How then has the present trouble Arisen diehard Tor ism never a i Cepter this democratisation of the British Constitution. It especially Dis liked the provision that the aristocrat i tic House should have no voice in i finance. It contends that under the i Guise of a taxing Bill the commons i might one Day smuggle through a i measure of wholesale confiscation. They therefore contend that a Defini Tion of what is and what is not a i Money Bill should be determined by a joint committee on which both houses shall be equally represented. The Mons on the other hand maintain that in s is n restoration of the old claim of the lords to share the Power of the purse with the commons and j As they have never recognized the right j of the to per House to meddle in i finance they Are not prepared to con cede equal representation on a vital committee dealing with Money Bills. Their View is that the lords must Trust to the common sense and integrity of the people in this matter. The leaders of the lords realizing that their House As it present constituted does not carry sufficient weight and authority with the nation have been urging that it should be reformed. But they have never been Able to make up their minds to abandon their hereditary privileges and Trust to elec i Tion or nomination by the Crown. The champions of the commons Are not too keen about strengthening the rival House. They would prefer that it should remain in the present condition of antiquated and picturesque ruin. Hence the paradoxical spectacle of the extreme conservatives striving to strengthen elements in the House of lords whilst the More demo cratic parties Are Content to leave it j of it is. It is a characteristically Brit ish scrap. J present crisis the present political crisis has Arisen owing to pressure upon the government i from its diehards to Deal with the j problem before the end of this Parlia ment. The recent Bye Cle colons have Given them a fright. They visualize the Prospect of a Radical socialist Parlia ment coming in with schemes of plan t Der arid subversion which threaten the j interests of property and the whole of i the economic Structure of the so they Are urging that their govern-1 ment should set up adequate definite defensive ramparts against the advancing hosts. Hence these ill starred proposal which have brought so much Dis credit to the ministry. The reception accorded 10 the government plan for Reform is throughout typically British. It proves How deep is the sense of continuity in the Brit ish mind. Historical sense quite unconsciously dominates a political situation in this country. The imme Diate effect of this uprising of the More progressive conservatives is the defeat of this particular Reform. The revolt of Young in and out of the House of commons against their own leaders is full of significance and May yet produce re sults that will influence u the course of government in this Coti try.
