But to my mind the Saddest and most frightful result of Public extravagance a seen in the readiness in the masses of our people who Are not disposed anti Only heedless to accustom themselves to thab dereliction in a Public place which it involves. Evide coie thus furnished that our countrymen Are in danger of losing the scrupulous insistence upon the faithful discharge of duty on the part of their Public servants the regard for Economy and frugality which belongs to sturdy american ism the Independence which Rhea upon per Sonal Endeavor and the love of an honest and Well regulated government All of which lie at the foundation of our free institutions. Lot us then As we push on in on Campaign of education especially impress on our country men the Leason which teaches that Public extravagance is a deadly dangerous thing that frugality and Economy Are honorable that the virtue and watchfulness of the people Are the surest safeguards against abuses in their government and that those who profess to serve their fellow citizens in Public places must be faithful to their Trust. The building of the company s China and Japan steamships was delayed by numerous strikes in the ship Yards but at the Date of this report Ane of the ships Baa completed its first trip from Hong Eong to Vancouver. The second a on its Way from England to Hong Kong and the third will soon be ready far service. The results of the first trip of the Empress of India have been most gratify ing in every respect. In october last final battlement was reached with the government concerning the company s lands. All questions relating to the original Grant and no the Grants subsequently made to the various Branch Linen have been fully and satisfactorily disposed of and the company now in a position to select in favourable localities the remainder of its lands. Immigration and and Mien were seriously affected during the present year by the crop failure of 1889 in the Northwest but the Prea ent year has opened with a decided improve ment in both. A Section of 27 Miles of a lateral Branch of the Souris line waa completed from Glenboro Westward 21 3 Miles and graded 5 7 Milea beyond. Within a few weeks the first one Hundred Miles of the Souris Branch system will be completed and it is the intention of your directors As authorized at the last annual meeting to push tha main line of the Souris Branch Forward to the Coal Fields in Southeastern Asami Boia an additional distance of about seventy Miles it is also their intention to make a connection Between the present terminus of the South Western Branch at Deloraine and the Souris Branch at Melita Twenty three Miles thu connection being necessary for convenience in working the railway and for the distribution of Coal from the Souris Fields throughout Southern Manitoba. The Extension of the Souris Branch a urgently required for the Relief of the Many settlers in southwestern Manitoba and Southeastern Assiniboia who Are out of reach of markets for their produce. It in also required for the Protection of the company s interest in thab Quarter and for the development of an important Section of its land Grant. A Grant of acres per mile of railway has been secured from the Dominion government in Aid of these Exten Sions and the province of Manitoba Haa granted further Aid in Money.
