As for the general advisability of providing agriculture by some Means with a better method of financing it is to be remembered in the first place that the Canadian Farmers particularly those of the West produce largely for Export. In the world Market they must meet the Competition of other agricultural countries which in some cases have advantages Over Canada in regard to transportation costs charges for Money and otherwise one of the things that we must do in order to meet that Competition is to lower the Cost of production. That can be done in part by the judicious application of an increased amount of capital when the rates on agricultural Loans Are too High Farmers who could use the Money to advantage refrain from borrowing. If cheaper Loans Are made available they will take the Money improve their equipment and their methods of farming and thus put their business on a More efficient basis. And there would to a corresponding increase in farm production under conditions which would make farming More profitable than at present.
