Reason for conditions of labor congestion and unemployment in Canadian cities which obtained during past two years is furnished by an analysis change in character of recent immigration As disclosed in statistics just published by immigration depart ment. It is significant of Alli Ance of present government with manufacturing and capitalistic element that during past three years there has been a steady in crease in proportion of labor ing and wage earning class of Immi Grants As compared with a decrease in proportion of agricultural class in total immigration. The immigration of general labourers and mechanics has been greatly increased during last three years. The immigration of Farmers and farm labor ers has correspondingly decreased. Figures of former years. For three fiscal years 1909-12, which practically comprise last three years of Laurier govern ment s control of immigration policy figures show total Arri Vals of Farmers and farm labourers general labourers and 110.120 mechanics. For next three years under a new direction of immigration Effort total arrivals have been Farmers arid farm general labourers and 1g9.00j mechanics. The volume of total immigration for each three year period is nearly same but present govern ment has brought in fewer agriculturists More labourers and More mechanics. The re sult of this policy is evident in present labor congestion which already Well set in before War started and in general Scarcity of farm help. Expenditure increases. Last year despite depressed Industrial conditions general laborers., and mechanics were brought to Canada As compared with Farmers and farm labourers. In 1913-14 arrivals of general labor ers totalled of mechanics As compared with farm ers and. Farm labourers. Fourteen houses were seriously damaged. The zeppelins were engaged at some Points but succeeded in getting away from our aircraft patrols. By Are Strong indications that Serbia will give a Flat refusal to demands announced by bulgarian Premier rados a off three weeks ago and that Hopes of entente allies of bring ing Bulgaria into Alliance will come to nought according to some diplomats Here. Serbia s formal re ply has yet been Given but those Best lighted a diplomatic quarters say thai. Bulgaria s demands far exceed anything that Serbia could pos Sibly yield. The outcome is being watched with keenest interest by Chancel lories throughout Europe As Bulgaria is chief obstacle to United action by Balkan states in joining entente allies and thus throwing Balkan Barrier Between Central Powers and Turkey. Return to original treaty. Bulgaria contends that by a treaty with Serbia latter ceded to bul Garia about seven thousand Square Kilometres of Macedonia which bul Garia was compelled by great Powers to relinquish during her enfeebled condition after second Balkan War. Bulgaria now insists that original treaty be carried out and that unless she secures return of Macedonia she will refuse to join other Balkan states in assisting allies. The present Issue has renewed soldering feuds among Balkans and much bitterness is said to have developed in course of negotiations All pointing to Serbia s refusal to yield Macedonia and to Bulgaria withholding her support from entente Powers. Officials of both sides say however that negotiations have not yet been abandoned and that much depends upon attitude of serbian Parlia ment which meets next monday Al though personally they see Little Prospect of Accord. The Mir a newspaper of Sofia Bulgaria in its Issue of july 13, published following editorial article on status of negotiations be tween Bulgaria and great Britain France and Russia there is today no indication that an understanding can be reached be tween Bulgaria and. The entente Powers. The reasons for this Are numerous. Haw these negotiations begun earlier in War they would have progressed More rapidly. It is also True that if Shere existed greater Confidence Between two parties an understanding would not have been delayed. Nevertheless principal reason for delay is to be found elsewhere. The triple entente Calls for help of Neutral nations in name of Justice and of Liberty As Well As in name of Unity of Peoples concerned in a durable peace. With this end in View entente Powers Are Labouring to appease reciprocal hatreds among Balkan Sta Tes and to substitute relations toward hostile feelings at resent existing Between bulgarians serbians greeks and romanians. The entente Powers in Pou Parlers with these states persist in this idea. This being so Mission of entente Owers is complicated not to say impossible. The difficulty arises from intransigent attitude of Balkan states toward each other. Want injustice corrected. Bulgaria cannot embark in an other War without guarantee that treaty of Bucharest shall be torn continued on Paffe seven declares allies by All lawful Means must prevent Cotton reaching their enemies London. Aug. Robert Cecil parliamentary under Secretary foreign affairs in course of a for interview today defining British government s attitude in complicated Cotton situation made this statement allies Mast by All lawful Means prevent Cotton reaching their enemies it May be considered Neces sary to make Cotton at same time. Lord Cecil studiously refrained from any hint that commodity would be removed Flora free list at any specified Date or that government had evolved any solution to meet de mands 1 of american Cotton growers and Neutral Consumers he explicitly however that if Cotton made contraband England would consider act Legal and internationally justified. His statement being first in behalf of government outside parliament relative to Cotton and coming at a time when Public is clamouring for drastic action to shut off Supply from Germany is taken in some quarters to presage this step in near future. Lord Cecil s statement which is prefaced with explanation that it de scribes government s position concerning Cotton so far As it is at moment possible to Denne it follows in full lord Cecil s statement. The British government acting in conjunction with its allies is giving Cotton situation its continuous and most Earnest consideration. The government is fully aware of importance of Cotton to America we fully understand that upon a Satis factory adjustment of matter depends to a considerable degree welfare of nearly a Quarter of population of United states. The welfare of whole population of great Britain however also is involved As Well As that of All great Britain s allies for whom British government is acting in. These and other matters concerning contraband and Trade. The fundamentals of situation Are quite Clear. The allies must by i All lawful Means prevent Cotton reaching their enemies. That is a vital military necessity which All world will recognize. At same time an equally important consideration must be Given to a great Cotton producing country like am Erica and to consuming countries like Sweden Norway Denmark and Holland. A policy must be devised which will respect legitimate rights of neutrals and yet safeguard j Les intimate interests of allies and inflict As much pos sible upon our enemies. May declare Cotton contraband. Cotton has not yet been declared contraband but under our blockade All Cotton which is believed to be destined for Germany is stopped. It May be considered necessary to make i Cotton contraband. There is a de j Mand in Allied countries that this should be done. There is assuredly i ample justification for action i it is deemed Cotton is a very important an essential ingredient in fact of propulsion explosives. Copper a con Traband by All Laws of nations and yet in War Cotton has been Shon important Copper. There May be a substitute for Copper in making munitions of War for Cotton there is no known substitute. If american cot ton goes through to Germany germans use it to kill Allied soldiers. Therefore Cotton must no go to Ger Many. Making Cotton contraband would be a distinctly Legal action and can be internationally justified beyond protest. So far As America is concerned however problem of marketing Cotton on this Ide would undergo Little change. American cot ton destined for Germany is now stopped. If products were made contraband it would be stopped in same manner. The principal difference would be if Cotton were contraband shipments from America were suspected of being for Germany would be seized and would be liable to confiscation by prize court procedure if proof were obtainable of German Destina Tion whereas now Cotton is seized but. Not necessarily confiscated. Permit Neutral trading. In any Case whether Cotton is contraband or not allies must permit Neutral trading in this pro duct. American growers must be Given their Market in Neutral coun tries even if they Are adjacent to Germany and industries of those countries must have Cotton required for their own needs. How to permit this Supply to move for Ward and yet safeguard allies interests by making sure that none of it will go to enemy constitutes a complicated problem of great dimensions. We Are interested Only in keep ing Cotton out of Germany. We not Only do not object to its going to Neutral countries but we in fact Are anxious that it should go in order shall be minimum inconveniences to neutrals concerned. It is obvious what loss of. German and austrian markets will mean to american Cotton growers. We fully realize that if there is no German and austrian outlet prices May go do in and that americans will Sumter unless some Means Are devised for compensation. Proposals in that direction have been made Ancl Are receiving careful consideration. What will come of them i cannot say at this time. Certainly i am not at Liberty to imply that favourable action will be taken nor will i say that it will not. All americans must be fully of complicated and Gigan tic character of any scheme of this sort Ancl study of it will re quire care before being put into operation. I Hope America will not be. Impatient but will rest assured that governments of allies will give every consideration to legitimate interests of All electrician drowned.
