The maj time Premier s dream. R cause the ency worthy a bet Prim hers of the three i the country ceded acted by conferees. As the years passed this provision of the treaties became practically dead letter in All those settlement from which the indians had disappeared. A few years ago however the supreme court of Minnesota upheld the treaties pronouncing liquor Selling within the area ceded by the treaties unlawful. More recently Circum stances arose which compelled the Secretary of the Interior at washing ton by virtue of his executive author Ity to order that prohibition been forced Over a31 that area. Congress however May nullify the prohibitory clauses of the Indian treaties by stat Ute and there Are movements afoot in Duluth and Minneapolis to induce Congress to take action to that effect tile opponents of such movements Are also Active the of Minneapolis is carrying on a strenuous Campaign with a View to influencing congress1 against taking action. There Hava teen Many contests Over the liquor question on this continent but it is Safe that have Arisen out of circumstances so Peculiar Alari time provinces continue to keep before Public attention the demand that the British North America act be amended so As to secure hereafter to every vote cast in those provinces a greater Power ill Dominion elections that a vote cast anywhere in the Dominion outside those provinces. The matter was before the Dominion House last session when the Domin Ion government took the Only pos sible position that nothing could be done except by joint agreement of All Tho provinces. Tha recent conference at Ottawa of of Tho provinces were All represented except Alberta and British Columbia was held at the insistence of the maritime premiers in the Hope apparently of obtaining something in the Way of the desired agreement on which to go to parliament with their demand. Between the lines of the colourless statement trivets out by sir James a Hitney the Premier of Ontario at the close of that conference it is easy to read that the matter has been politely adjourned to the greek Kal studs. It is True that the announce ment is made that the members of the Dominion House representing Marl a local Tralle 13 per cent. In. Al respects the twelve months record ended september 30 last stands As Tho greatest twelve months record in the history of can Ada s Trade and Commerce. The imports consumption during those twelve months ended 30 last were As follows free goods Canada s mounting Trade. Tire government returns Cana Dian Trade for the first six months of he current fiscal year Iio. More than Bear 6u-t the expectations of a record breaking showing that were formed. Imports and exports both show Large increases. Over the corresponding period of 1909, while in comparison with the same period of 1907, the Trade records for which surpassed a la others heretofore imports show an increase of nearly 15 per cent and the total _ Trade an in crease of Over 8-per cent exports being slightly Leas. In some respects the showing for the six months ended with last september must be regarded even toy the sanguine As exceed ing tic or expectations comparing t lie twelve months Trade up to september 30 last with the Trade of the twelve months ended septem Ber so 1907, we land that the first mentioned twelve inn the show an in crease of 14 per tent in imports and an increase of 12 per cent. Time constituencies will without distinction of party. Present again at the present session their Resolution in favor of the desired amendment to the British North America act. That is a demonstration which needless to say they find themselves in duty bound to make. It is Equay needless to say that nothing can conic of it. The surprising thing is that any body in the maritime provinces should if anybody does imagine that the people of the other provinces would think for a moment of acceding to such a preposterously unjustifiable de Mand. The representation in the co minion House is apportioned under the a dutiable goods Totaj imports of Merchan Dise coins and Bullion Al British North America act in a per total imports the exports during the same twelve months were As follows the mine Tims Lis Zieries factly equitable manner so far As a Rine Forest. 47 570 makes that 11 pointed sayings by party waders from recent speeches by British party leaders in both Camps the free press reproduces below terse and pungent comments upon o1 the Campaign. In each Case the quotation is from the times. Not the old lord Hugh cell at Burnley liberalism is not the moderate liberalism it used to be. A see every Day How the More moderate members Are Over ruled by the least moderate members. The party system worked As it now is so that a Man cannot Vore against his party without being turned out of parliament is the most outrageous of tyrannies it is possible to conceive. The moderate Liberal has nothing to gain from the government proposals but he can get what lie wants from a reformed second Cham Ber and the referendum. He wants to be protected from those extreme movements of opinion which already Sway liberalism too much and which will Sway the whole Constitution to carry their purposes into Law. Or. Asquith and or. Redmond f. B. Smith at Burnley Why was the election forced upon the country now in violation of or. Asquith s pledge it was simply this he could not pass the people s budget a second time through the House of commons. Or. Redmond plainly told the government that he voted for the budget once though Tho Irish hated it but that he would not vote for it again without smashing Tho English Constitution and thereby securing the Concession of Home Rule. And this was what would certainly Lappen if the government proposals became Law. Were they prepared to irm any government Power even Akong an extravagant illustration to abolish the monarchy and make Imp. Keir Hardie president of the Short of taking up the sword against such a proceeding he could Tell the democracy of England that they would repudiate and betray the fundamental principles of democracy if they armed i House of commons with omnipotent ind uncontrolled Powers. A great Liberal said 20 years ago that if the liberties of England were Ever destroy they would be destroyed by an omnipotent House of commons. Lord Curzon and Lloyd George. Lord Curzon at Hull or. Lloyd George was kind enough sometimes to single him out for special attention. He could not say that he regarded it As a High honour but was All to Flay about the Chan the exchequer. Objections to the referendum. Lloyd George at first of will. They meant to have a referendum. Imagine How the i Eferen Dum would work with scottish land t begin with. A scottish land bb1 was a Bill which peculiarly interested the people of Scotland. Englishmen welshmen and irishmen. However much they might sympathize did no know the elements of the problem they did not. Understand it the major Ity of them were perfectly Trust it to scotsmen themselves. But if you come to a the Olgh Hon. Gentleman added where or eight millions of people mostly englishmen welshmen and irishmen Are to express an opinion what will happen How Are you to instruct them who is to undertake tile task How Long is it going to take How Are you going to get to the poll who is to do it every time it would Cost you three or four millions properly to conduct on election under your referendum to bring it Home to every doctor and to get every Detector to and that simply Means that you would be crushing democracy with the weight Gold. I stand by that saying. The referendum coming As it would when a Liberal government is in Power once or even twice a there has hardly been a session that they have not rejected one two and some times three Liberal be prohibitive Tariff against liberalism. That is not a method of extending jus tace. It is a costly method of denying Justice and that is Why we cannot As sent to it. Leither on Tho other hand had aused him the slightest distress. It if hey were walking in the streets and ome mud from the Gutter was splash d up on their clothes All they had to o was to wait till it dried and Brush t off again. He could Only say two hangs about himself before he passed n. Though he belonged to the House a reference to Canada by their goods from England or from he United states. Another question the agricultural products of the Region be devoted to providing food for the people of great Britain the development of these uninhabited parts of Canada was therefore of Tho greatest importance in regard to the question of food and employment in this country and the Point was were we going to share in their benefits or riot he stood for Tho principle of unionism. By that he meant the recognition of the fact that Tho interests of All classes of englishmen were United and that one Chiss could not be injured without injuring every other class. He stood against the Prin Ciple of buying the votes of the shirker the expense of the workers. Privileges of rank. Lloyd George at. Edinburgh what about the majority of the Peers they in the main were men f Peers he would be willing to put. The j whose brow had lever been working hours of his life such As it and been into the Scales against or. Loyd George and he did not think with tha curse of Man. The eating of bread through the sweat of their brow was unknown to them. They hat they would strike the beam. The were born wet Lllan Tillat second thing he would say was that he cherubim with naming swords possible after each census the Popula Tion of Quebec is divided by sixty five that bang the fixed number of Quebec representatives. The resulting quotient constitutes the unit of re presentation for the whole Dominion and each of the provinces is divided into Dominion constituencies on that basis the constituencies stand ing until the next redistribution after Tho next decennial Dominion census. Ii is Plain that in the redistribution to follow the taking of next year s census the maritime provinces will toe entitled to four or five items members All told than they have at present. Hence this persistency in urging the demand that their representation be not decreased but that they be Given snore members than their population manufactures miscellaneous totals Domestic v Uisu Ico Jad iia. J j.1 foreign produce total exports Colin and Bullion total exports the aggregate Trade for the twelve months was thus against for the twelve months ended september 30, 1900 for the twelve months pre ceding and for the. Twelve months ended september 30, 907, of dutiable imports from great Britain in the last twelve months under review were As against for the preceding twelve months and the free imports As against entitles demand doubly 1 the dutiable imports from unjust to these Western provinces which owing to their much More rapid growth in population than the rest of the Dominion Are in a chronic condition of under represent cation. It is easy to understand that those ancient and historic provinces Down the sea find it a sore blow to their dignity that their representation in should be reduced. But the the United states amounted to and the free imports to As against and respectively in the twelve months preceding. Our exports of Home produce to great Britain amounted to As against for the preceding Twelvemonth and our exports of Home products to United states were As against principle of representation by copy s94 53 7 697 the preceding twelve months. In the totals of Canada s exports Given above the two largest increases Are in agricultural products and manufactures. The increase in the Fontner was from in the preceding twelve months to corresponding increase in the total Export of Canadian manufactures was from to i nation cannot be tampered with either Lor a consideration of Mere senti tent. Or for any other consideration. There would tic just Rea son in giving the City of Quebec or the City of Kingston greater representation in parliament relatively than the City of Toronto because they Are older and More historic places fam Ous in Canadian history. Or to give another example it would be As reasonable to this ii of giving the town of Seiko re a member in parliament All to itself in memory of lord Selkirk. One Man one vote is the principle is at the basis of our system of representative government and the idea that the votes shall not be equal but that those cast in the maritime provinces shall Avail More than those cast elsewhere in Canada is not an idea to be seriously entertained. No one can foretell the development of this country. It is quite conceivable that in a few score years the Popula Tion of the West May outnumber that of the maritime provinces vastly. If is not Mari time representation were to be constitutionally fixed at the present num Ber the people Down by Tho sea would be to the extent of their excessive Power in Parl lament overlords of the people of the West. A that the maritime canadians have the right to ask is that they shall be equitably represented in parliament according to their numbers. The existing arrange ment secures them that. A Minnesota controversy the situation in Minnesota con in the excitement of choosing today Between the candidates the electors should not forget their duty to the sick and to the children of the City. Votes will be needed for the general Hospital by Law and for the by Law providing for additional school accommodation. Imbt portions e area of the state is Peculiar. State it was. Sex pre Salv Stipe acted that the statutes of the United states prohibiting the introduction and of spirituous liquors in the Indian interest in the British elections has flattened out because the result be predicted almost to the majority which the government will have. But the elections May Well be the overture to a period of the greatest political excite ment. It is quite Clear that general Asquith proposes to move immediately upon the breastworks of hereditary privilege and failing an Early display of the White Flag there Are Lively time ahead would rather Cut Oil his right hand and use such Small abilities Asho Light possess than go about deceiving and deluding his fellow countrymen poisoning their minds and preaching o Thorn the doctrines which wore not merely averse to social order but meant anarchy and civil War.
