Provincial and Dominion parties a number of provincial general elections Are in Prospect for Brunswick and Nova Scotia certainly and prob it Saskatchewan As veil. The contests Are Likely to Supply evidence As to the i advisability of mixing up provincial and Dominion custom now All but i Universal but which 811 n very easily be demonstrated by an Appeal to the record is f Jong no of no Benefit to the parties themselves while its of t is injurious and sometimes disastrous to the. Interests of the provinces. Sir John Macdonald in a private letter in 1868, gave this As As to the right relations Between the Dominion and provincial parties _ my own opinion is that the general government or parliament Nav no More regard to the status or position of the local govern than they would to the prospects of the ruling party in the of Quebec or it is True that sir John Macdonald did not live up to the Rule hich he thus Laid Down but this does not affect the soundness of the principle. It simply proves that John As for Many other Public men it was easier to see the right thing than to do it. It times an identification of provincial and Dominion Politi Cal interests is for the apparent Benefit of a political party upon which occasion the one Ness of the two parties is certain to be dressed but by and Large the political disadvantages overlap the advantages. It is known for instance that the managers of the Dominion Liberal party Are very much worried about the prospects of the provincial Liberal parties in new Brunswick and Nova Scotia. Prince Edward Island went conservative a couple of years ago and there is Lively apprehension that new Brunswick May do like Wise with lie possibility of serious reverses for the Nova Scotia liberals who have held office for forty three years. It is entirely irrational that the Dominion Liberal govern ment should be More or less at the mercy of provincial Liberal governments Over whose actions it has no control and for whose record it should have no responsibility. The connection whatever it May have been in the past is at this time distinctly burdensome to the Dominion liberals and they would doubtless like to be Well rid of it. There arc provincial parties in All the Western provinces which have far better chances with the electorate if they were not burdened with a Dominion connection committing them to policies not acceptable to ave Stern voters. In Saskatchewan where a provincial election Campaign is going on an attempt is being made to put the admitted strength of the Dominion progressive party to provincial use. The argument is Heing used that if the progressives Are Ever to attain Power at Ottawa they must capture the provinces first therefore All supporters of the Dominion progressives should support Provin Cial progressive candidates in the coming election. If a political connection of this character can be established it May help the provincial progressives at the ultimate expense of the Dominion party since it must inevitably Cost the latter the votes of Many electors who have been supporting the Liberal government in Saskatchewan and the progressive party at Ottawa. That a considerable body of electors have been thus allocating their votes is shown by an inspection of the voting returns. There is of course a fallacy in the Appeal. It does not necessarily follow that a Dominion party is helped by having a party of the same name in Power in a province. The Dominion progressives would be much stronger than they Are if there had never Lieen a progressive government in Ontario. They Are in no Way responsible for Peter Smith but they Bear the Burden of his sins. We have been discussing the question on the Low ground of a political advantage Point out to the political parties in fact it does not help them As they think it does to operate in both the Dominion and provincial Fields. When the Case is put on the grounds of Public interest it is stronger. It is a misfortune for any province to have its government actively inter ested in the fortunes of a Dominion political party. It ought not to be necessary to stress that argument in this province. For the past 37 years with the exception of three Brief periods the govern ment of Manitoba s political associates at Ottawa have been in opposition to the Dominion government and this province has in one Way and another paid a Long Price for the resulting political warfare. A question like that of the natural resources in which a number of provinces on one Side and the Dominion on the other in comes practically insoluble owing to the constant manoeuvring position by the various political parties involved. The provinces suffer most from this injection of politics into relations Between them and the Dominion. They get nothing like the consideration they would receive if their relations were on a business basis and detached from Dominion politics. We Hope to see Public opinion in our provinces move in the direction of demanding a divorce Between provincial and Domin Ion parties. The present arrangement persists because the party managers imagine that there is some advantage in it and it will continue until the Public disabuse their minds on this Point. When a provincial party gains support by dissociating itself from All Dominion connections the custom will end. That time is not yet but we think we see it coming. It is hardly fair to ask the people1 of Canada to pay prices that would make it profitable for seventy five shoe plants to carry on in Canada. If a mistake has been made by. Cer Tain individuals in building shoe factories when the Industry was Al ready overcrowded it is going a Little far to ask the people of can Ada to put up the Money to pay for such blunders. Credits for Russia the proposal of the machinists Union endorsed by the Winnipeg trades and labor Council government of Canada be urged to Grant credits to the soviet govern ment of Russia so that it could place orders in this country is not Likely to receive much Public sup port Canada has had some experience in granting credits to Greece and Rumania which does not Sug Gest that we should continue that plan of encouraging Trade. Trade relations have been re stored Between Russia and Canada and Russia can make All the Pur chases in Canada that sue isl Abl to finance in a satisfactory Way. But there is a considerable differ ence Between this and Canada s extending credits to finance Sulci Trade. Why credits to Russia and not., to other countries that would buy our wheat Dairy products i manufactured goods and the chief reason Why credits should not be Given to Russia is that she is still unwilling to suppress the subversive propaganda is sent out from that country. So Able to control matters in the Bengal legislative Council that Theu again Defeated the vote for the payment of the minister s salaries and so have again forced the administration of the province into the hands of the governor in Council. To sum it up As common place. There were few particular outstanding debates no legislation of really Paramount importance was put through no records were either damaged or particularly enhanced. This is. Not to say that the usual amount of Bills were not introduced nor that members visually failed to pay attention to the business of the House in a Maii n deserve criticism. Lation however while of interest does not strike one As having been of a nature to make political capital either for the government As having enacted it or for any of the opposition s groups for their efforts to pre vent its inaction. The increase of the gasoline tax to three cents was fought Verv. Strenuously by All the opposition groups but it will not be Likely to weaken the government in the country and with Only one seat in and not Overly Bright prospects of winning Many More in the event of an election it is doubt Ful. 1c the opposition will get much Comfort out of their attitude. The suburban municipalities Bill which caused the proceedings to last out till is admittedly Only a preliminary step in of a solution of the problem. The opposition in the House to the measure was mainly on account of the fact of its late introduction. There was some objection to the provisions which deprived the municipalities from electing their own representative to the Central Board but that was remedied in committee of the whole. M v to the amendments to the liquor control act also caused a Good Deal of opposition but on the whole the government made out a fairly Good Case for using some of the profits for enforcing the Manitoba temper Ance act. In this connection How Ever it might be mentioned that As soon As Saskatchewan s new. A liquor a it came into Force they repealed their own provincial Temperance act and. Manitoba might Well consider doing the same the objection to the present measure would not then.arise., the tightening up the Rural credits act May prove to be Only a temporary measure. Doubt less of the Federal government acts on the report from or. Tory some new measure will be needed. With a Federal election in. Sight it would not be surprising to see some legis lation by the Dominion parliament along the recommendations both the Good roads Bill and the co operative marketing Bill had fairly easy passages and May be said to be in line with Public opinion in the province. The government is Down controllable expenditures although not. To a very marked degree. Admittedly Educa Tion is the cause of the greatest bulk of these now but a auction of the Cost of this depart ment of the government will involve a in policy and pos opinion would not port this. Of the parties in the House the government members Are still As solid if not stolid As Ever. The Cabinet ministers seem to have acquired now the requisite of their departments and on the whole Are pretty Well up to the Standard of previous administrations. The Back benches Are. In. Some cases coming along a Little. Probably in the event of a couple of vacancies there would fill them not that any vacancies Are in. Sight though there is some Tilk of further reorganization. The oppositions have been much As aggressive As Ever with the. Bulk of the fighting being done by the conservatives. It is a. Sort of party of All the talents. Or shall it be said a group of. All leaders it looked on the whole As if tory group was less Long winded than in previous sessions. Or. Evans for notably less pc Der Ous. It did. Not in the aggregate appear As though their attacks on government policy bad any great influence it being impossible to Overlook the fact that it was always Uncertain just How much of the criticism was opposition for opposition Sake How much was intended to Bif helpful and How much was straight politics. An there in no evidence available that Manitoba is by any Means yet ready to accent tory politics As its guiding principles. Mrs. Rogers As usual was attentive to matters that come particularly within her sphere of interests but As an official opposition the Liberal group distinctly was not. W labor was markedly less Long winded. John Queen has a saving Grace of humor and a breadth of feeling that enables him to get at Tention to his. Remarks degree which does not apply to other Mem Bers of his group. Or Farmer Al though of course of. Alty chair is still an efficient observer of the interests of the City.
