At least two of the ses ions of the local Assembly have been characterized by and conditions which were Little less than a Eoa Ndal. Id their pol Ife ical development the territories have got beyond the swaddling period although not yet reaching that Point at which they May be left to look after themselves. They Are mid Way Between absolute dependence and the confident self Possession of maturity they Are too big for the one and not Strong enough for the other. Between the Assembly and ii responsible executive there was naturally an unceasing ultimately end ing in what was virtually a legislative dead look. The executive rested on rights As confirmed by the Constitution in its present Ahapa the Assembly resented under which it could be systematically ignored and declared for those traditional rights which Are supposed to belong to All British Legisla Tive bodies especially in the control of Tho the Public revenues. It could not control the supplies but it could refuse to them Anch a course might prove futile enough to be sure As an irresponsible executive is not bound by any Nice or delicate scruples but it would at least be an assertion of that it ought to Hove. The people do Nob want because they Are not prepared for full responsible but they want a larger measure of it than they at present possess. Or.
