Proof has been piled upon proof Durins the past few years that Premier Roblin. Who on not a few occasions has asserted control Over his colleagues in the government and Over the legislature is himself sub ser vently under the control of in Llu Bences that Are unalterably hostile to the idea of a state University in Mani Toba. There is indeed reason to think that the Bias of his own mind is a Salust Manitoba having a University such As the neighbouring provinces Are providing themselves with and the states across the Boundary have Al ready. That Bias of Premier Roblin s mind fitting in with his views As a practical politician has enabled him to Combine personal satisfaction with political advantage in his policy of using All his Power to obstruct pro Gress towards the building up of a fully rounded adequately equipped. University of Manitoba free from de nomination control. His own Strong inclination and his Peculiar sense of political expediency thus Combine to make him immovable in his adhesion to the policy set Forth in the reaction Ary minority report signed by two out of the seven members of the University commission appointed five years ago namely or. J. A. M. Aikins and Rev. Y. A. Cherrier. The latest manifestation which pre Mier Roblin has Given of this Resolute determination to do everything in his Power to prevent Manitoba from hav ins a University on the same basis As the other provinces and states on this Western half of the continent is also a manifestation of such domineering disregard for his colleagues in the provincial government As would pro Voke Public astonishment at their sub Mission to being thus humiliated were it not that the Public have already had proof of their submissiveness to their bullying master. Three weeks ago or. Roblin being then in Ontario and All the other Mills text except or. Lawrence being Here in Winnipeg the latter after deliberation with members of the University coun cil who waited on a greed to an arrangement Between the government and the University Council was thereupon formulated in a Resolution which was passed unanimously by the Council. The agreement arrived at the members of the Council were assured been telegraphed to the Premier and it was understood Tea c his approval had been signified or at rate taken for granted however that May be the Plain fact stands that four ministers of the e Roblin govern ment namely messes. Campbell min ister of Public works Armstrong provincial treasurer Howden attorney general and coldwell minister of education committed themselves to that agreement with the University Council. Premier the University must necessarily control very largely its whole develop ment and future. It is to be recalled in this connection that he himself on May 11, 1807, made a notable utter Ance at the banquet of the Manitoba University club which was addressed by Capon Cody of Toronto. He sees no reason Why the people of Manitoba should want their prov Ince to have a University like the universities of Saskatchewan North Dakota or Minnesota and in this he finds himself in f Tell Accord with the influence to which for reasons of practical politics As he practices politics he chooses to is to say the ecclesiastical influences wielded from the Palace of the Arch Bishop of St. Boniface.
