Franchise and election acts. The Bill introduced by or. Cameron of West Huron to repeal the election franchise act required Little explanation. When introduced for the first Reading that gentleman said Thia is not a Bill to Amend that act cannot be amended. I propose to Deal More summarily and effectually with if. I pro pos i to abolish it lock Stock and the act must be very bad if it is beyond amendment. It has been held to be bad from the time it was introduced in 1885. The preparation of voters lists is matter of Preat importance. It is a work requiring the utmost improbability and tue Moat perfect fairness. The two parties in the country should have an even Chance in appealing to the electors. Every Man in Dominion entitled to a vote should have Bis name on the list. Every possible facility should be Given to have Emoiy name put on. And with a clean honest hat let the electors decide Between the parties. This is the principle for which the liberals have been strenuously contend ing i the past Sis years. Tin Dominion franchise act is Nob an measure As Between party and party and it was not intended. To be honest when it was introduced and carried. It was intended to give in unfair advantage to the party in Power and to that extent to operate to the prejudice of the party not in Power. The compiling of the lists waa taken out of the hande o f municipal offices to whom the work had been entrusted sine confederation and Given to partisans appointed by the government.
