The other Day the wires informed us that Canadian sealers were refusing to obey the proclamation of a close season they would Only retire by compulsion As it were and in this connection a dispatch stated that one or two sealing vessels were being ordered off by one of the United states cruisers. This is not As creditable As usual to the Canadian respect Foi Law. The two countries principally concerned have agreed on july crop Buix bin. Bulletin number 29 of the department o agriculture being the third for this season ii of no special value under the excepting As it gives information not contained in the one preceding it. Happily Thi bulletin of june 1st was of a character to assure us of the uniform excellence of the son s crops in the event of conditions which must necessarily Manifest themselves and the chief interest of the present report has been in consequence anticipated. Our principal con Cern in As to the state of tha wheat crop and a month ago we All knew that so far a growth waa concerned its Success was beyond any further doubt. There is value however in this latest report in addition to the satisfaction that will be Felt in having the popular expectation confirmed if Only in the knowledge that the crop is generally several Days farther advanced that at the same Date last year. This Means that there is so much less risk to run before ripening. The Promise of a month ago has been Ful filled in the most generous measure. With reasonable Rains for a few weeks it was known on the 1st of june that Manitoba would have one of the Best crops on record. U p until that time the conditions were everything that could be desired Only in places the want of rain was beginning to be Felt and it was realized that the crops everywhere would be the better of a plentiful Supply of moisture. The next few weeks brought All the rain that was required and it was then known that the crops As to growth were entirely Safe. The bulletin just issued tells us this in official form but it tells More inasmuch As we Are informed that the growth has been so rapid that the advantage gained in an pm optionally Early seeding has been largely maintained. With equally favourable weather for the remainder of the season it is expected that harvesting will be general throughout the province in the second week in Augusti no estimate has yet been made of the close for that Are considered sufficient and sealers of both nations Are warned to observe the prohibition. Commanders of fishing vessels should require nothing More than a knowledge of this proclamation to compel. Respect for a lawful regulation any loss sustained by interference with their occupation As sealers would be a matter of future adjustment. As a consequence of the Assurance of the senior commissioner the Victoria vessel owners have probably sent word to their Crews in Behring to obey the proclamation and retire from the prohibited ground. Complaint was made when the Behring Bill was before the Imperial parliament in reference to the question of compensation that it was the purse of great Britain that would have to Baar the Burden. It was con. Tended that Canada was As much interested in the whole matter As great Britain measured by the benefits received from the fisheries it not have been going too far if it had been said that Canada was far More interested. But when to adjust difficulties with a foreign country it is considered Necef Ary to impose certain restrictions on the fishing in those Waters it is great Britain that has to compensate Canadian sealers for any losses sustained. Canada was necessarily to the agreement it was consulted at every badge and its interests considered and its in fluence in the matter was to great that it was Able to exact this very condition of compensation in addition to the further one that tha terms of the arbitration should be accepted by the United states. We thus Lay claim to a somewhat potential voice in the settlement of this question yet we escape All responsibility for compensation although it a our own peo ple who ate principally concerned. This a one of those Peculiar incongruities which from time to time insist on Grovia Gomboz our dependent relations As a Colony. Whether we shall be asked to assist in compensating our own fishermen remains to be seen. We suppose it is open to the Ottawa government to do this but nothing in the debate indicated that it was in any respect committed to doing so. This feature of Tho subject was strongly objected to by More than Hon. Member. If there was to be compensation at gentleman maintained it ought to be paid by Canada. To emphasize the hardship of the Case is affecting Tho British taxpayer or. Joseph Chamberlain professed to know of his own knowledge that Many of the vessels Hying the British Fig in Behring Are really american vessels furnished with american Money but manned principally by canadians. These would no doubt be represented As Canadian vessels entitled to compensation from great Britain. The United states the third party to the negotiations will have no compensation to pay As the interests of its people Are other Wise sufficiently protected the whole Burden therefore Falls on great Britain. Said i Chamberlain the Canadian government have not it appears absolutely agreed to join us 10. Compensation though i think that they ought to pay a Large proportion of whatever is discussing another feature of the Bill or. W. H Bmith. The Leader of the House said i he Dominion had a right to legislate so far As her own people were concerned but she had no right to legislate for the British nag. That s it. That will be the feature the next report and it is permitted to anticipate that the same As the june report anticipated this latest one. From the remarks of correspondents which form so interesting a feature of the july bulletin we gather that the crop All Over the province will be Little if any Short of that of 1887, when Manitoba astonished the world with an aver age yield of 32 bushels to the acre and when less than Farmers exported Over 000 bushels of wheat. We May not have quit so Large an average this year although the correspondents Are almost without exception exceedingly hopeful of big results but there will be a larger production per head and much larger absolutely for although the number of Farmers has increased about 40 per cent Tho acreage has been increased by Over sixty. No one need to surprised if the son go on As favourably As it has done up to the present if Manitoba this year will produce anywhere from 25 to 28 millions of bushels. A can safely Challenge the world for such i output by less than Farmers. The reports respecting All other crops both Cereal and Root Are almost equally favourable. The splendid growing weather of june brought the oat cup up to its usual Standard in this province and even Barley which had suffered during an inclement May has almost quite redeemed itself. The Hay crop although varying according to locality promises to be abundant enough for every requirement. Live Stock is in prime condition and it is encouraging to know that it is steadily becoming a More important Factor in the general wealth of the province. As an evidence of the sub Stantial Prosperity which can fairly be claimed a characteristic of the whole province it May be noted that the average Price of improved land has increased from s9.43 in 1890 to in 1891, and of unimproved land from 55.43 to average on both of Over 20 per cent.
