The Bill As drafted contemplated the appointment of partisan clerk who would make up a list of those Friendly to the government and from which there we virtually no Appeal. Seated in his office for a week or two and aided by Aimy of Paity agents it would be a very simple matter to stuff the list with the names of those who whether actually Unali Gedar not were known to be sound in the Faith and to save expense beyond the remuneration due the clerk it waa provided in the Bill that any attempt at a revision could be effectually blocked. This would have been simple and inexpensive enough no doubt but it would not have insured an honest list and an honest list in the opinion of the people at Large ought to have been the first by All Odds the most important confide nation. Fortunately the government s election Bill and the circumstances connected with it Are too Plain and simple to be misunderstood by any one. A Good system of registration had been provided in an act passed in the session of 1890, but As it gave no advantage to Tho government it was thought beat to abolish it and substitute another. It was never tried and therefore there was not the excuse that it was impracticable. It waa passed one session and repealed the next without once having subjected it to Tho test of experience the system of com piling voters lists that now prevails May Nob be a bad one the govern ment and its friends at any rate will say that it is not. Just for the moment let be agree that it May not be. Now will the liberals of Manitoba who Are supporting the Greenway government take themselves Back to the 1835 session of the Dominion Parlia ment a franchise Bill was then introduced intended to put into the hands of government partisans the compilation and revision of voters lists. Liberals opposed that measure As unfair and unjust and As a dangerous interference with the Freedom and purity of the elective franchise. The measure waa passed notwithstanding the protests of the opposition. Not for a Day that was six Yean ceased to condemn lit. They have condemned it on principle and in practice. They have claimed and still claim that it gives an unfair advantage to that of government and that in principle it threatens to subvert the very liberties of the people. For six years the liberals of Manitoba have been remounting it and few platforms during the recent Campaign but rang with honest indignation at a measure that has been described ten thousand times As cowardly and unjust. Precisely the same principle that underlies the Dominion franchise act is made the foun Dation of the Nyp tem of compiling lists in this province Only in the details of the two Acta the latter is much worse than the other. If therefore the liberals have been right in condemning the Dominion act they by condemn even More strongly the worse Manitoba one. What do or. Green Way s Liberal friends say Are they con tent to say that that Isopod in Manitoba which a bad in the Dominion Are they willing to accept the cowardly and unjust advantage of or. Greenway a act while denouncing a outrageous the less objectionable act of their opponents at Ottawa is that what Liberal has come to in this province under the fostering care of the present government the Dominion Law gives to govern Cen the compiling of lists of electors who to pronounce on the Aota of that govern t.
