These were Powers hitherto unknown in a free country and naturally there was violent opposition so violent indeed that the government hurriedly abandoned its measure. Or. Green Way appears to have excused this at tempted outrage by saying that the com missioner under the preceding government was not responsible to the House. This was probably satisfactory enough to the Greenway liberals who were present but it will hardly do for men of matured understanding ind in dependent minds. No mention seems to have been made of the fellow of this Bill in con. Section with which or. Smart again figured. That was the Bill by which it was proposed to curtail the provincial auditor in his right to supervise the Public expenditure. Under the system of code log which prevails with respect to the Public accounts it was thought necessary to place ministers in a position to defy the auditor and the Bill was introduced for that pose. But it too had to be dropped owing to the watchfulness of the opposition. The resourceful Premier does not appear to have been ready with the falsehood necessary to explain this away and although he had excellent backing the incident was allowed to sleep. A ministerial speech would not a com plete without some reference to the Northern Pacific Deal it is the Candle to the government Moths. The unctuous or. Greenway had something to say on the subject. When it was sought to react the height of denunciation in attacking sir Oharles Tupper the invariable resort was to the record of the govern ment in voting subsidies to roads in those pro Vinces. Yet in comparison with sir Richard Cartwright or. Mcmullen and others of that class or Mills is the extreme of enlightenment and liberality. Would it not be Wisar More patriotic More states manlike to drop this miserable provincialism which measures a Benefit to be bestowed in one place by what has been done for another and to consider what is really and Best for the country As a whole and carry it out the North West can be patient and can depend much on its own by patience and the Energy of a handful of people that half a continent is to be redeemed to civilization with the vigor and Enterprise so characteristic of these Days. Much can be made of this country it properly handled and it will pay a Hundredfold for All it will Cost. But it will need to have patience indeed if its development is to depend on its own Energy. That May be Good Liberal policy but it is not suited to the requirements of Northwest nor to the spirit of the age. The the Toronto mail s Ottawa correspondent speaking of the explanation made by or. Burgess of the Rise and Progress of the extra payment system says it appears that work was crowded upon the department by this rebellion the construction of the Canadian Pacific railway the opening of the Northwest and the huge Call from parliament for returns. And Down in the far East As a justification of their own demands the politicians there were in the habit of pointing to the millions granted to Aid railways in Ontario. It is a matter of record that Dur. Ing the past few years the Canadian Farl a. Ment Baa voted about ten or twelve millions of dollars As subsidies to rail ways in the old Well settled provinces of Ontario Quebec new Brunswick and Nova Scotia. Yet or. Mills says those provinces have to carry out their Public works by their own we Are perhaps at a disadvantage in Dis. Putting with or. Mills inasmuch a we have no knowledge of those Hundred million Dollar which he says have been expended on the Northwest. With our present information we can Only say and maintain that the do minion has voted millions for Public works in the old provinces to thousands expended on the Northwest. Ona of the most scandalous features of Ottawa legislation during recent years has been the voting of Public Money to subsidize railways in Western Ontario scarcely a township of which had not already been traversed by one or More lines. A policy of railway Aid can to defended Only on the ground that some new Section of country is to be opened up or that a settlement is to be accommodated that is too poor to provide for itself. To go beyond this is to abuse Public Enterprise and liberality. Yet the policy has been systematically abused in Ontario in common with All the other East Era provinces and millions upon millions of Public Money have been voted in Aid of projects that ought on every principle of Justice and sound politics to have been left to private Enterprise. We do not know what or. Milla s notions of developing a new country Are. Great Bri Tain is doing some extensive colonizing work just at present in Central and Southern Africa. Two Large districts of country have recently been acquired Matabeleland and Mash Naland. We May be sure that posses Sion will be followed by the most vigorous efforts to promote colonization. Or. Hartney s Church. A edifice opened by the file Tho by or. Sparling. Hartney july new methodist Church called the Centennial a Fine edifice situated at the southwestern end of the town waa dedicated and opened for Public worship on sunday july 12th. The Church is 30x40 in size with plastered Walls and panelled ceiling which is tastefully painted Asia All the Wood work inside. The name denotes the epoch since Wesley s death and also since methodism was first planted in Canada. In spite of the a propitious weather the services were Well attended. The Hev. J. W. Spar Ling principal of Wesley Woolle preached in the morning from 28., and in the evening from psalms Xxxiv 8, in the afternoon the Rev. T. Lawson of Pilot Mound delivered an eloquent Sermon from phil., after the evening Sermon the Beautiful dedicatory service was read by or. Sparling s lecture on the claims of the the Rev. T. Ferrier of Deloraine occupied the chair and having briefly addressed the meeting introduced the lecturer who in spite of the oppressive heat and mosquitoes combined secured the attention of his Audi ence during an intensely interesting address. At the close of the lecture the Rev. Or. Poi son moved a vote of thanks which waa seconded and carried unanimously. The Rev. J. H. L. Joslyn pastor read a report of the financial standing of the Church from which it appeared that the total Cost of the building waa and that was provided for already including and asked for the j remainder. He stated that this would include handsome Ash pews which had not yet arrived also a hot air Furnace to be placed below. The Rev. T. Terrier chair Man of the District took the matter in hand of soliciting the subscriptions and in a Short time the amount of s745 was subscribed. Then the Rev. Or. Sparling stepped Forward and offered to give toward Ohe painting of the outside and was subscribed for this and As the collection of the evening was and in excess of what the pastor had reckoned it was considered that the excess would insure the painting.
