On wednesday morning services will be held at the Chapel the institution at eight clock after which the coffin will be borne to a special train to leave the Mountain which will also carry friends deceased to the City. One the charges made against him was that he had never done anything for the he had not built a jail. He had not built a jail because Dennis did not need one and he hoped never would and he would not adv sate building one till there was a necessity for it. It waa a mistake for people to suppose that it was the duty a representative to get things for his county. His idea representation waa that a member the House should always have in View the interests the whole country placing himself beyond narrow arid selfish motives at the same time guarding carefully the interests his constituents. Or. Greenway had done nothing for his constituents nor had . Sifton for his yet no one would doubt their ability to represent their respective districts. It bad also been said that he had opposed certain matters moment to the constituency one which the building a line railway info the Firestone District. In reference to Bhat he could say that when the government was negotiating with the railway company for the construction a rail Way that would be the Means supplying the country with cheap fuel he had insisted making that question a railway to the Firestone not Only a question in the negotiations but a part the bargain. The railway company said it would be impossible for them to build such an Extension this year and if that was persisted in they would withdraw negotiations altogether. It was Only then and at the solicitation Bis he had consented to allow tint feature the negotiations to drop. He however hoped to see that line built in the near future. La conclusion . Mclean said that the govern ment had honoured him by placing him at the head the educational department and As the duties connected therewith were onerous he would not be Able to spend much his time with his constituents. He also dwelt briefly the subject government Grants to municipalities for the purpose showing How much More the present government gave than the preceding government. Eon. My. Go Kenway was the next speaker. After referring to his Long connection with the Manitoba Legisla Ture As a member the opposition and As a member the government a period about thirteen years which he contended not Only enabled him to Deal fully with but gave him ithe right to reply to the criticisms the opponents the present administration he proceeded to make comparisons the expenditures the present government with those the preceding government. He said that his government had effected such savings in the administration the Ordinary Public badness that they were enabled to make Large Grants to municipalities some which have received As much As while their predecessors had not Given a cent. It had been stated that Hon. Or. Smart had too much Power is municipal commissioner and he had been called the Manitoba Ozar. Municipal com missioner the preceding government had absolute control his office and was responsible Only to the government while . Smart was a member the government and responsible to the legislature and therefore liable to criticism for his act. In the first in stance the office was run at an expense while now it Only Cost the Premier then spoke the great amount that had been saved in the printing advertising Etc amounting to in two years. This saving bad been effected because t he work had been Given to the lowest tenderer irrespective politics. The immigration policy the present government had been condemned. No one could condemn the immigration policy their predecessors because they had no immigration policy. The govern ment were constantly trying to devise Means to solve this problem immigration and never lost an Opportunity to attract settlers to the province and had spent a considerable amount Money in advertising literature for that purpose. Opponents endeavoured to s Core a Point against the present government by pointing out that they were not spending As much drainage As preceding governments. This was True but the present government would not like to throw away so much Money useless drains As their predecessors had done. Those drains Tosk away Money but not the water. Those drains were election drains. The present government believed drains should be paid for by the property benefited. That was the Law in Ontario and should be Here. Why should the people Dennis pay for draining land at Lake Mani Toba 1 Greenway confirmed to. Greenway said that it had been advertised to the world that the Money spent in connection with that Enterprise had been thrown away but he challenged any person to show where the same mileage Road had been built for the same Cost. He regretted that the Northern Pacific company diet not see fit to build the other sixty Miles contracted for but they found it impossible to do so owing to the financial Stringency. However it did not lie in the Mouths their opponents to now 3ay that the government should throw away More Money to get More Road. He did not believe that the Money had been thrown away and he did not believe that the people living along the railway thought it was thrown away. It was a Good thing that when the government made tap contract that they had the Money to pay for it. The Hudson Bay railway was another subject that the opponents the government liked to Harp . When the present government went into office they found that the promoters were willing to take less than what bad been promised them in tha h. B. Railway act and they also came to the conclusion that this Road was to Benefit a Large portion the Dominion be sides Manitoba and therefore should be assisted by the Dominion government. In View this it would have been Foolhardy for the government to pay four million dollars for a thing they could get for a million and a half. The government put the province in the Best possible position with that Enterprise they had dealt with it in a sensible Way. The provincial franchise act had also been attacked but it was very Peculiar that the opposition denounced that act while they supported the Dominion act which was infinitely worse. Under the Dominion act it was possible to hold an election lists several years old while under the provincial act the lists had to be prepared within a year the election so that every Man could take advantage his franchise. The government had been accused doodling by their enemies. Speaking for himself he could say honestly and fearlessly that during his thirteen years service to the province he had never taken a cent1, directly indirectly As the Price his actions any matter whatever. While these patriotic individuals went out their Way to denounce the provincial government for imaginary wrongs they shut their eyes to revealed wrongs at Ottawa. One year from to Day the government would be their trial As it were. There would then be a Gen. Eral election and the people would have a Chance saying which they preferred the present system economical and honest and yet generous administration the old system extravagance and a depleted Treasury. My. Of Wade. Followed . Greenway. In a Short but con Cise speech he reviewed the acts the present government since they same into Power. He said they had Ridden the country corruption done away with monopoly had wiped out extravagances in the departments had abolished the useless system dual languages and had introduced a National school in which the children would be taught not Only to be Friendly but that they had one common citizenship and one common destiny. All these acts were highly beneficial to the coun try and deserved the approval and support All . Wade contended that the govern ment would have been Recreant to their Trust had they done otherwise than they did in re Gard to the Hudson Bay project. He did not believe that reasonable people would blame the government for cot carrying out the original act which had been placed the statute books in the heat a political Content. The government had been economical in All matters administration and yet had been extremely generous to the people in making Grants which relieved the Burden taxation. Abt feral Simon was the last speaker the Day. He said that he had Given his support to the present government because they administered the affairs the country in the interests the people and he had not yet been any reason for Chang ing his opinions. He had never seen any government so soundly and roundly abused As this government had been but when the free press had been Given Opportunity to prove the charges made it shielded it self behind the newspaper privilege and did not meet the Issue squarely. He thought the financial department the government was the most important and went to show the differences in expenditures the present and past governments in order to prove the Success attained by the latter in administering the affairs the country. Or. Sifton next went into the a mile clause. He said that was a very inno cent it seemed unusual and remarkable. He1 said that Ino railway Ever made itself responsible to a government for the Money it spent for things for which this sum was provided and the government could not make the n. Responsible to them for it but they did go As far As they could and made them account for every cent that which was provided for the actual construction the Road. Or. Sifton then compared the Cost construction per mile a Large number railways to show that the Road built under the n. Contract was exceedingly cheap and that the people Manitoba had secure a Good bargain. After .
