They do not put it in this form but this is the Only mean ing to be attached to their insistence that i United states industries must not by is identical with the attitude of or. Borden and the manufacturers association in this country towards the British prefer ence. The latter Are willing to Grant All sorts of Tariff concessions to great Britain Short of any that will allow the importation of British goods into Canada. We in Canada arc not without appreciation of the benefits that would re sult from Freer commercial relations with the neighbouring Republic but we Are getting along very prosperously As things Are and we keep in mind that the benefits of Freer Trade with the United states however great they might be. Would have the disadvantage or being dependent for their continuance beyond a fixed term upon the decision not merely of Ottawa but of Washington. So far As any action by Canada is concerned things will remain As they Are. If the United states decides to admit us into its markets Well and Good if it decides to continue in its present course Well and Good. An interesting Light is thrown on certain aspects of the reciprocity ques Tion by the action of senator Lodge a protectionist of the protectionists at Washington in introducing in the United states Senate on saturday last a Bill giving the president Power to strike off the duties on Coal entering the United states from any country which admits United states Coal free of duty. The object of the Bill in of course to provide reciprocity in Coal with Canada. There is no other country to which the Hill could apply. The advantages of reciprocity in Coal Between this country and the United states Are such As to make them selves peculiarly and strikingly Manifest even to the protectionist mind. In the Case of no other product Are these advantages so obvious. The International Boundary line is More than three thousand Miles Long. There Are Canadian deposits which Are nearer to certain markets across the line than any United states Deposit and versa. Canada admits anthrax Eue free but taxes bituminous Coal. The Only Coal which Canada exports to the United states is bituminous on which a duty is imposed when i enters the states. But in spite of the tariffs Canada imported very considerable quantities of United states As much bituminous which had to pay duty As Anthracite which is the United states likewise imported very considerable quantities of Canadian Coal. The economic conditions overcome the Tariff barriers. The Trade and navigation returns Low that for the fiscal year ending Rune to last Canada exported in All tons Worth of which the United states took 40 j tons Worth or very nearly the whole Newfoundland coming next with 120.4.07 tons Worth for the same twelve months Canada imported tons of Anthracite Worth and 027 tons of bituminous Worth 070. The effect of the tariffs on each Side is to make Consumers in certain sections pay too much for their Coal whether the extra Cost is paid in the form of duty to one government or the other or in the form of transportation charges and excessive prices which would be Cut Down by compe .-.tlon, if the Tariff barriers were re a overt. If the reciprocity in Coal which senator Lodge is anxious to bring about were established to Morrow nobody in either Canada or the United states would suffer on the contrary Many people would Benefit. There would be a readjustment of markets of course but it would be a readjustment in accordance with Nat ural conditions. The maritime pro Vinces would get the new England Market now held by the Pennsylvania Coal producers who in return would get to a greater degree than at pres ent the Market of Central Canada the Northwestern states would draw their Coal from our deposits the Souris Coal or instance going across the Border in great quantities while British Columbia would course continue to Supply the entire Pacific coast As it does now the Consumers in the coast states paying the duty. Senator Lodge s special interest in this matter May be explained by the fact that he is a new England representative and the new England manufacturing industries with free Coal from Nova Scotia could Supply their needs at less than they have to pay for the Pennsylvania Coal. The new England Cotton manufacturers especially who Are meeting with keen Competition from the rapidly expand ing Cotton manufacturing industries in the Southern states where labor is cheap and the raw material at hand Are deeply concerned in senator Lodge s Prospect. It is one More in stance of the fact that Protection As a principle cuts no figure with protectionists their attention is concentrated upon their own pockets. The proposed new states. One of the questions agitating the minds of the legislators at washing ton is whether or not to admit new Mexico Arizona and Oklahoma and Indian last two con joined in the standing of states. Une of the factors which is playing a considerable part in the situation is the fact that a Henchman of senator Quay s is certain to be elected by the new Mexico legislature As one of the two United states senators from new Mexico if that Terri tory is admitted to the Union thus giving or. Quay three votes in the own that of his colleague from Pennsylvania senator Penrose and that of the new mexican. This is a says the new York evening Post which ought not to govern any Man s vote in the matter of admitting new Mexico. If the re Public is to stand or fall according to the amount of influence that Matthew s. The population of new Mexico by the census of 1900, was and that of Arizona Small As compared with new York and Pennsylvania but the stare of Nevada has Only inhabitants or considerably less than the population of Winnipeg while Wyoming has Only of Oil and Idaho All of these states Are inferior in Point of numbers to new Mexico and two of them Are inferior to Arizona also. These states wore Idaho. Montana North Dakota South Dakota Washington and Wyoming. By the admission of these Sis states the Republican majority in the Senate was increased by twelve.
