Shall the masses or the classes Bear the greater part of the Burden is the question which has to be decided. Increased taxes on sugar and a tax on Tea Are said to be among the pro posed methods for raising the required Money. Here it is pointed out the poor Man with the Large family must pay More proportionately than the Rich Man with the Small family. In the matter of Tea there is said to be a difference of opinion As to whether a specific or and Valorme duty should be imposed. A specific duty would raise More Money but the Man consuming the More expensive blends would not have to pay any More per Pound toward the new taxes than the Man who consumed the cheaper blends. With an and Valoi pm duty on the other hand the Tea would be taxed according to its value. Tax raw products. The taxing of raw products is said to be another proposal which the govern ment has in View. Such taxes it is said would be accor pained by a Cor responding increase in the duties of the finished product and the consumer of the finished product would be assessed the additional Cost while the manufacturer Ifould be Little affected. Increased excise duties on tobacco and liquors Are always considered defensible As Are also the taxes on the luxuries of life but the income to be gained from such increases will necessarily be infinitesimal. May place tax on property. 1 there is a Large mass of opinion among members Here of a tax of say one Mill Oil the Dollar upon All assessable in the Dominion and it 3s . This method will find May a advocates w Hen the question of taxation is being discussed. Such a tax during War times Only would meet with a very general measure of approval throughout the Dominion and net an estimated amount of about the question May arise As to whether the Federal government has Power to raise taxation by such a method but the British North America act defines one of the Powers of parliament As the Raisin of Money by any Mode or system of while therefore the Taxa Tion of property has generally been conceded to be exclusive right of the municipalities it would appear that present extraordinary conditions should continued on Page. The army consists of turkish soldiers and bedouins with a number of German officers and engineers. The army is weak in artillery be cause of the difficulty in transporting heavy guns Over the desert and has nothing larger than 15-centimetre guns. Campaign was continued. Plan to abandon the Campaign against Egypt which was strongly considered in the Turk ish official Council of state two Days ago was abandoned because it was feared it would antagonize the follow ers of the deposed Khedive to whom the pledge had been Given that the Campaign be prosecuted with vigor. British naval officer wounded. Canadian associated press London feb. George. P. Palmes according to a casualty list issued tonight hag been seriously wounded in the a lighting in the persian Gulf. Sub Lieut. Claude Vivian Cardwell has also been wound Contr sued on Page ton britons regard lightly German threat to blockade the coast cannot be made effective with Fleet penned up ignominiously in Teutons prepare to make desperate attempt to recover falling combined air sea and land attack on allies on Newcastle tars gladly anticipate big naval fight kindly letters to canadians Are pleasant souvenirs of life at Salisbury Plain. London Jan. Reply to the German declaration of a blockade of the British coast is that Tho Block Ade to be valid must be effective. Ger Many with her Fleet penned up in Harbor cannot make it effective. The times describes the blockade As farcical and absurd. The chronicle says obviously Germany not having command of the sea cannot fulfil this first condition of a blockade by Mak ing it effective. Submarines give her nothing equivalent to sea command. She cannot establish consistent real surveillance of the British coast. Therefore the German proclamation of a blockade has no Validity. Any attempt to enforce it on particular Neutral ships she will make at her everything indicates that the Ger mans Are Bent on immediately at tempting a tremendous combined sea and land attack on the allies. The Kaiser is now making a tour of the German naval Zeppelin bases. Zee Brugge has apparently been made an effective submarine base. Authorities anticipate a further Zeppelin attempt on a much larger scale possibly against Newcastle. Sailors eagerly discuss the possibility of German dreadnoughts emerging and attempt ing a serious Battle with us. Nothing could Delight British sailors More. Plans belated. German attempts to mine the Chan Nel come somewhat late for prevent ing the passage of troops and supplies to the continent. It is Well known that tremendous forces with Abun Dant supplies have landed there since the beginning of the year. The main result of the German declaration is Likely to be upon food prices but abundant supplies exist in England and should submarines or mines seriously affect the arrival of fresh food stuffs the government would almost certainly take Over direct control of the distribution of the supplies. Undoubtedly we Are faced with a most serious phase of the War. The desperate efforts of the enemy failed and Defeated in her first Campaign and finding her Commerce throttled and her stocks of military material and food rapidly vanishing is endeavouring a scrupulously by any Means to re cover her falling fortunes. Naval losses. The naval and military record pub fishes the revised naval losses. Eng land and her allies have lost 24 ships about tons Germany and her allies have lost 60 units Over tons. Great satisfaction is expressed Here particularly in newspaper circles Over the lord chancellors Promise to re store the right of trial by jury to civilians. It is generally Felt that the defence of the realm act which places everybody under military Law went necessary affording the ministry Power if it so desired to sup press legitimate criticism. It has been particularly effective in blanketing newspaper criticism often when such criticism would have been a real pub Lic newspaper proprietors were faced with the menace of instant suppression of their papers should they offend. The newspaper proprietors association has recommended an amendment of the act providing that where proceedings Are taken by court martial the defendants should either have the option of being tried by Ordinary criminal courts up the right of Appeal from tha judgment of court martial to the court of criminal Appeal London newspapers do not ask for any relaxation of the Stringency of the provisions punishing offenders who provide information Likely to be useful to the enemy. All they ask is that such a form of trial shall be provided As will protect the accused from Mili tary Caprice. Above All countries England has earned Praise As one in which the course of Justice is unimpaired even in times of Strain and says the times. We must not lose that Good name in our War against militarism and its despotic pleasant souvenirs. One of the most agreeable remembrances of the Canadian soldiers at Salisbury Plain Are letters received from unknown English women often accompanying gifts. People wrote from All parts of England and Scot land asking soldiers How they could help them. If you will let me know what you Canadian boys and High Landers really want i would be glad to do what i is a typical extract. Canadian red Cross arrangements for keeping friends in Canada and elsewhere informed concerning the condition of the sick and wounded will be in full working order within the next few Days. The com Mittee will probably not make the first intimation of illnesses and wounds to the next of Kin this being under taken by the militia department but will keep friends informed of the pro Gress of oases and., Cyril l watch Over the Slok and convalescent aiding them in every possible Way. Ottawa feb. Parliamentarians Are having a breathing spell after the Nutter attending the opening yesterday. A few have gone away till monday but tie greater part have re get settled for the session and to attend to departmental Busi Ness accumulating since the last ses Sion. The government s action in promptly bringing Down the Resolution pro Viding for a Hundred million War appropriation makes it possible to take up the real business of the session without delay. This question cannot be taken up until the speech from the throne is disposed of but it will be dealt with immediately thereafter and the main estimates tabled. The budget will come soon afterwards but Hon. W. T. White is not yet ready to announce the exact Date of it. The Bill of which w. F. Maclean is giving notice to prohibit the Export of Nickel during the War will give Rise to discussion but it is not believed that it will have tha support of the government. The limitations which have already been imposed by orders in Council and the precautions taken to ensure that none of the material reaches Germany Are officially regarded As sufficient. It has been set Forth in an official memorandum that absolute prohibition might have far reach ing and complicating results. Legislation emanating from private members promises to be inordinately Light. Speaking generally the Outlook does not indicate a Stormy session but there is just enough uncertainty about it to stimulate interest. Terrible injury from horse kick. Hamiota Man., feb. As Evi Dence of this is the following in the new York times the declaration of the German admiralty that a War zone around great Britain and Ireland is to be established from and after february 18 will be acquiesced in by no Neutral nation on Washington feb. Declaration of a naval War zone around great Britain and Ireland including the English Channel and the Northern passage by the Shetland islands is regarded Here As one of the most Seri Ous developments of the War. It was regarded As Leighly possible for one thing that it would hasten the movement begun by the latin Ameri can countries for a speedy conference of Neutral states to devise Means to reduce losses to Neutral Commerce to a minimum. The movement it is expected will have the support of the neutrals. _ at first there were some intimations m administration circles that the declaration might be the subject of a. Protest by the United states but the official View developed that there was Little or no ground for that. No precedent. There is 110 precedent in Denilin with the question because heretofore submarines have played no important part in warfare and All of the rules of International Law Are framed with Spe Cial reference to Ordinary ships tie Ordinary practices in taking prizes and dealing with the merchant ships of an enemy which it is not feasible to Tako As prizes Are clearly set out and established by Long usage. To Day has Given Rise to much speculation on the part of officials As to what the British have n mind. Al though it has been denied that an. Offi Cial declaration that food supplies Are contraband has been issued it is believed that the British notice forecasts i the speedy Issue of some such declaration. And in addition to this thus trying to Cut off Germany s food Supply by water it is believed to be possible that the British May make the blow More severe by prohibiting the transportation of Cotton to Germany. Cot ton is a base of some forms of smoke less powder As Well As the High explosive gun Cotton used in the War Heads of torpedoes and submarine mines. Heavy blow. Aside from depriving Germany of that necessary article the British enforcement of such an order would Deal a heavy blow to the German textile factories which Are now just beginning to receive almost Normal supplies from the United states. Officials indicated that the German proclamation was analogous in their minds to the strewing of mines in the North sea and. A similar announcement. By great Britain that Neutral shipping might be imperilled there. The statement in the German proclamation that there is in existence x British order to its Fleet permitting them to use Neutral flags May draw Forth an inquiry from the United states. Destruction to u. S. Ships. Officials manifested much interest As to the probable effect of the announcement on the of. American ships bearing ammunition and contraband of War to the allies. While such vessels have been Convoy de by French or English warships i the rules of International Law pro vide that a Neutral vessel can not be destroyed until taken to a prize j court and duly condemned. Before the vessel is destroyed All the persons on Board must be placed in safety and the captor must later establish that he acted in the face of Neces sity.
