Government s Spears for itself conservative tactics unfair to Manitoba the charge of is one of the noisiest War whoops of the conservative party. The charge is not misleading and untrue it is also extremely unfair to the people of Manitoba. It is unfair because the people Are entitled to expect their political leaders to defend the Good name and credit position of the province of Manitoba whereas conservative speakers Are waging an intensive Campaign in an Effort to convince the world that Mani Toba s financial position is unsound. The charge of extravagance is empty and meaningless because it cannot be substantiated upon a basis of comparison. Not one single conservative speaker has ventured to discuss on a Public plat form a comparison of Manitoba s financial record with that of other Western provinces the tons of conservative literature which have descended upon the province during recent weeks not one single Page is devoted to a discus Sion of How Manitoba s financial affairs have been administered in comparison with the administration of other provinces. The reason is obvious. Such comparisons reflect the greatest credit upon the government which Manitoba has had during the past ten years. In comparison with provinces having com parable population and similar administrative problems Manitoba s expenditures have been lowest and her debt increase has been least. This is the Only honest Way to judge the financial record of the government. It is the Only Way to be fair to the people of Manitoba be cause it properly reflects the favourable credit position and financial soundness of the province. Below will be found a direct and honest discussion of some of the features of Manitoba s financial administration during the past ten years 2q.qoo.ooo Saskatchewan Alberta Manitoba provincial expenditures for current purposes 1931 the Chart on the left illustrates the comparative expenditures by the provincial govern ments of Manitoba Saskatchewan Alberta and British Columbia in the fiscal year 1931. It will be seen that while the government of Manitoba spent the province of Alberta with approximately the same population spent More than that the province of British Columbia with a smaller population spent More than and that Saskatchewan with a slightly larger population spent in View of these figures the conservative charge of extravagance against the Manitoba government Falls to the ground. In deciding whether or not the Bracken government has been extravagant it is important to while the per capita expenditure of the City of Winnipeg and the Dominion government last year were and respectively the per capita expenditure by the Manitoba govern ment for All services was Only s21.00. ? s9.ooo.ooo expenditures increase . Alta 7.412. ,388 Sash. Man. 8 ii increase in provincial expenditures 193 1, Over 1921 this Chart shows the amount by which 1931 expenditures exceeded 1921 expenditures in each of the four Western provinces. In order to pro vide increased services demanded by the people the Manitoba government expenditures increased Over the ten year period. The in crease in Saskatchewan was f the in crease in. Alberta was and the in crease in British Columbia was these Fig ures show that since the present government assumed office Manitoba has had the most economical administration in Western Canada in every year since 1923 Manitoba s expenditures have been much less than those of the other provinces while the services to our people have not been curtailed. J3o.oco.ooo this Chart is a direct and Complete reply to the noisy charges made by conservative speakers with reference to the capital debt of debt in creases in the Western provinces for the past critical year and Over the follows increase increase 1931-1932 Manitoba. Saj Katch Ewari. Alberta. British Columbia. 1922-19.32 increase in provincial capital debts since 1922 this comparison serves to strengthen the credit standing of the Manitoba despite the reckless and damaging statements being broadcast by conservative speakers and literature. The in debt in Manitoba represents borrowing s to finance important undertakings demanded by the people and endorsed in the legislature by the conservative group. I Good a oads telephones Power farm Loams drainage buildings hospitals 2.803.000 vote for Liberal and chief purposes for which Bracken government borrowed Money 1922-31 thir Chart indicates the chief purposes for which the. Government of Manitoba borrowed Money from 1922 to 1931. The. Heaviest borrowing was for the purpose of building up Highway system to the Point where it is generally 1 concede to be the finest in Western Canada. The main system is Complete and future development May be concentrated upon the improvement of Market roads. The. Next heaviest Bor Rowings were on behalf of the Tele phone and Hydro systems both Revenue producers capable of paying off try air share of that indebtedness As i. To be noted that not one of the purposes for which Money has been borrowed can be labelled wasteful extravagant or reckless. It be noted also that if the pro gramme of capital expenditures advocated in the conservative programme of 1927 had been carried Forward Manitoba s Load of debt would be Many millions of dollars heavier than it is today.
