Souris Extension. A part of the government s bargain with the Northern Pacific waa that the company should build into the Souris country. That really the Only redeeming feature in the whole scheme a the Road was greatly needed. But even this pros Peol Wab improved when the company obtained a Dominion charter to build further Westward to the Coal Beds. The settlers in that District of country were to be with railway facilities and the province generally was to be sup plied with cheaper Coal. These were the plans and expectations announced amid tha bracing of horns the blast of trumpets and the very loud tinkling of cymbals. But the plans were not carried out nor the expect. Tiona fulfilled. Or. Mcnaught and or Ken Drick in behalf of themselves and their masters and Villard had other designs than the Mere accommodation of it few hand Fuls of Canadian settlers. They Law an Opportunity for realizing several Hundred thousand dollars out of the construction of two or three Hundred Miles of railway which or. Greenway and or. Martin were determined to have built and they resolved on taking advantage of it. They took Over the bed rivet Valley line on aatia1 factory terms and completed it built the Portage and Morvia Brandon branches and then topped. There was not enough in the Souris Extension to make in Worth their while to bother with it and notwithstanding it waa a pact of their agreement they refused to go a step further than Brandon. Shortly after wards they practically transferred their properties and franchises in Manitoba to the parents company in the United states Aud quietly walked out leaving the Manitoba government to whistle for the Souris Branch. When or. Martin pro fearing Surprise at this move asked or. Mcnaught what it meant and threatened the penalties of forfeiture if he did Nob carry out his contract that Leman replied that his company was operating under a Dominion charter and did not care two. Pence for Manitoba or it j government. Here was a Nice mess to be cure the company made a pot of Money on the part constructed and then decamped. This c a plated portion we of no advantage to the province beyond the local accommodation it afforded As rate weie_a3 High a before it was built and the Branch that was really needed waa left untouched. The government found itself in an awkward Hole. Its whole railway policy was a to the province and disastrous to itself. Something had to be done to mend the situation. Two or three months ago or. Martin and or. Mcmillan were commissioned to visit it was Given out. What they did at Ottawa never has transpired Aud never will because there is nothing to be told. Bub or. Martin made a Detour to Montreal the direct result of which was a visit from or. The other Day followed in due Rimo by the announcement of an agreement Between the government and the c. P. R. For the building of the missing Branch. Finding itself badly discredited through the action of its Northern Pacific friends the government applied to the c. F. K. Company to help it out just a it applied to or. Hugh Sutherland to help it oat of the mess in which it had entangled itself Over the Hudson Bay railway. The 0 p. R. Was building in that direction and would have reached the Coal Fields in time bub the term of the legislature was drawing towards a close and it Una necessary that something should be accomplished before the nest general election. The government offered the c. P. R. A Bonus of to hurry up and the company has agreed to traverse the Souris District and reach the Coal Fields this year in consideration of that amount. When or. Greenway and or. Martin came in As ministers they declared War against the 0. F. B. It was a soulless monopoly with its foot on the neck and its hand in the pockets of the people of Manitoba. Its Power had to be Troken. That celebrated bargain with the nor them a. Civic was made and we were All assured that soon the monster monopolist would be driven out of the land. Time went on and eve eng followed thick and fast. Or. Martin was but nine Mouths a minister when he headed a mob ably supported by lieu4. Al Down and Corporal nut Gene and marched on for6 Whyte resolved on driving the whole body of . Employees into the Assiniboine. We All remember How near we were to a bloody riot on that occasion. For months As Well As before nothing was too hard or offensive to say of the c. P. R. And against that company was held up the benign and Beneficent Northern that was coming into Manitoba to soothe All our sorrows and right every wrong. We it Money right and left let it make Ita own terms so complacent indeed were we thai the government m meat to the pitying or. Mcnaught. It needs not that the Story of the company s generosity and goodness be retold it is familiar enough to All of us. Aud now what happens after paying the Northern Pacific nearly seven Hundred thous and dollars in Cash to which is added a Termi Nal property in Winnipeg which the Hudson Bay cd Penny originally intended a a gift to the province Worth at least half revaluing out of the province nearly a million and a Quarter All company throws up its con tract and the government finds itself obliged to fall Back on the much reviled . For All the Good it has done in a provincial that country should be so everlastingly provoking the Many and mighty British. If we knew the truth it would probably that the British South african company is determined to fasten a quarrel on the portugese and therefore it a we hear so much of their aggression and High handed the British want to drive Portugal out of South Africa and some pretext for a quarrel must to found. But decency requires that a stronger and More plausible one shall be put than the latest which con Ais fied of the Nob unnatural objection to the trespass of a British vessel in portugese Waters. The number of came to hand two the Toronto mail which or three Daye sense this Money might Juab As Well live Jabat or Bokelund or. Costigan were to been thrown into the red River. It waa from Cabinet. In also had n Succena procure Competition and there is no com t has failed in these notwithstanding the vast sums spent but it will give cheaper Coal to those who can get it 1 that is the Burden of the song with which ministers now Hope to Charm the electors. Where Elee in the world could a ment which has blundered like this one be tolerated for a Day except in Manitoba members of it no doubt for a consideration agreed to a dishonest bargain in the first place and in Baa ended in an enormous fraud on the province. Versus 8 Alt a ribs. In nearly All if not All of the provinces of Canada sheriffs registrars of deeds under the old Okerlu of the peace county attorneys and other provincial officers Are paid by fees. The remuneration in a number of cases runs up into Large Euma there being Sheriffa Tod registrars in Ontario who receive As much us and per annul a certainly a Liberal income. Others again Are Down in the hundreds. For some time past in the Premier province a discussion has been going on a to the expediency of abolish lug the fee system and paying salaries instead. The salaries would be a charge on the Revenue of the pro Vince which in turn would be augmented by the fees now going to the officials. Several newspapers took the master up and by contrasting the extremes of receipts and representing the larger Onea a More than the offi oers were Worth succeeded in gaining a degree of Public attention. The result has been that the question was recently introduced into the legislature by a member of the opposition in the form of a Resolution proposing the change named. Or. Nowata out for the fees and go ing elaborately into the whole question had no difficulty in confounding the opponents of the present system. It is pretty Safe to pre dict that in Ontario at least they have heard the last of the dispute for Many years to come. He said that his government had gone into the matter very carefully and had come to the con Lubison that the fee system id not Only not inferior to the salary system but that it in in the Public interest and on Ita merits the bet Ter system of the two. When or. Molob expresses himself As decidedly a this we May be sure that he feels he has a Good cause and that As a matter of fact he has a Good cose. Under the fee system an officer is paid according to the work he does and the Respondi Lity attached to it. That there is a Dinar boy in the receipts is holds a virtue of the system if these disparities did not exist the Man with Little work and responsibility would be paid the same a the Man with a Large office and a great Deal of business involving Large responsibilities. There a no other Way he says by which the remuneration can be proportioned to the business done and the responsibility borne except by the fee system. To make Sal Aries he declared equal irrespective of the business done would be a wholly objectionable and indefensible system and for that reason we Are against this was the ground taken and it is needless to say that it was Well fortified with facts and arguments. In the Case of exceptionally Large incomes the remedy was to tax the Surplusage Over certain determined amounts As was now done with registrars. In Wea proposed to apply this sheriffs and other officers As the necessity arose. But As to the system itself it was not proposed to disturb in. It is As old As the offices and it has been continued be cause it gives remuneration according to the amount of business done. Or. Mowat did not speak without experience of both systems. The Law authorizes the government to commute the fees of Surro Gate judges. The Experiment was tried first on the basis of a year s receipts then on an average for four or five years but in both instances it was a failure. The receipts immediately fell off because of the difference in the Public mind Between paying fees to a Man who earns them and paying to a government whom it is no sin to cheat. The secret of the agitation against the fee system doubtless lies in the envy of email minds who cannot with patience contemplate in others the enjoyment of salaries larger than their own. Nor satisfied with the result at the polls both Dominion parties Are carrying the fight into tha election courts. Every Day brings word of one or More protests. The liberals in Quebec and the maritime provinces Are especially aggressive. In Manitoba it would seem there Are to be two one on each Side with the expectation no doubt of a saw off. Of the editors of the Montreal witness Drew my attention to Day to your editorial criticism of my letter to the Oban times. There a Une thine i wish to say which i omitted to say a my letter to the Oban times vis., that my description of the dark Side of Canada does not apply to Mani Toba. I can Trust a province like Manitoba where my countrymen Are to numerous to keep roman influence in its own Plaze. In my next letter to the Oban times i will explain this matter in a manner which i Trust will be satisfactory to the free press. I have no objection to criticism. I claim it As b right for myself to express my views freely. As far a the provinces of Ontario and Quebec Are concerned i hold that my description of the dark Side of Canada is True. I also hold that the two political parties m Canada at present Are far from satisfactory. Personally i am a free trader from principle but supported the conservative party at the last general election because the so called Liberal party advocated a policy which 1 considered far More opposed to the principal a of free Trade than the policy of the conservatives bad Saitia. Lam perfectly satisfied if the Liberal party had been a Little More Independent of Rome and advocated a straight free Trade policy with proper leaders that could claim the Confidence of the country they would have swept the country. It would be a try serious the Muir for the country if the Rotten policy so called National policy would always prevail. If any one will take the trouble to examine carefully the Public accounts of the Federal government As Well As the Public accounts of the province of Ontario i think they will be satisfied that it is a Dis Grace to the country that so Inch Money which should be spent for the welfare of the country should be squandered on the party press a is done by the government now in Power in Ottawa. As x happen to know Canada pretty Well i intend by and by to write out a report on the Money Given by the Ontario government to the Church of Rome under the name of charities. The Public at Large Are quite in the dark on this matter. I issued a Challenge in the Toronto mail not very Long ago in which i offered to prove that 80 per cent of the Money riven under the cloak of Charity to denominational institutions was Given to the Church of Rome.
