From the reports appearing in the daily press and from our own per Sonal experience the details of the woman s part of the Campaign Are Well known to us. Many of the work ers will treasure interesting and Amus ing memories of those exciting Days. The measure of Success won and the High percentage 89--per cent of intr women s polled Gratis Vins the Council arid its helpers and co workers received at the time most courteous thanks from ail concerned but perhaps it May be permitted to i the recent report presented to the association at their annual meeting on november 3 the co operation of women was found . The chairman of the National Council of women with the assistance of several other Les or formed a ii Tariff of voluntary workers and aided in bringing about a thorough Reform of our civic life without any other motive than that of redeeming the Honor and Good name of Montreal. To All and each of the fuse Bravo companions of our Campaign we beg to offer our beep and sincere recently on nov. 12, or. David Snedden commissioner of education for tiie state of Massachusetts was brought by the Council to deliver a lecture on compulsory education. The address proved most Able and practical de scribing Many of the difficulties met in trying to enforce any Law of compulsory attendance at school and Many mistakes the framers of a Law might make through Lack of experience causing it to fall entirely of its de sired effect. As Thebes Means of preventing evasion a compulsory school Law he strongly advocated the. Taking of a school census along with the usual City census. The committee on legislation has had much to Deal with. _ in the name of the National Council. A petition won prepared and sent in february to the Federal government asking that it refuse to give the St. Lawrence Power company permission. To dam the St. Lawrence River at the Long Sault rapids. The Montreal Council sent a petition to the provincial legislature in opposition to the proposed legislation affect ing the labor of women and children. In it. Objection was taken to the classification of adults with minors. It was also pointed out that while certain classes Aff Ecung children were Desir Able. The Protection suggested would be inadequate. The Montreal Council was asked by the City improvement league to join with it in approaching the provincial legislature with a request for the establishing of a Parks commission. It seemed undesirable to subscribe to the Setalla of the proposed Bill. But later. Upon the withdrawal of the Bill the local Council gave its Hearty support to the proposition that the clue bin government appoint a commission of inquiry. The project for the establishment of a working girls club was brought up last Winter and the Council was asked for its support. The chairman of the presidential Board has been invited to attend the meeting of a provincial committee which is considering thu matter and will shortly form a business committee to carry through the scheme. The interest and financial support of the Public Are very earnestly de sired. The committee on reformatory work continued the investigations which were begun last year and made an exhaustive inquiry into the methods of dealing with Corr Gible women offend ers adopted in the various provinces of the Dominion and in other countries. After reporting to the local and National councils and receiving Permis Sion to proceed an interview was sought with the provincial Premier in order to discuss the Council s request that the Quebec government establish a Reform Atory for women. The Premier. Sir Lomer Gouin received representatives of the local Council who were accompanied by judge Choquet judge Weir and judge Leet. And introduced by senator Dandurand. The Premier appreciated the need and asked that the committee submit to him a summary of the information at its command. At the same time he pointed out that it would be necessary first to apply to the Dominion government for the de sired amendments to the criminal code enabling magistrates and judges to commit Corr Gible offenders Over six teen years of age to re formative institutions upon conditional sentences having been empowered to do so in the name of the National Council representatives of the Montreal Council to Gether with the president of the Ottawa local Council obtained an interview with the minister of Justice. The result of this interview having Ben reported to sir Lomer Gould he has expressed a desire again to meet representatives of the Council before the next session of the provincial legislature in order that the matter May be further discussed. The committee on education Lias been studying tie subject of compulsory education and As already stated has brought a distinguished expert from the United states to lecture in Montreal.
