Daily edition. In Trade. Ibert a in Olvil monday july 20. 1891. That a Road Cap be built almost anywhere. It is quite sufficient to know that the . Is to Troub the Narrows Between lakes Manitoba and Winnipegosis tra verse the Lake Dauphin country and touch the Saskatchewan at some Point suitable for a crossing. In deciding on this to know Here that a Moat Valu Able Section of country much of it already occupied is to be supplied with railway accommodation the Mere detail of location a a matter that can be arranged during and just in Advance of construction. Herein we a decided advantage Over the East where trial s Iveys have to be made one after an other before a possible route can be discovered Between two Points. Sir Richard before voting this Aid was extremely anxious to see Hia Way clearly As one of Tho guardians of the Public purse it was his duty to protect it against speculators. So in is but wherein is the great difference Between this Road and the others farther West to which Aid ban been voted because it Points to Hudson Bay can not be a fatal objection to its merits is a colonization Road As far As the Saskatchewan. That is All this vote is asked to recognize and if parliament is not in the mind to help beyond that it cannot be compelled. The opposition has been factious and spiteful. It wan conceived in a spirit of unfriendliness to the Northwest. Unhappily it is too Mohin Accord with the policy of these same men when they had the management of Northwest affairs in their own hands. We deeply regret their feeling of enmity their narrowness their inability to grasp the immense possibilities of this country. These mania stations Are an Assurance in Advance of the treatment we May expect at their hands when they once again obtain control of Public affairs that Prospect has Little in it to Render it a pleasing one to the people Here. Down of the Northwest. The prof tens through parliament of the Hudson Bay railway Bill was marked by an unexpected hitch last Friday when it came on for its second Reading in the Senate. There was general Surprise at the sudden collapse of the opposition in the commons a Day or two previously but the explanation of it May be found in the suggestion that it was thought More prudent to Transfer obstruction to the other chamber. Many of the far Eastern senators Are known to be opposed to this Enterprise for the reason As they allege that it would divert the Trade of the Northwest from the St. Lawrence route and the lib eral leaders in the commons who were doing their utmost to destroy the project calculated with some shrewdness that if they could make it appear the scheme had most its defeat in the tory Senate they would be Able still to pole As Tho friends of the Northwest. Accordingly the Leader of the Liberal contingent in the upper House or. Scott gave the for opposing it in a Long and bitter speech with the result that the sitting was talked out without the second Reading being reached and the Senate adjourned for twelve Days. But this scheme will not work. We do no believe the Senate can be induced to adopt or. Scott s motion for the six months hoist nor can the tone of the debate in the commons be understood otherwise than As meaning that the Liberal leaders in that House am desirous of punishing the Northwest for exercising its undoubted privilege to return whom it pleased As its representatives in the commons. From the Fuller report of the debate to hand it is quite evident that the opposition to the Hud son Bay railway is largely the result of spleen. Those who take the Lead in it were never distinguished for Broad views or a lib eral spirit when dealing with North West matters and this narrowness is just aggravated by a feeling of anger against the people for estimating their Friendship at its True Worth. One of the fairest and most enlightened of them or. Mills repeats the stupid fabrication that the Northwest has already Cost the Dominion and he likens the country and people in it to Hallam a his history of the Middle Castle was situated at four Cross roads and who supported himself and his numerous retinue by robbing the travellers who passed. This is not a flattering estimate of the people Here nor one Toaloa. Lated to win their respect and Confidence. Or. Mcmullen one of the Wellington Mem Bers an honest Well meaning person but with a mind not yet beyond grasping the affairs of a township is thus reported in the Toronto Globe he opposed the Bill because he believed it had been shown to be a wild cab scheme be cause is thought it was diverting from the older provinces the Trade of the Northwest for which they had been paying such immense sums of Money and further because he believed the country having paid to the Northwest had expended in its development As much As it could the gentleman.D.D.not Stop to consider the difficulty raised by himself which he would have in reconciling the idea that the scheme is a wild cat one with his fear that it would be successful enough to divert the entire Trade of the Nort Weair from its present channels. This latter by the Way is a favorite objection with those opposed to a Northern outlet for this country but it does not seen to occur to them that it is the strongest possible argument in its favor. If the Trade of the North web is to be diverted northward no better proof could be required than the necessities of the country demand it. We on the spot know that they do and believing that the Prosperity of the Northwest is of vital importance to the Dominion we have of course the less hesitation in asking that parliament will vote this a year for Twenty years especially As the agreement is that the coun try shall be recouped every Dollar of the Advance. But the Palm for bitter opposition almost intense hatred for everything pertaining to the Northwest belongs to sir Richard cart Wright. He was careful to protest that he.D.D.not oppose this measure because it was a Manitoba affair but because it was a ques Tion which involved grave and serious consid exactly what these Are were Noj made Clear. Sir Richard s chief objection seemed to rest on the fact that Hac not been located. The Regina and Long Lake had not been located when a similar arrangement had been made for its Benefit nor was the Calgary and Edmonton. The a . Line to the Souris Coal Fields was not locate a few months ago when the Manitoba gov eminent carried its Bonus of in air of it. In this country it a not necessary to locate a Road until the work of construe Tion in actually begun. All that is require a is to obtain a general knowledge of the Char Acter of the country it is proposed to tra verse. The Topography is of such a nature this prove Nowai. Euro icon act. Evidently the supporters of the govern ment who helped to carry through its elec Tion Bill of last session do not feel Comfort Able under the responsibility they Loo rashly assumed on that occasion. Speaking at do minion City a few Days ago or. Roblin was proceeding to Lay Bare the iniquities of this measure when he was interrupted by the member for constituency with an angry denial of the statements made. The gentle Man in question or. Thomson probably realizes at last that he has committed political suicide by adhering to the Greenway govern ment and is Short of temper in consequence he will not help himself any by getting into a passion. The records Are open to the world and it is known of All who have understand ing to comprehend that for three years he has been supporting a dishonest and corrupt administration and that last session he gave his vote for a government measure that Violab de the first principles of that liberalism he and his party have done so much to de Grade. We All know what the act is As passed and what the Bill was As introduced. The liberals at Ottawa have been fighting for years for a free honest franchise the men who Call themselves liberals in Manitoba to the great scandal of the name deliberately planned to give into the hands of an unscrupulous government the absolute unchecked control of the voters lists in order that by fraudulent Means government candidate could be returned at the next general election this or. Thomson who smarted under or Roblin s exposure of the design was one o the aiders and bettors of that most unworthy purpose. It is Well that the electors at Large should keep clearly before their minds this attempt against their liberties As free and independen voters. They Are Given Over to the mercies o partisan clerks who have it in their Power to disfranchised them by simply leaving thei name off the lists. The remedy against this the Only one is the Mosi watchful vigilance in Many cases maintained at great inconvenience and expense. But it was originally intended to make even this futile As it was proposed to enable these clerks appointed because of their Complete subservience to the government to conceal from the Public what names were or were not on the lists to frustrate an attempt at an honest indeed a revision of any kind. That As a matter of fact was the purpose aimed at it was sought to prevent a revision in order that the lists As manipulate a the clerks should be certified As the lawful ones. Or. Thomson helped to sit through a session of about Twenty hours in the Hope o. Breaking Down the opposition through die i exhaustion and of carrying the Bill As introduced. Bub the indignation was too great for the government and its supporters and they were frightened into a surrender on this Point. They kept the original making of the lists in the hands of their tools however and opponents of the government Are Obligee to go to great trouble to insure that they Shal be enrolled As voters. This is the complain made against the Dominion Franchis act by the liberals at Ottawa by of or. Thomson a Peculiar make think it is All right in Manitoba politics As if this were not advantage enough Thi government lakes Power in the act to appoint pliable and very obedient Deputy returning officers with instructions to refuse a ballot t any elector whom they May choose to suspect of a corrupt practice. A fundamental Princi pie of the Liberal party is to give to the coun try a Broad franchise and a perfectly untrammelled and to secure an honest Regie tettion of voters. The election act of the Manitoba government violates this principal in All its essential features and it was by thaid of such liberals As or. Thomson tha it was carried. Take it in said my companion excitedly and bending to the work i brought the Lino in fighting for every Inch that came when the mexican shout Efi a warn ing. Whizz and the coils leaped again into the air. Nothing could withstand the header directly for the Bottom and away. The Anchor had been hauled up by the mexican at the first strike and with line in hand we were off the boat churn ing through the water Huang the Spray Over us and bearing Waves of gleaming foam ahead. Take cries Joe who stands by the Coil and again slowly fighting against the Dull blows the line comes in. Ten feet gained and whizz eee As Many More Are lost. In it comes once More hand Over hand the Holder of the line bending this Way and that trying to preserve a balance and that tension which would prevent a sudden break. Now the fish darts to one Side tearing the water into foam leaving a Sheet of. Silvery bubbles and swinging the boat around As on a Pivot. Now it is at the fleeting vis Ion followed by a Rush that carries the very gunwale under water. This followed by a sudden slacking of the line sends de Spair to the heart. He is gone. The line floats. No whizz and away again Down. All the tricks of the sturdy Black Bass this giant of the tribe indulges in except the midair leaps which Gladden the heart of the Angler. Quick turns downward rushes powerful blows mighty runs this game creature makes fighting Inch by Inch leaving an impression upon the mind of the Fisherman that is not soon forgotten. With a Large rope and by taking turns the fish could have been mastered but such methods were not considered sportsman like Here. It must be taken free handed a fight at s length and being such the moments Fly by it is half an hour and we have not yet seen the outline of our game. Gradually the rushes grow less the blows Are lighter and what is taken is All gain. F. Holder in Scribner s. Treatment of to ringworm. The Best treatment for inveterate ring worm is to Cut the hair Short and Deal with a Small Patch at a time by Means of Croton Oil but As undiluted Croton Oil is very Strong no in practice hand should venture on its application. Next to this comes perhaps three daily anointing with compound Citrine ointment. It some times happens that eczema Supervene on ringworm Sand thus masks the original disease. The eczema must be treated first and the ringworm dealt with afterwards. The ringworm is not really cured but Only disguised by the supervening eczema. It happens also that ringworm is Fol Lowed by that disorder called eczema impetigo nodes which some consider to be a combination of eczema and impetigo. It has very thick crusts which must be removed and kept removed. I know a Case which lasted for years and under went innumerable treatments and at length whether through treatment or spontaneously no one was quite sure it disappeared. The hair must be Cut Short the head Well oiled and then poultice till the softened crusts can be shared off. Wash the head with strained Spruel and when All tha crusts Are removed apply Benzoate Zinc ointment or some of the remedies which have been most recommended. After washing with Gruel always dry the head Wear a flannel Cap and persevere in what Ever plan of treatment a adopted. The process of cure is sometimes tedious but is accelerated by a general soundness of health to which tonics Are in Many cases journal of health.
