Minister Balfour announced to night that at the request of the russian govern ment the British government had or dered two cruisers from the Squadron at the Capo of Good Hope to immediately locate the russian Volunteer Fleet steamers Smolensk and St. Peters Burg and to convey to them the or Ders of the russian government that they must not further interfere with Neutral shipping. He had been informed last night by ambassador Benckendorff thut the russian government was not certain that the Smolensk Hud received or Ders in accordance with the recent agreement concerning the treatment of Neutral ships. In accordance with the suggestion of the British government the russian government had authorized great Britain to assist in locating and notifying the cruisers. In consequence the British government had ordered two cruisers from the Cape of Good Hope to proceed immediately and search for and locate the Smolensk and her Consort and. Convey to them the instructions from the russian government to de Sist from further interference with Neutral Commerce. Or. The problem was one of considerable complexity owing to the fact that no circumstances precisely similar had occurred for a number of years. It was not clearly proved that the russians differentiated Between Brit ish and other foreign ships to the Dis advantage of great Britain but if this was shown to be the Case it would be a most serious situation. In such cases the special duty is to be the amount of difference Between the Selling Price in Canada and the fair Market value for Home consumption in the country of Export up to a maximum of 15 per cent of such Market value. The special duty clause does not apply to articles of a class subject to excise duty in Canada. Invoices in duplicate must be delivered to the custom House with the Bills of entry for All goods.
