Winnipeg Free Press (Newspaper) - May 7, 1920, Winnipeg, Manitoba Manitoba free press Winnipeg Friday May amendment fails 10 satisfy Cociu Inrod from 1. That the amendment proposed by for. Guthrie did not go far enough. There was a great Deal of confusion about what the clause and the amendment mount. The whole difficulty arose from the fact that at an tempt was made to enact a Law which was in direct contradiction to the Law already on the statute books. The government was trying to reconcile two irreconcilable things. The wife of a British subject had always been considered a British subject. But the proposed Law said in so Many words that she was not a British subject. The whole thins was an Absurdity and should not be put on the statute books. The clause would be better struck out and an amendment to the amendment moved that sub clause of clause 29 be deleted. This sub clause provides that for the purposes of franchise the allegiance or nationality of a person As it was at the birth of such person shall be incapable of being changed or of hav ing been changed merely by reason or in consequence of marriage or change of allegiance or naturalization o7 an other persons or otherwise than by personal naturalization of such first mentioned person. Tif Cate from a judge jurisdiction in naturalization proceedings. Mackie supports amendment h. A. Mackie East Edmonton said he would support the amendment. There were Many galician in the i West who were being looked upon As austrians until the league nations j decided How they were to be classed i Many of them came from parts of Austria which were placed under polish jurisdiction. They were not j alien enemies in the sense that they j were nationals of a hostile country. S. W. Jacobs Montreal said this was a vital matter to foreign born people in Canada. In Montreal alone i there would be in this class. The object of the clause he main i trained was to prevent As Many As pos sible of the foreign born from to tins in the next election. He challenged or. Guthrie to refute this statement. The government would let negroes and mul Attas 1 rom any i of the South America republics j such As Hayti or Panama vote but. Would deny the e same right to Tho heroic women of France and Bel Gium. J. F. Johnston last Mountain asked or. Guthrie what Good reas on there could be for making the Brit ish subjects travel Many Miles to secure the certificates from a Juilo. Women whom the Law said were British subjects would have to in cur expense e and of away from their families for a Day or two in order to make their application to a judge if they happened to reside in a Rural j District. Or. Guthrie replied that there was no reason Why a District judge should not hear these applications at an other part of the District than the county seat. They had no Jutis Dic Tion Over the whole of their District. If any change in the language the amendment was necessary to overcome the objections which were being made the government was ready to accept suggestions As to Thos e changes. Water Board May adopt system of surface drainage Clever pupils stage lady of the Lake William Whyte mgr. Preserves roads prevents dust it is probable that the greater Winnipeg water District Board will adopt 11 system of surface drainage in order to prevent havoc to the pipe line by Alkali rather than the elaborate and costly scheme which has been before the aboard for a considerable time. Yesterday inspected portions of the Aqueduct which had been Laid Bare for the purpose of investigation. These portions were in an area ten Miles in extent out of St. Boniface. It was found that in about 25 per cent of the places inspected the Concrete showed some deterioration As the result of Alkali. It was. The general opinion however there was no immediate danger. In the Vicinity of those portions of the line chiefly affected there Are big stretches of water and the majority of the members were apparently of the opinion that if this water could be drained away All danger would be removed. This it was stated could be done at considerately less Cost than would be involved by carrying out the finder drainage scheme originally pro posed. Under this scheme about 18 Miles of the pipe line would be. Under drained and the expenditure has been Esti mated at at out half a. Million dollars. Junior High school students do themselves much credit the first play to be by the Junior Hig h school pupils of Winni Peg certainly improved an unqualified Success As those who witnessed the elaborate portrayal of sir Walter Scott a lady of Tho Lake by the eighth Grade pupils of Earl Grey schol lost night unanimously Testi fied. Showing much greater Talent than could to expected of such very Youthful actors the Chil Dren provided an entertainment of the highest Merit which was enhanced by the presence of tames Blythe s orchestra rendering classic numbers Between the acts. The Story dramatized miss 1c. Thompson one of the teachers of Tho school was acted toy boys and girls none of whom was Over 1g years of age most of the cast toeing Only 13 or 14. Tho extremely Youthful appearance of Robert Illeker belied his histrionic ability for he proved in both love and War fully worthy of the role of Fitzjames which to portrayed like a Veteran. Pretty Little Jean Kirk with her Brown hair and bewitching smile made a charming Ellen and James thrilled even stage weary grown ups with his dashing interpretation of Roderick Dhu. Ellerker and Gowler covered themselves with glory and brought wild applause from Tho audience by their sword play and hand to hand tussle in the Coila Togle Ford scene. A truly Highland atmosphere driven to Tho first scenes by the introduction of the Highland fling Tiance by sixteen girls to the music of Piper Sutherland s bagpipes and the singing of Hail to the chief by a. Largo chorus of boys and girls Clad in Highland garb. Very effective was the rendition of ave Maria by miss Dorothy Eilis and Jia Cgregor s gathering by v. L. Davies both pupils of the Earl Grey High school. The dramatized of the play could have conceived nothing prettier than the closing scene. This scene in Tho icing s audience chamber in Stirling was brought to close by the dancing of the minuet by Tho lords and ladies of the court the charac ters of the play remaining upon Tho stage in the background. Both this dance and the Highland dancing in the first act were perfect in every detail the children having been trained to the highest pitch of efs Cliency by their physical instructor miss Annie Radcliffe. The costumes worn by the girl3 Wero designed by miss and mrs. M. L. Graham arid made by the girls of the household arts depart ment. Tho excellent scenery used in the play was partly donated by St. Ignatius Church and partly painted by m. Fanchon Are instructor of Kel Vin technical High school.
