Early this morning an unknown Man attacked a woman named Woolfe 70 years of age and a resident of Whitechapel. When Aid reached the mortally wounded woman it waa seen that her Throat had been Cut Aud she had been stabbed in the body and one Arm. She is dying. Her assailant escaped and so far the police Are with out any knowledge As to his whereabouts. Of his identity nothing is known More than that the circumstances and nature of the crime Point to the Ripper a the murderer. It has been ascertained that the woman Woolfe is a German who does not understand the English language. By the Aid of an inter Preter it has been Learned from her that the Man sprang upon and attacked her without a word of warning. She suddenly saw the glitter of a knife and mechanically raised her Arm to Ward off the intended blow then she fell to the Doorstep where Ahe was subsequently discovered. She was unable to make passing people understand her plight and remained where Ahe fell until the officers finally came to her assistance. On the arrival of the police a razor smeared with blood was found lying near the wounded woman. One arrest has been made by the police but it a considered an unimportant one. London aug. When the train from Leeds arrived at Bedford this morning the railway guards were horrified at the discover in a first class Carriage of a Young woman been shot in the left breast. The revolver with which she had evidently been shot was not found but a bloody razor was discovered lying on the floor of the compartment. In the morning his wife wan taken into the House where she died on Friday being from tues Day evening until the morning of her death without medical Aid. Death resulted from a fracture of the femur and exhaustion follow ing the Shook. It is said that Eckhart Al though More than Well to do has been habitually cruel to his wife heaping upon her All sorts of indignities and stunting her in her supplies of food. The neighbors say that for five years mrs. Ekhart has slept upon the floor. Eckhart says he did not strike Hia wife or injure or maltreat her after she fell Al though he does not deny the charges of neglect. He has made no attempt to get away although the indignation of his neighbors is bitter against him. He will be arrested on the conclusion of the inquest and in the meantime he is under constant Survellia Noe the spread of weeds. Not West Farmer a recent bulletin of the Manitoba department of agriculture ill it stated that the prevalence of weeds i the noxious varieties in so Many parts of the province is becoming a ques Tion of some importance and the Best Means of get Ting Clear of them and remaining so is a question which appears to be troubling the Farmers in very Many places. The municipal councils empower their master to carry out the Law respect ing the destruction of weeds but it apparently is not done to any great extent. Many complaints Are made that the Law is not enforced. The noxious varieties appear to be spreading and no doubt will through the interchange of varieties from one Point to another. Mustard thistles wild buckwheat Lamb s Quarter wild Oats and several other varieties Are becoming very general and will of course spread unless every Means is taken to Check this is a Clear admission of neglect of duty by the department. The act to prevent the spread of noxious weeds which was based on the original act of 1883 and passed by Tho legislature in 1890, provides that the minister of agriculture shall in each year appoint one or More persons a inspector or inspectors of noxious weeds whose duty it shall be to Aee that every overseer of highways path Mcatur or other officer discharge the duties imposed on him by the act. The provision is not that the minister May make the appointment but that he shall do so. From 1883 to 1880, at least such appointments were made Muni Cipal masters and others who were derelict in their duty were made to carry , As a result great inroads were made on the noxious weeds which were then almost entirely confined to the Eastern part of the pro Vince. Bat since then the matter has been neglected with the result that As shown by the departmental bulletin weeds have become a serious nuisance. If ins read of meeting con tent with lamenting this fact the department would carry out Bhe Law As it stands much practical Good would be accomplished. The spread of noxious weeds in Manitoba is almost entirely due to the apathy and neglect of the department of agriculture.
