number of communications bearing on matters affect my the association were read and duo used. The Secretary treasurer s report was also presented. It showed a balance on hand of a communication was read from the d. L. S. Association suggesting a scheme for affiliation. The proposition was considered at length and a committee composed of j. W. Harris r. Jul. Young and w. A. Docker waa appointed to ascertain m what extent the association could fall in with the proposal. A number of matters relating to the Law and methods of practice in land surveying Peculiar to this country were discussed and the legis lation committee was instructed to prepare a manual of amendments which May be consid ered applicable to the Points in question. The shame a privilege accorded to these Banks by which they were permitted to Issue their notes in Rio even when they were refused in their own states has led to an excessive Issue of these notes in this City. Lately the Back of the Republic ban been refusing to receive the notes except in payments the custom House Boa been refusing them and a major Ity of reputable Banks refuse them. It is asserted that the Bank of the Republic has Beer Jansing a Large amount of paper lately w though no one knows by what authority. It a also known that some of the speculative Banks Are getting abort of Cash. Exchange has been steadily going up. Coffee id scarce prices Are ring discontent exists every where and the speculators Are All a noting Over to the ranks of Sellers. D., dispatch says sergeant Glenn s weather crop bulletin for North and South Dakota for the week ending april 10, was issued to Day and contains the following crop summary the temperature during the week has been below the seasonal average while the moisture from rain or Snow has been above the average Over South Dakota and average too above Over North Dakota so for As heard from. Billiards and cigars. The License committee recommends a Bower fee for billiard tables a tax on Cigar dealers. The hotel keepers yesterday pretested a petition to he License and health committee asking for a reduction of the License for Pool and billiard tables and in order that the Revenue should not thereby be asked for the imposition of a License for Selling cigars. After the question had been Dia cursed the committee decided to recommend the Council to reduce thu License on tables to for the Firaby table and each for subsequent ones and also to charge a License of 915 per annul on All persons who sell Cigar a couple of tha members present strenuously opposed the Cigar License on the ground that it would tend to create a monopoly by driving out Small dealers Euloh As grocers confectioners etc., and also on the principle that the Sigur business we less dangerous to morality than billiard tables run in connection with liquor saloons.
