Two private Bills engaged the attention of the commons today up to the time of the adjourn ment which occurred at 6 o clock. Tha Glrst was George Bradbury s Bill in re Gard to the pollution of streams. It was decided to refer the Bill to a com Mittee. There was a general consensus of opinion that parliament should act at an Early Date in regard to this matter. The so cond Bill considered is that of of St. Lawrence division to abolish capital punishment. There wus a considerable debate on or. Bicker Dick s motion Tor a second ing. Just before k o clock own Iii to the absence of Hon. P. J. Doherty minister of Justice Romier Borden moved the adjournment of the debate. In doing so he praised or. Bickerdike for his earnestness sincerity of purpose. He promised that Opportunity would be Given at a later Date for the further discussion of the Bill. Statement on. Cabinet changes. The Premier will make a statement in regard to the recent changes in the Cabinet on tuesday afternoon next. This announcement was made by sir Robert at the opening of the House. George h. Bradbury moved the second Reading of his Bill to prevent the pollution of navigable Waters. This Bill prohibits the Deposit of sewage or refuse in any navigable water imposes penalties on municipalities Pray vate corporations or individuals who violate the act. The penalty for a municipality is not less than with an additional a Day for each Day during which the offence continues. For a private corporation the Fine is per Day for an individual it is a Day with a possibility of two month s imprison ment. Or. Bradbury explained that the Bill was practically the same As that which had been before the House for two seasons which had been consid ered thoroughly by a committee of the House. One change had been made however in order to meet certain criticisms this amendment authorized the Dominion government to exempt any navigable Waters from the operation of tit act. In View of the thorough i consideration which the Bill had already received or. Bradbury said that he thought it ought to be adopted at the present sitting of the House. The member for Selkirk referred to the argument that Canada could not proceed a eth this Reform without the co operation of the United states. He thought that the Are Rumen was Falla Cious. It was our duty first to Clear up our own situation then we would be in a better position to approach the United states. Hon. J. D. Hazen in moving that the Bill be Given a second Reading sent to a committee said that it was riot desirable that there should be legislation by the Dominion House on this matter until the joint International Waterways commission to which had been referred this question had made a final report. He believed that this report when presented would re commend action of a drastic character. Against Bill in present form. Sir Wilfrid Laurier said lie was strongly in favor of the Bill but not in its present the Bill makes it an offence to put refuse in Waters in any part of Canada. This would hit the Man who might build a Sawmill on a Stream in the Backwoods. The operations of the Bill should be confined to larger centres of population to be defined. Hon. George p. Graham said this was an important question in which All members should be interested. At present there is a provincial Law presumably there will soon be a Dominion Law dealing with this mat Ter. It was time for the Dominion House to indicate what it proposes to do. F. B. Carvell said or. Bradbury de served Praise for his persistency. He agreed that there should be immediate action. Hon. T. Chase Casgrain a former member of the Waterways commission said that this was one of the most important questions referred to that body by the two governments. In View of the reference to the com Mission it would amount to almost a breach of Faith for parliament to pass legislation now.
