Winnipeg Free Press (Newspaper) - March 16, 1914, Winnipeg, Manitoba Vol. 41. Weather mild. Sun rises. 6 40 . Bets 6 33 t rises 0 12 Midnight Seta 3 18 . Winnipeg monday March 16, 1914 Twenty pages. No. 217, Siron pressure Fob Western conservatives want consideration of Tariff on agricultural implements. Affect Manitoba vote Wisdom of a reduction being impressed on Cabinet in View of coming elections Ottawa March 15.the Battle be tween the Eastern and Western wings of the government forces which was based in the last general caucus of the conservative forces Over the ques Tion of free wheat will Likely be repeated in the next on the matter of the duties on agricultural implements. In connection with the latter question however Western conservative Mem Bers will be i enforced by members re presenting agricultural constituencies from All parts of the Dominion. It will be recalled that immediately following the action taken by the liberals in the commons for the abolition of the duties on wheat and wheat products As Laid Down in the Neeley Mcnutt amendment to the address Western conservative members in full govern ment caucus assembled expressed their views in no Uncertain manner. In a speech of 45 minutes duration j. A. M. Aikins. Member of Brandon urged that the government at once concede the demands of organized agriculture and abolish the duties on wheat and wheat products if they did not he said they need not Hope to bring Back a member from a. West at the next Back of demand the unanimity of the Liberal demand Tor the removal of the duties on Agri cultural implements evidenced last wednesday when the Knowles Thom son Resolution was put to the House backed by overwhelming and insistent demand from Farmers not Only of the West but of All parts of the Dominion has further added to the government s worries and has More than Ever con Vinced the Wing of the party representing Rural constituencies that some thing must be done. In consequence of the plea made by Premier Borden to the effect that the motion constituted a motion of Lack of Confidence in the government and that such subjects could not be discussed until the budget speech was brought Down the govern ment whip succeeded in gaining a Muiir animus vote against the Resolution. Fow however among the ranks of the government supporters there is a vigorous Call for a prompt Back Down from the position taken in the vote of wednesday and from the attitude of hostility assumed by the prime min ister. Government members representing agricultural districts do not scruple to express their opinions on the. Subject. From the Eastern provinces there is a demand that there be at least a sub Stantial reduction at this session. Western members on the other hand claim that Only the Complete abolition of the duties will satisfy. They Point out that the government has the Power while it has exercised since coming into office if raising the valuation upon which the and. Valorme duties Are based and. Thus making up for any reduction which May be ordered and that so Long As duties Are collected on this commodity the suspicion that this Power May be used will off set in the minds of the Western Farmer the Benefit of any proposed reduction. The Curt Ted unsympathetic attitude shown by the Premier to the Liberal demand last wednesday and the vote which followed has resulted in the receipt by conservative members of countless letters from Farmers every where demanding that they use their influence to change the government s stand. As a result these members re fuse to Content themselves with vague Assurance to the effect that a Way sfas found to do something which will not offend our friends the corporate they want action and they want it this session. Embarrassing position. The situation is particularly Embar Raesing to the government at the pres ent time when it is very anxious to do something substantial either in the Way of bounties or by an increase in tac protective duties for the Iron and steel Industry. How the minister of Nance. In face of the present Situa Tion can carry out the government programme in this regard and at the same time refuse to agree to the de mands of the Farmers either in the matter of wheat or of agricultural implements in one of the Many problems which is causing the administration Tony sleepless nights. There is also evident an. Attempt upon the part of Western ministers m the Cabinet to Force the hand of the no Kiister of finance and other Mlls two Friendly to the interests and. To compel a change of front. The san Suine Hope expressed in Western conservative organs that the government contemplates a reduction in the duties a believed to be not without inspiration from ministerial circles. The prospects of an Early general election m the province of Manitoba is admit Ted to be a Strong motive Factor in the attitude of the Western Cabinet Mem Oera and the other conservative representatives. It is Felt that some substantial Concession to Western open in upon the part of the Federal government would do much to offset the present difficulties with which the Hob in government is beset at Home. Whether the progressive element will prevail Ami the tall succeed in wagging the dog on this occasion or not. Remains to be seen when Tho of dept speech is brought Clown but much is certain that Strong pres sure will be brought to hear upon the government from its own ranks As a of the Liberal stand Noton y to reduce the duties on agric Laal implements but to abolish them together.
