This sub clause provides that for the purposes of franchise the allegiance or nationality of a person As it was at the birth of such person shall be incapable of being changed or of hav ing been changed merely by reason or in consequence of marriage or change of allegiance or naturalization o7 an other persons or otherwise than by personal naturalization of such first mentioned person.
