Scarth s resignation verbally tendered at the last meeting was submitted in writing he thanked the Board for the unfailing Courtesy he had received and promised As a share Holder still to do everything in his Power to make the exhibition a Success. The Engineer was asked to in Bruc the inspector to use a mowing machine wherever practicable. On motion Aid. Walker it was resolved that tenders be advertised for for 700 Cord Tamarac for the Block paving Mai Street North should it be found impractical to obtain Cedar. B. Millroy a failure to Supply according to contract the Cedar required for Block paving was discussed and the aldermen agreed that if it was an impossibility t obtain Cedars they did not wish to cause i financial ruin by exercising the Powers Given to the Council by the contract. Ruttan was read at the regular meeting the committee works last even no and the City Council was recommended to act its recommendations accordance with your instructions this Date i beg to submit the Fol owing report the construction the Assiniboine water Power works. By the acts the Dominion parliament and the local Egi Gutare the City has a proprietary right and full Powers to construct the again Boine water Power. The act the local legislature gives the City authority to construct the works As follows Sec. 6. The City shall have Power by by Law in appoint three commissioners for entering into for the construction the above works for superintending the construction thereof for managing the works when completed Aud by by Law to provide for the it motion theraid by Wheelee tips rom time to time and at such periods and such terms As the Council May appoint by the by Law authorizing the election. Sec. 7. In order to raise Maney to prosecute Inch work the said City shall by by Laws Lave Power to Issue which shall be t first charge upon the undertaking the lands Hildings dams canals and All other pro Perty rights income and franchises i cured by this act. Sec. 8. The Jaid debentures Hull state the face thereof that they Are issued pursuant 10 this act and that the City Winnipeg is liable for the payment principal in Mereat and the same and each thereof shall hereby be and become a first mortgage and first charge upon the said work property franchises tolls and revenues As aforesaid without priority amongst themselves. The practical questions relating to the water Power such As the amount Power estimated Cost Etc., Are fully dealt with in reports the undersigned dated 6th july 1888, and col. J. T. Fanning chief Engi Neer the so. Aathony Falls water Power 3o., dated 18th june 1889, which Ore attached hereto. Since the Date the report reached to lowest recorded stage in 1889, at which Lime in is estimated that there was sufficient water to admit a rental horse Power. Ther Verhas since 1889, been gradually rising. Without going into details Here in May be stated that the estimate the minimum Power which can he rented a h. After Twenty years Twenty years ago a married couple in Pittsburg had a quarrel and separated the husband going West. The wife and Chil Dren took up a Home in Ohio Vruth her parents. The above statement is intended to show the position if the works were constructed for the City and the Price rented to anyone who required it at the Price stated. Waterpower annual saving to City if water Power is used instead 20 000 if the surplus Power is sold to the Public the above saving be increased by h. At total amount saving if water Power is used instead steam.? the lowest received steam Power in Winnipeg which the City has been Able to obtain in per horse per annul. In estimating the Revenue to be derived from the water Power it has been placed at the comparatively Low Price s20 per horse Power per annul. Tho following sources Revenue from water Power May a co sited upon in the near future a 1 he City Winnipeg electric Light. 230 City Winnipeg water works. 40 private electric lighting companies. Street railway companies. Electric Power distribution companies for elevators Small machines Etc. Thia list might be extended to include sour Mills paper Mills and other manufactories which would be sure to Spring up when the Price Power is by the construction the work reduced to one third pre sent Cost but this list already exceeds the amount Power which in is estimated will be available for renting. From the accompanying report it will be seen that the water Power the Assiniboine can be increased to a minimum horse Power by connecting with like Mani Toba. This has been considered in connection with the works now proposed. Should the Council decide to go under the authority and the rights they possess the following outline a Mode proceeding is suggested ,1. That the Council pass a by Law appoint ing three commissioners and defining their duties terms office manner election Etc., As provided in the act. 2. That the Council bake Euch Steps As the commissioners May advise to place the water Power Bonds the Market. Ibia confidently expected that the commercial value the undertaking As set Forth in the several reports re lating to it a Auch that the commissioners will have no difficulty in securing the Neces sary capital.
