The statement of the commissioner that the greater portion of the criticism levelled against the department emanated from people who were non taxable brought Forth certain suggestions which May later crystallize into Law. V h. Keeper of port Arthur enquired whether it would not be a thing to make every person Jio matter what their income or wages pay a nominal amount. This he thought would obviate some of the kicking.
