Once More the Christmas spirit is abroad which 1 Means that humanity is at its Best. Every Christmas finds the world somewhat better and that it in so is due to the fact that the Ani mating spirit of the Christian religion a religion of kindness and tolerance is extending its Sway More and More Over the hearts of men. It is certainly True that what we May Call the Christian idea is practically at work in the present Day through agencies innumerable As never before. History shows what that spirit thai idea has done for the world s better ment in the past. It is doing More in the present than at any time in the past and nothing is surer than that it will go on making itself More and More of a dominating Force in the As the years Roll on. The evil in the world is lessening and the Good steadily increasing. It is easy for the it is allowable to make of such a thing As pessimism on Christmas Day to pretend to question whether the Christmas message of peace and Good will is being fulfilled As easy As it is for him to shut his eyes and pre tend to question whether the Sun is shining. He does not question the Security and Comfort in which he can eat his Christmas dinner and yet there would not be that same secur Ity and Comfort were it not for the Leavening Force through the centuries of the spirit that fount expression in that message Nineteen Hundred years ago. True it is that the message is yet for from perfect fulfilment. Perfection is a thing rarely attained in things human. If we Are moving to wards it. Not standing still or moving backwards our Case is hopeful and the Pessimist is is one wilfully Blind. That humanity is progressing in the Rigter. Direction who can doubt slow is that Progress my be at times yet it is always and Ami i of perplexities Ami misgivings. Christmas itself stands As a Beacon of Hope ant encouragement an evidence that the heart of Mankind is sound. There is less selfishness less bigotry. Less intolerance and less persecution in the world As the years go on. How much the hearts of civilized men have been softened within even than Century is a fact too utile in our View. Tho True Celebration of Christmas is to create All the happiness we can for our near est and Dearest and then to do what we can to make the festival a reality to the Little ones deprived of their parents the aged ones who have outlived their friends the disabled and the weary the wounded in the Battle of life. Some of the boasts of modern civilization May be Idle but we May be sure that civilization is sound in proportion As it re Gards childhood tenderly and rever fences Grey hairs and takes thought for All who Are afflicted in mind body or this thought for others which is the essential spirit of Christmas saves from the reproach of selfishness the rejoicings and thanksgivings which go tip to Day from Homes beyond number throughout this favored land. There May be less boisterous merry making than in some other lands we do not go around kissing each other As they do in Russia where men rub their beards and noses together in Christmas greeting. But in All that makes Christmas a season of rejoicing we Are not behind any other peo ple on Earth. Gifts Are Many and Christmas dinners Are Long and plentiful Landing the ribs of the outcasts and those that Are in with fatness. Nobody is overlooked. But it is in the countless Happy Homes which Are the country s most precious Possession that Christmas is realized in the fullest measure of its possibilities. In Gibraltar Labuan St. Helena Ijas Toland. British Bechuanaland and Zululand there is no legislative Council legislative Powers being Dele gated to the officer administrating the government. So that in All this series of groups Britain already has the control of their fiscal policies. Consequently it is with the self governing colonies of Canada Newfoundland Australia new zealand the Cape and Natal that negotiations have to be entered into for reciprocal preferential Trade. And so it is desirable to see what their percent Ages Are of exports from great Bri Tain. The returns for the last four years for which the official statistics Are available namely 1897, 1s08, 1s1j9 and 1000, Are Given in full to dollars in the paper on preferential Trade recently published by or. J. H. Shaw of Montreal a writer of authority on these matters. The summarization of the figures shows that of the total exports of great Britain amounting to 000.000 in the four years named the amount taken by Canada newfound land Australia new zealand the rape and Natal amounted to or 10 1-8 per cent. This is Only a Small share of the total of British Trade. No wonder that so Large a share of or. Chamberlain s attention was Given to the other 83% per cent. Can the self governing colonies offer any Prospect of an increase in 1900 they imported a total of from great Britain and from other countries than great Bri Tain. Supposing the latter could All be transferred to great Britain Mak ing the total imports of the six self governing colonies from great Bri Tain this is less than 31vi per cent of the total exports of great Britain for but it is utterly impossible of the whole of the imports of the self governing colonies to be derived from great Britain the bulk of them being in supplies and commodities which great Britain could under no circumstances furnish. Senator Masson has also lost his seat by absence from it for two years but technically there will be no vacancy until the sen ate meets and formally declares seat open. In the provincin.1 of they were 180.087 for and against and in the National plebiscite of 1803 they were for. And against As compared then with 1sos, the prohibition vote has actually in creased by Over Twenty two thousand votes while the liquor vote has de creased by Twenty two thousand. As compared with the Temperance vote has fallen off less than three thousand five Hundred and the liquor vote some fifteen thousand five Hun dred. The majority for prohibition in 1s04 was in 1sos it was and is this year to Date which is the Best showing yet. The temper Ance vote in 1su4 was sixty two and a half per cent of the whole vote in 1s9s it was fifty seven per cent of the whole vote and in 1902 it is sixty five and a half Pur cent very close on two to one. When the returns Are Complete it will probably be found that the total vote for prohibition will fall very Little if any Short of the vote for 1s94, while the liquor vote will certainly show very considerable Delmin compared with 1894 and prob ably quite Twenty thousand compared with 1898.
