It is stated that from yesterday the government will undertake to operate in connection with the inter colonial railway the entire stretch and that the first consignment of rolling Stock has already left que Bec for the West. The grand trunk Pacific concurrently with this arrangement ceases to operate East of Winnipeg its Eastern terminus be ing now at that City. Contrary to expectation the grand trunk Pacific is not running rights to fort William under the lease and its traffic from the Western provinces must either be forwarded to the lakes and the sea front by the Canadian Paci fic or the government railways or must be routed by Way of Chicagon Vei de before the opening of the brain movement next fall. In fact the purpose seems to be merely to give the settlers along the line a service. The government. Has already been operating such a service from Levis to Moncton and on 309 Miles of the Road from Cochrane. The grand trunk Pacific has been operating from Winnipeg to fort William upon a temporary lease. By the new arrangement the government not Only takes Over for operation the whole of the National transcontinental from Winnipeg eastward but also the Lake Superior Junction Branch line owned by the grand trunk Pacific and the ter Minal and elevators of the company at the head of the lakes. Power was Given to the government last session to do this by order in Council in the event of the grand trunk Pacific declining to take out a lease of the line. On february 2, president Chamberlin of the company was urged by the minister of railways to sign a joint acceptance. Of the lease. Cost of the Road. It was stated that the Cost of the Road upon which the company Wouita have to pay interest was 191 audited to december 31 last. This did not include contractors claims now pending before the sex then one of the main purposes of the great transcontinental will be de nominal service meantime. Whether the arrangement is a per manent one or merely temporary and designed in order to operate in the meantime the whole stretch of the not seem to be Clear. How Ever it is Clear that the government had already Power to take Over the operation of the line from Winnipeg to Superior Junction and that the Superior Junction Branch would then be useless to the grand trunk a ure upon work not vet completed. Again on february 31 the minister of railways urged up on the company to execute the lease and to provide the five million Dol fars Worth of tolling Stock stipulated n the agreement of 1903 the com Pany declined to sign the lease on the grounds that the Road was not completed and on february 11, h. A. Woods chief Engineer of the com Pany at Winnipeg wrote to Gordon Grant chief Engineer of the comm Sion As follows this is the Scanno n or. Woods stated that there should be a joint inspection of the line throughout there were Many items upon which the capital charge could not be fixed. On february 15 or. Chamberlin wrote to the minister of railways urging a similar Contention and stating that till the Road was completed the acquisition of five million dollars Worth of rolling Stock would be a heavy expenditure on the company especially under present conditions. On March 6, solicitor general Meighen. Wrote to Gordon Grant ask ing him to assure him that the rail Way was completed for operation and requesting him to Send a list of such portions As Are still under construct or. Grant gave this list which included the Leonard shops at Quebec the Branch line leading thereto from the main line of the n.t.r., and the joint terminals at Quebec. Upon these Only an Esti mated value could be placed. In this connection it is to be remembered that sir William Whyte in his finding several years ago declared that the shops and terminals were an integral part of the line. Rental cannot be fixed. Graham Bell and w. C. King the auditors also took the ground that their audit up to dec. 31 could not be taken As having covered the Cost of the line. It is therefore apparent that As the terms of the lease Are to be based on the Cost of the Road and As the Road is not completed the rental cannot be fixed. The fact that five million dollars appeared in the supplementary estimates last session for the completion of the Branch line to the Leonard shops at Quebec is evidence that the Road is not completed in the meaning of the contract there is no intimation in any of the correspondence that the company in tends to go Back upon its agreement.
