Wilson when he began his argument yesterday on the evidence submitted to the Mathers commis Sion in connection with the Kelly contracts. In his speech in the House or. Hudson charged that the con tractor had been overpaid approximately that this figure was thousands and thousands of dollars below the True Mark or. Wil son has set out to establish. His address to the commission will be continued today. As a starter the Liberal lawyer asked the commission to find that Kelly knew about the intended changes in design before he got the contract. He further suggested that the evidence shows Kelly was permitted to see his rival s tender before putting his own in finally. Next or. Wilson intimated that the report of John the expert employed by the commission act inquire into the construction of the building will say that there was an overpayment of on the caissons alone. Or. Woodman was in conference with the commission yesterday morning. According to counsel he then stated 1 that the caissons for which Kelly received less on account of the piles superseded Are Worth Only and 2 that if proper material had been used a much smaller amount would have been required to carry the building it is expected also that or. Woodman s report will endorse that of Paul Schioler in the respect that it will say caissons could have been sunk cheaper than the piles originally specified. Assuming that the amount mentioned by Kelly in his tender As covering the Cost of the piles would really cover the Cost or Wilson re minded the commission that f. W. Simon and v. W. Norwood reported to the government that the Cost of caissons should not be More than 25 per cent Over the Cost of piles. On that basis the caissons ought to have Cost Only. In other words instead of paying Kelly an extra of for the foundations the government should have paid Only however it. Was not contended that the represented the pro Bable Cost of the pile foundation. That sum said counsel was simply put in so that when the change was made Kelly would have to make Only a Small deduction from his main contract. The evidence showed that persons in authority were prepared to agree that Only should be deducted. Or. On the last Day of june the highest temperature for the West was 79 degrees and the lowest 30 on july 2, the highest temperature reported was 61, and the Low temperature ran from 39 to 32 on. The 3rd july 71 was the warmest recorded several Points were Down to 35, and very Many As Low As 40 degrees on july 5, the highest temperature was 71, and during the Twenty four hours the lowest recorded by the meteorological Bureau was 33, but frosts of one or two degrees occurred at several Points both in Manitoba and Saskatchewan on the 6th of july the thermometer touched 78 on the High Side and 37 on the Low on the 7th 80 degrees was reached and the Low Point was 38, with Many Points around 42 and 43 on the 8th. One Point recorded 86 this was Emer son and it also enjoyed the lowest temperature 36 degrees in the Twenty four hours. On. In querying its correspondents for the present report the free press asked the following questions what percentage of wheat is in full head also other grains is More rain needed is hot dry weather needed at what Date will cutting of wheat be of 176 Points queried 157-re plies were received. Of these 50 were from Manitoba 2s from Alberta and 78 from Saskatchewan. These re ports show the following conditions in the three provinces in Manitoba. 36 Points state wheat fully headed out the balance. 60 to 76 per cent headed. Nine Points in Manitoba need rain very badly. All want hot weather to Complete the crop. Twenty two Points Given favourable weather expect cutting to be general on the 15th of August 13 Points on the 20th 3 Points on the 10th. And the balance Between the 25th and the 30th of August. In Alberta 9 Points report 90 per cent weat headed 2 Points 75 per cent .12.-Points 50 per cent and the balance 25 per cent. Alberta wants no More rain. In fact Many Points report too much. Every Point heard from is clamouring for hot dry weather. One Point in Alberta Hopes to commence harvesting by the 15th of August three it to be general by 20th 10 by the 25th 8 by the 1st of september and the other Points state that under exist ing weather conditions it is impossible to say.
