Opening of the i cond War session of the Dominion parliament proved to be a much More Brilliant affair than had been anticipated. The decision not to have a Kotaki opening such As marked the special War session of August was responsible for the presence of an unusually Large number of people in Brilliant uniforms. These included admirals major generals and officers of lesser rank including one honorary colonel senator. George Taylor who appeared for the first time in uniform. . Baker member for Brome who will command one of the Quebec regiments in the second contingent iras the Only member of the commons who appeared in. Martial array. New License system planned for Ontario Toronto feb. Hon. W. J. Hanna provincial Secretary Toronto Telegram says will introduce on behalf of the government at the coming session of the legislature a Bill proposing a Complete change in the liquor License administration of on Tario. The Bill will recommend in the place of the present control by the provincial Secretary that a commission of at least five men be formed and Given absolute control Over the License Branch in much the same Way As the work men s compensation Board controls the administration of the workmen s compensation act. The province of Ontario will be divided into at least six districts and the licenses for each District will be issued on different Dales so that the commission can hold court in. A con Ference held Here today of Farmers Bankers and business men a free and Frank discussion was indulged in Dur ing which the country Bank managers were pointedly accused of incompetency and a Lack of interest in the Wel fare of the Community in which they were doing business. Several Well known Farmers fathered the statement that the country Bankers were failing to meet the needs of their Community. Replying the Bankers argued that circumstances altered cases and that the banking business must be con ducted at a profit. The Way in which business men had in the past left Farmers to themselves was adversely commented on and the Lack of proper markets was attributed to this policy. It was pointed out that Farmers were buying their Binder twine in Chicago and borrowing Money in new York at 1% per cent less than they could borrow from Saskatchewan Banks. Bankers should beware lest their policy should kill the Goose that Laid the Golden egg the thought expressed by Farmer speakers. Members Here Are at a loss to know Why the Extension of seed Grain Grants is being delayed by the Dominion government pending further the provincial governments As to the question of mortgages being taken on patented lands to the owners of which advances May be contemplated. It is contended Here that premiers Sifton and of Alberta and Saskatchewan respectively intimated to the Federal government during a visit to the capital several months ago that the provinces were willing to concede to the domini6n government the right to take a Lien upon patented lands where Grants of seed Grain were made. This Concession was later ratified at the first Cabinet Council held by the governments of these this Concession however was Only meant to apply to Grants of seed wheat and not to advances of grocery supplies made to settlers. In this con Lection it was pointed out to the fed eral government that a first mortgage could not be granted to any creditor upon the lands of a settler for a debt less than 100. Even the local Mer chants who had for years been giving credit to the formers couiu1 not take such a mortgage. In the Case of such advances it was pointed out that the Federal government must simply be satisfied with a note from the debtor in the Case of seed wheat however where the value of the advances would average several Hundred dollars the provinces it is said have Given ample Assurance that a Lien could be taken on patented lands. It is not Clear whether the communication addressed to the provincial governments yesterday by the Federal authorities has reference to legislation which May be required to ratify the arrangement in connection with seed wheat advances or whether it contains further representations in connection with the Security for supplies. The whole question will be brought up in the House at the earliest pos sible Date and the government will be urged to Advance seed Grain wherever required in order that the programme of increased production May be car ried out. The Kent Sank the Turnberg and the Bris Tol Sank the two trans ports the Baden and the Santa Isabel to altogether we almost wiped out the Squadron. Ships sunk were the Scharnhorst Greisen a Leipzig Baden and Santa Isabel leaving the Dresden which so far escaped. She is fast but not much of a fighting ship. German Admir Alty issued today the following communication the Waters around great Britain and Ireland including the whole eng Lish Channel Are declared a War zone from and after feb. 18, 1915. Every enemy ship found in this War zone will be destroyed even if it is impossible to Avert dangers which threaten the Crew and passengers. Also Neutral ships in the War zone Are in danger As in con sequence of the misuse of Neutral flags ordered by the British government on january 31, and in View of the hazards of naval warfare it cannot always be avoided that attacks meant for enemy ships endanger Neutral ships. Ship Ping northward around the Shetland islands the Eastern of the North sea in a strip of at least thirty nautical Miles in breadth along the dutch coast is endangered in the same blockade of coast. Berlin feb. Warning of the Merman admiralty staff concerning coming operations on the French coast is considered by some Berlin newspapers among them the Morgen Post to mean that an actual blockade is to be put in effect by the germans. Morgen Post Points out however that Many of the essentials of a Block Ade Are lacking among them being a definite description of the boundaries and a warning that Neutral ships must not enter the.
