Boom in British shipping due to England s sea Power activity in the shipyard towns caused by the demand for new tonnage is greater than has been known for years and shipbuilders Are earning the highest wages Ever known special correspondence. Copyright 1915, by Curtis Brown London feb. Whole world is now learning the lesson of the import Ance of sea Power so ably and persistently preached by the late Admiral Mahan. Britain to Day in spite of be ing involved in the greatest War the world has even known is enjoying in certain lines unexampled Prosperity because of the predominance of her Fleet and Germany is suffering economically because of the inferiority of hers. In no department of British life is the value of sea Power More strongly reflected than in that of her merchant shipping. The shipping Trade in eng land is enjoying a Boom such As has not been known in the memory of living Man and great fortunes Are being made by British shipowners. The red Ensign of England is seen in every port in the world while the merchant shipping Flag of Germany has disappeared from the seas. A. Few Concrete facts make the shipping situation in England Plain according to Lloyd s Register of ship Ping great Britain in 1914 owned steamers of 100 tons and up wards having a total Gross tonnage of Germany came second As the world s greatest mercantile shipping owner with a total of steamers with a total tonnage of parenthetically it May be remarked that the United states comes next with a total or steamers and a total tonnage of More than half of this however is accounted for by the Lake traffic so that if seaborne traffic alone is taken into account the United states is far Doivan the list. It will be seen from these figures that Germany s merchant Fleet was roughly about a third that of England and it was engaged in direct Competition with it. The Ger mans in fact had obtained the upper hand in some lines of Trade notably that with South America and some parts of the far East. Today Britain is doing the carrying Trade that was formerly handled by her rivals. Even this does not end the tale of eng land s shipping Boom however for at the outbreak of the War immense quantities of shipping were required by the government for the transport of troops provisions and munitions of War to the continent and for use As auxiliaries to the Fleet. About steamers Are now under regular charter for this work so that they too Are withdrawn from Trie regular com Mercial service. It is Only fair to mention too that the German com Merce raiders now happily nearly All rounded up have sent a score or so of British ships to the Bottom of the sea. Paying for ships. The result of All this is of course a tremendous Boom. At the outbreak of the War ships wore barely paying expenses. To Day i am told that anyone who owns even a moderately Good Steamer can earn her full value in two or three voyages. For instance freights from the River Plata to London and Back which were quoted before 1ho War at something under a ton Are quoted this week on the Baltic the great London shipping Exchange at Over a toil. British steamers from South american ports which barely paid expenses before the War Are now earning As much As net i per voyage and this in spite of the fact that seamen s wages and All other expenses in connection with the ship have Pone up from 3-3 to 20 per cent. A Steamer of this Type would make about four voyages a year so that her owner would net nearly which is net far from the value of the ship. In fact. I have heard of one or two shipowners who have paid for new ships out of the profits they have earned since the beginning of the War. In the Atlantic Trade the Boom has. Been equally Felt. The rate for the shipment of Coal for instance from North american ports to Italy has risen from a ton in sep tember to Over at the present time and Coal rates from Cardiff to the Mediterranean have risen from less than to Over a. Ton. Most remarkable of All is. The increase of the rate for time Charters in which the. Charterers take Over the expenses of running the ship. This has risen from i to 3. Clear 400 per cent. Ship builders hurry. Of course All this Prosperity is reflected in the shipyards of Britain. There is a demand Lor new ships now such is has never been known before and the great shipbuilding centres such As the Clyde the Tyne and Bel fast Are humming with Industry and Prosperity. They both with government and private work and do Man who can do anything that is use Ful in a shipyard need be out of u. Job at present. Indeed so insistent is the demand for labor that a few weeks ago the War office ordered that All recruiting for the new army should Ceass in these districts. It was Felt to be More important to hurry on the construction of ships than to train men to beat the Kaiser on land. Of course this is reflected in the wages of the men. The actual rate of wages has not risen for the Trade unions very wisely have decided that this is not a time to stir up any trouble with the employers but the employers have recognized the situation and Are pay ing All sorts of extra allowances. The manager of a great Belfast shipyard to whom i was talking a few Days ago told me that in Ordinary times most of the friction in the Yards is caused by men complaining that they have Beer put on a particularly difficult or awkwardly placed piece of work where although they Are being paid the full Union cannot earn a fair a Man making a complaint like that in Ordinary times gets Little sym my Friend said. He is Nisi. Told that he has to take the lean with the fat and pay for the Bones. Now however is never any question. If the demand is anything like a fail one we Don t mind giving the Man double rates or even More to get the work done and keep him in Good hum. Or. The firm is making Money and can afford to spare a bit of but i spite of it my Friend continued the men Are not Happy. They complain that although what with overtime and extra rates and All the rest of it they Are making two or three times their usual wage they have no time to spend it i know of two or three cases where men have thrown up their jobs and enlisted not from any great patriotism but because they were fed up with All work and no play which is the Rule just now in a shipbuilding Only the beginning i have asked a number of ship owners and builders if they consider that this Boom is Likely to last and their answer is one which should be taken to heart by the United states. They one and All declared that this was Only the beginning of s. Period of Prosperity of which no Man can fore Why Why does Catarrh of the head often get better in the summer and return in the Winter because dry weather drives the Catarrh germs to the Interior of the body. At present she can t buy ships in foreign markets because the Law does t to sail such ships under the american Flag. She can t build As cheaply As we can Here so that she.-. Is Handi capped from the Start. Even if she overcame that Handicap there is still the fact that the Laws for Protection of seamen her arbitrary food scale and All sorts of other regulations make an american ship so expensive to run that it cannot compete in the world s freight markets. Ship Ping a Trade unlike any other. America can protect her workmen Home by a Tariff but her sailors 3-0 abroad to work and must come into Competition those of All the importance of sea Power. The immense importance of sea Power is exemplified not Only in this pre sent Prosperity of England but in All history. In All the history of the world no nation Ever attained greatness which did not control the sea. To quote a very Early example Only fell after the romans had Defeated her flees t. Rome herself conquered 1he in old because of her ability to trans port her troops by sea to the ends of the known Earth. Venice attained com Mercial greatness by her command of the sea and Turkey when she overran Europe did so because of her sea Power. When Spain ruled the new world and was the greatest Power in the old world she did so because her sailors commanded All the oceans and her Power was broken by Drake and Frob Isher England s great sea fighters who realized that their country could not attain to greatness until it commanded the sea. Britain s great Reserve. Even Germany today which is chiefly associated in men s minds with pro Wess in land fighting owes much of its greatness to its sea Power. No one realized this More than the Kaiser who has always done All in his Power to encourage the growth of both the Ger Man Navy and the German mercantile Marine. He realized that the one is essential to the other and that without a great mercantile Marne no nation can Hope to have a great Navy. The one is the Nursery and the training ground for the other. Britain thanks to her great mercantile Marine never has any difficulty in Manning the greatest Navy that the world has Ever Ere ii and of doing so at a minimum of Cost because of her mercantile mar Ine she can maintain a naval Reserve which is More than equal to All Calls on it. Before the outbreak of. The War. For instance most of her second line ships were Only half manned and her third line ships were Only manned with what Are known As nucleus enough men to keep the ships clean and the machinery in working order. When the Call for mobilization went out Brit Ain was Able to Man every one of these ships with men who not Only had Learned their Trade in the but who thanks to the opportunities of sea employment had not grown Rusty in it. She was Able to draw on the officers of the mercantile Marine for All sorts of auxiliary work in connection with the Fleet and where All the vacant places had been filled up she had a Reserve so great that some thousands of them Are being trained As a naval brigade for use in land fighting when they Are required. Thus it is that tha loss of a Batt Leserr with Over men although terrible in its destruction of life does not seriously weaken the personnel of the British Navy. B Riti in has an inexhaustible store of seamen to draw on in her mercantile Marine. And of course it must not be for gotten that the mercantile Marine in its turn owes its continued existence to the Navy. Germany s experience in this War has proved that. The weakness of the German Navy has caused the death of the German mercantile mar Ine at the same time that the strength of the British Navy has Given life to that of Britain and that the strength of the mercantile Marine has made the greatness of the British Navy possible. When the history of the present War comes to be written i arh sure that the Navy will receive its proper place in estimating the importance of the Var is factors which contributed to Suc Cess. Charge in Flanders is so much More picturesque than the cease less patrol in the North sea that the Public is too Likely to forget the part played by the ships. The very fact that the Bayonet charge is in Flanders and not in England is due to the Navy and the fact that the men who Are making it Are Well fed and Well Ped is also due to the Navy.
