Some Days ago we published what was alleged to be a copy of an agreement Between is management of la Presse a Montreal newspaper in which the Secretary of state Lias a Large monetary interest. The newspaper was indebted to the com Pany in a Large amount for which notes were Given and the Between the two was that one half the profit the company might make on any contracts for paper supplied to the govern ant would be applied in liquidation of this indebtedness. On the face of it this was a corrupt agreement As or. Chapleau who was on the notes Given to the company is the actual head of the government printing Bureau. When the mat Ter was first mentioned before the committee a motion was carried directing that the original of this agreement should be produced in evidence. It happened to be in the custody of a court in Montreal As the re suit of a suit Between the parties and a sub Pena was issued to the officer having it in charge. When this person appeared before the committee and offered to produce the original in obedience to the committee s own direction objection was taken that it was not relevant to the inquiry As put by the chair Man and sustained by a majority the Docu ment was not a proper one to be placed before the Public accounts committee but should Moro properly be Brou lit before the privileges and elections committee us otherwise the Public accounts committee would be usurping the junctions of the privileges and elections the matter was discussed for two Days by the committee before a decision was reached and a most disgraceful Wrangle it was. If the Federal Treasury is to be tapped to help build railways in Quebec the people of the country have a right to expect that the government of Quebec will not encourage much less participate in thefts that will Render the assistance unavailing. But the Ontario taxpayer stands no greater share of the loss than the taxpayer of any other province Man for Man he does not stand As great a share As the Manitoba taxpayer for he does not contribute As much to the Revenue. This constant thrusting of the Ontario taxpayer under the a uses of the other prov. Inces although done in sheer ignorance for the writer does not know any better is becoming offensive. That very a worthy individual contributes his share to the Public Revenue and no More he con tributes his share because he contributes in proportion to his consumption. But As he happens to aggregate nearly half of the population he must expect to pay in the aggregate nearly half of the whole Revenue otherwise he a a very shabby fellow. As the demand increased the care with which it was obtained and prepared was relaxed. It was gathered oat of season and imperfectly dried in stove ovens. Even in this state it brought Twenty five Livres per Pound. Ii 1753 Ginseng of this character to tha value of Livres was exported. In 1754the value of the Export had fallen to Livres.
