Those figures in themselves state the financial problem and while they do not suggest a solution they Point out the line of action that should be taken. This immense running perhaps to a billion and a half would have to be incorporated in our annual debt with not even a bookkeeping entry to show against it. By letting things continue As they Are the government puts the Canadian National management up against an impossible task with inevitable resultant discouragement affecting initiative and morale. But this is not the full extent of the damage. The minister of finance must realize that the credit of this country is being affected by Canadian National financing methods. The railway borrows Large sums of Money yearly for developmental and equip ment purposes the Loans being guaranteed. The minister of finance in his discussion of Dominion finances treats these Loans As indirect liabilities. With the railway making the showing that. It docs these Loans Are nothing of the kind they Are in. Fact to i i Nave not availed them serves to any additions to the National debt. No person whose opinion is of j extent Trade opportunities importance to Canada such As International Bankers would be deceived for a moment. The importance if not the necessity of re capitalizing the Canadian National so that it can have a reason Able Prospect of paying its Way thus enabling it perhaps to do its own financing must be coming Home to or. Robb. The Way out for the Canadian National is a steady climb in operating Revenue. This improvement can be brought about by increased business of which there is a fair Prospect and by increased efficiency in operation and by internal economies for which there is doubtless still plenty of room. If the country will play fair with the Canadian management it will undoubtedly be rewarded by a steady improvement in the annual showing. But where is the encouragement when As in the past year a bet betterment the result of increased Economy and efficiency is need out by an increase in the interest owing to the Dominion on an indebtedness which Rolls up every year it would be Good business on Many grounds to relieve the Canadian National of this incubus which represents a National bad debt and then set the management a definite an increase in operating surplus within five years to an amount sufficient to take care of he interest on the funded debt. The general Tariff is 2.20 cents a Pound but by a special arrangement sugar from Cuba pays Only 1.76 cents a Pound. This results in All the foreign sugar consumed in this country being imported from Cuba and enables Cuba to dispose of her entire crop in the nearby territory of the United states. Cuba Only gets this entail because some sugar has to be imported. Now certain other natural pro ducts have to be imported but the american producer will naturally demand that the Tariff be so adjusted that the imported product will not come into Competition with it will merely fill the Gap Between Domestic production and Domestic consumption. Big car and saying on our left is Tho pub Lic and on our right we have Tho Public Baths and right where we Are heading is the Public in such condition you might Sec an Odd one or two of these Tav erns but unless you walk about slow and thoughtful you could never appreciate what a grand lot of drink ing shops throng the streets of Montreal. This was How we located the jail by not asking any directions but just the Sams like a lot other citizens that is where we landed and when we arrived they were unloading a lot of new guests out of an Iron Clad Street car which we thought rather Odd Here was a City which had to have Street cars for its prisoners. This certainly makes Winnipeg look like a very Small town because in Winnipeg we Only need a Little bit. Of a. Motor car for our prisoners but Here was a great Long steel Box car running on the trolley wire and loaded up with cargo. We saw the boys hop out of their car and into the jail and a Fine big jail it is none the worse for a cleaning perhaps but Nice and massive and ugly. There Are Beautiful the mesdames in Tho St. Catherine Street shop windows and undoubtedly Blue is Ono of the Premier colors of this season s styles Blue and russet shades of Brown those so agreeable autumn Leaf Browns. Hats really not so this Price and very exquisite chapeaux of la la but these Madame Are priceless you get dear lady the Shock inside the shop and the Dearest French silk Batiste scarves Fine As cobwebs and dyed in the brilliance of the setting Sun. A fellow too can buy a. Very nifty pair of shoes for five dollars and a very neat Spring overcoat for trifle Over Twenty. And. There Are nuns in Montreal lots of them in their ample Black gowns but this time we. Saw two tonsure monks in Brown Robes and.
