The Ontario Bye elections dates for three of the four Bye elections in Ontario namely in North Perth North nor Folk and North Grey have been fixed for january 7 and both the sup porters of Premier Hoss and the Fol Lowers of or. Whitney will put for Ward every Effort to carry the Day in ill three Ridings. In North Grey the Battle has begun already with heavy firing from the Liberal Camp. Or. A. G. Mackay the unseated lib eral member who is again to contest the constituency contributed a sensational feature to the proceedings of the convention which re nominated him on Friday last by charging the conservatives with having spent 000 in getting evidence to unseat him and with offering bribes for perjury. The Climax of or. Mckay a accusations against his political opponents came in the form of a death bed statement made by a Man named Campbell to the effect that he was drugged and kept in the conservative committee room during the whole of the night preceding the election Day. This makes a startling beginning of the fray in North Grey and presages strenuous doings to follow. Of the three constituencies in which the Date of the new election has been set. North Grey is the Only one which was carried by the liberals at the last Tost of strength at the polls be tween the two parties. North Perth and North Norfolk were carried by the conservatives. Special import Ance will attach to the results on january 7, As indicating whether the tide is flowing for against the Ross of government. Indeed if All three Ridings go the one Way or the other solidly it will pretty nearly Settle the question whether or. Ross and his colleagues remain in office or step Down and out. There is at present Only one other absolutely vacant seat in the Ontario legislature in addition to the three named. It is North Renfrew. The unseated member was a. Liberal. There Are two seats in regard to which the judgment of the courts is being awaited As to whether they Are to to vacated or held by the member whose election is protested. These two Are East Middlesex and South Oxford the first was carried by the liberals last time the other by the conservatives. In three constituencies petitions Are to be heard in North York against a Liberal in Center Bruce and Sault Ste. Marie against conservatives. Of the ninety eight seats in the legislature ninety four Are thus at the present moment actually by lib eral members and forty six by conservative members. Or. Mackay s disclosures in North Grey have the appearance at this distance of being very much like an effectual turning of the tallies against or. Whitney in regard to the whole Sale and rather violently worded accusations which he has made against the supporters of the Ross govern ment on the score of the electioneering methods used. These accusations As a matter of fact have so far formed the main Plank of or. Whit Ney s platform. They have been met by Premier Ross in a manifesto which he has issued to the Ontario elector ate and which it must be admitted by every in impassioned candid observer rather disposes of or. It is True that in some of the constituencies it has been proved that there was crooked work last May but any argument or. In Bis manifesto enters into detail showing that recounts were held by the county judges in fourteen constituencies and that s05 ballots were examined a greater number of constituencies than were Ever before scrutinized in that Way after a general election either for the local or Dominion houses. In any event there will still be one seat vacant with a possibility of live Otner seats being declared vacant by the courts. Our transportation prob lems. In the West we differ on Public questions As they do elsewhere in the world but on one matter we seem to be As n. People practically agreed. This is that we have on our hands a transportation problem of extreme Complex Ity and difficulty. It is True there Are one or two hopeful gentlemen up at the government buildings who hug the fond delusion that there is no problem that it has been solved and by them too they admit that there is Here and there a blockade in the shipping out of wheat but this is due in or. Roblin s judgment to the selfishness of Farmers who seek to get an extra cent or two a Bushel on their by shipping it themselves while or. Rogers obedient to his role As the Premier s fld us a hates reit ates the same opinion. There would have been no blockade says the Sapient or. Rogers had there been no legislation providing for loading plat forms. But on the whole messes. Robiin and or appear extremely pleased with thu Handiwork As solv ers of the transportation problems that Anil it us. They will go on pluming themselves on their achievements along this line until the people get an Opportunity of passing an opinion on their work. That judgment will be woefully out keeping with their Hopes. But. Leaving these two worthies out of the calculation we do not believe there is a Man who has reached year of discretion who does not recognize that the difficulty of securing adequate transportation facilities is greater to Day than Ever before. We hear More about the Grain blockade but it is not Only in the carrying Grain that there has been a very serious break Down freight of All other kinds in coming and outgoing has been handled in a manner far removed from the business like celerity Whitti in past we were wont to regard As typical of railway management. The merchants of Winnipeg if they chose to put their troubles into print could Tell some stories of poor service necessitating loss that would demonstrate very clearly that it is not Only the farm ers who have been hard hit by the deficient motive Power of the roads. Now the Public indignation which is being voiced very freely in resolutions at Public meetings of various kinds is based upon something More than the Ordinary feeling which would be engendered by the breakdown of a regular business facility upon which Reliance had been placed. The railways Are under obligations to the Public other than those exist Between two parties to a commercial agreement. They Are not merely business enterprises built by private parties but they Are enormously subsidized by the people of Canada on the understanding that by reason this Public Aid they should give West Ern Canada such service As might be requisite for the rapid development of the country. The Public has been something More than fair to the can Adian Pacific railway and the Canad Ian Northern railway it has been generous. The railways on their part have failed lamentably to live up to their part of the understanding. It is not 3. Matter for wonder that there is consequent indignation on the part of the Public. This has been increased by the very general impression that the railway breakdown was due in part at least to a failure on their part to recognize that their duty to the Public in regard to supplying accommodation outclassed their Obliga Tion to their shareholders. For our own part we confess to being widely sep tical of the non possums attitude when taken by great corporations. They can usually do things they have to but to do them at a Cost that will diminish dividends and de press the Stock is deeply repugnant to the feel Nir of the railway manager. Some Means must be found by which the responsibility of the rail ways to Supply efficient service must be brought Home to them. We do not mean moral responsibility we mean Legal and financial responsibility so that the merchant or the suffers loss by a deficient service can recoup himself by process of Law from the coffers of the company. Under the common railway Law As it now stands there is the presumption of this liability on the part of the rail ways but the provision is very Gener Al and few sufferers would care to enter upon a Legal controversy with a great corporation on the strength of its terms. We have promises made for the future we had them made last year but they were not kept. As recently As july and August of to s year when predictions of a blockade were being made in these columns railway officials holding the very highest positions Pooh poohed the possibility of a shortage of cars and Power. It would be rather cruel to reproduce now these confident statements and compare them with conditions As they Are. We shall All Hope that Bhe predictions of a better service now being of the railways will be fully verified but it is evident that it will be Well on in next year before any great re Lief comes. It takes no prophetic Eye to foresee that when the Spring Rush of business comes the railway Maccomo Dation will fail. No doubt by next fall there will be a very marked increase by the railways in their facilities for doing business but we should not be surprised if the freight business of the West should jump 75 or 100 per cent Between now and then in which Case we shall by relatively about As badly off As we now Are. This is the Wost s growing time and its development is proceeding at a rate which discounts ill the past prophecies of men who at the time were counted As visionaries. We shall require All the railways can get to keep Pace with the nor shall we scrutinize too closely whence shall come our needed Assi it Anoe. Meanwhile Havn to Ink the roads that in have1 and from them vre shall expect and c emand for the future a service very much Bette than which is now Beina supplied. Continued failure to furnish such a ser vice will be a bad thing for country and for the railways too As they under those conditions will find out. The St. James election. The Montreal Herald discussing the corruption in connection with the St. James Bye election says it is but right that the pub Lic should Lay the blame where it belongs and not whore it does not belong. The St. James election was anything but an edifying spectacle from the first. The Liberal Nomina Tion was unduly delayed in the first place by the fact that one or More of those prominently mentioned for it broke ail the rules of political con duct and obstinately insisted upon placing their personal claims before All other considerations. Eventually or. Drouin was nominated and this formal nomination was accepted by the recognized naders of the party in the City. Or. Brunei however whether of his own motion or under bad advice matters Little decided to stay in the Field and made an affidavit to the effect that he would do so. Faced by this complication or. Drouin made a sacrifice highly honorable to himself and rather than allow the country at Large to be deceived by the election of a conservative which would be sure to re sult withdrew from the Field on the eve of nomination and allowed or. Brunei and the result was As has been amply shown in the court proceedings that or. Brunei and his immediate friends managed the election alone. The Herald is Able to say that upon the strength of hints that reached them the recognized leaders of the party did what they could to prevent what was done. No protests however could Avail against the methods adopted for no considerations of what was proper could be expected to weigh with those who deliberately set about alter ing the complexion of the vote cast. The official figures showing the new settlers who have come into can Ada in the eleven months ending nov Ember 30, 1002, furnish a striking contrast to the condition of affairs during the series of years preceding the accession of the Liberal govern ment to office. The tide turned after the change at Ottawa and is flowing in Ever increasing volume. Not Only is the West receiving a steady inflow of settlers who Are to be numbered by tens of thousands but the East As Well is gaining accessions of population which diffused through every class of the Canadian people is thus making itself evident no less in the movement of Popula Tion than in the statistics of the coun try s Trade and Commerce. The total arrivals in the Dominion for the eleven months specified not including returned canadians were of this number located in Western Canada and in Eastern Canada. The number of people who came West from Eastern Canada was making the total number of newcomers in the West of which number no less than Are from the United states. For the same eleven months the free Homestead entries have exceeded 000, which is two and a half times the number of last year. The coming season.
