Anglo French pact is either the Clumsy est or the most pernicious diplomatic act of modern times. We know too Little about it even now after weeks of Dis Cussion to place it in the appropriate category. The final verdict will prob ably be that it was both mischievous and fatuous. The British government As indeed All the Peoples or the British common wealth have reason to be intensely grateful to the government and press of the United states for revealing to the British Public and the world some of the facts of the commitments into which the government of this country had entered with that of France. The whole transaction is amazing in the Fatu Ity of its secretiveness and in that respect it is probably without parallel or precedent in recent diplomatic his tory. It is customary when a govern ment has submitted a proposal to an other and the latter has forwarded its reply that both documents should be simultaneously published in both Capi tals by agreement if the first Docu ment has not already seen the what appears to have happened in the present circumstances is that the american embassy in delivering Kel Logg s note on the Anglo French naval proposals expressed the thought that the British foreign office would undertake the publication of both Docu ments probably in the form of a White paper. This however did not happen the foreign office declared either its inability or its unwillingness to pub Lish its original note to Washington at this moment so that the american embassy had no Choice but to publish its own note. It is permissible to ask what purpose the foreign office May Piave.
