Of course it does not follow because the Canadian Cotton lords and the representatives of the English Trade have failed to reach an amicable agreement As to representations to be made to the Imperial conference that nothing is to be accomplished at this conference in the of restoring to the English Cotton Industry that reasonable percentage of the Canadian Market for it enjoyed until it was shut out by the remark Able series of Tariff devices beginning with the Tariff increases and Wohinc on to the arbitrary blocking of the channels of Oracle he extra leu Al oilers in cot Ucil. The matter will now be carried further and it. May Well prove to be the test question of the conference. Involved it is the principle upon which the present Canadian government has rested its restrictive Tariff policies. Adherence to this principle by the government will Render impossible any satisfactory solution of the. Problem of How to provide that balance of Trade Between Canada and great Britain which it is now necessary to establish if the conference is not to fail. As is natural under present circumstances we find the most uncompromising assertion of the principle which underlies the present Canadian Tariff policy in the Tariff declarations of the Cotton Industry. Our government May not be All Wool and a Yard but it is a textile government through and through. It owes its election in great part to the Active and determined support Given by the textile companies and it has reciprocated by falling in wholly with the ideas of the Industry As to the measure and character of the Tariff Protection to which it was entitled. The Canadian textile journal recently Laid Clown a series of propositions dealing with the Tariff in relation to textiles. One of these propositions reads thus the tariffs on British goods cannot be lowered without injuring Domestic another is in these terms retail prices generally in Canada Are based on the Cost of primary production in Canada and no matter How High tariffs May be raised Over the present level retail prices for textiles . Lowered As Domestic production added a statement made at the recent annual meeting of the Dominion textile. Company by its president and general manager. F. G. Daniels Tariff is intended to preserve the. Home Market for the Canadian manufacturer for those . Is capable economically and to meet those higher costs that Are largely beyond his by Reading these three statements together an accurate1 idea Cau be gained of the principle upon which the Tariff is built and administered. It is the principle of exclusion. The govern ment decides upon such evidence As May seem sufficient to it that a certain Industry is entitled to a virtual monopoly of the Canadian Market. It puts into effect not a competitive that is. One which permits a measure of outside but one that is in effect prohibitive. Behind this Tariff Wall the iat ored Industry takes Possession of the Market. It operates on the basis of Cost plus profits. Included in its total Cost of production Are those higher costs referred to by or. Daniels which Are of course the result of operating under a system of High Protection. If by reason of larger production costs Are reduced the Industry is prepared to lower its prices once it is assured of the profits which Are regarded by it As a. Suitable Reward. This is the Point to which the protective theory has now developed. There was a time when it called Only for temporary assistance for infant industries then it was developed to the Point where permanent Protection was but Only to a degree which would equalize costs thus permitting Competition. Now we have the theory in full Flower. The consuming Public is to be turned Over to a particular Industry. This Industry is to be Given the monopoly of supplying their wants along certain lines. It the judge of the Quality the pattern and styles the Price to which the Public obliged it decide what profits it requires. It will make Sulci arrangements for increased efficiency in the interests of cheaper production As seems Good to it. Subject to All these conditions the people allowed to buy and Wear Cottons. There is just one More step to go and it is Odd that it has never debarred to the Cotton magnates that if the theory is sound it is bound to be taken one of these Days. If. Canadian people exist for the purpose of wearing Canadian made Cottons to the sup posed end that wealth will thus be created and work supplied Why not National inc the business and turn the profit in to the state the inevitable end of Protection As it is now tending is state socialism. The Imperial economic conference affords an Opportunity to the forces that Are in. Favor of wider markets and Freer Trade to Challenge the whole Concep Tion of Protection embodied in the principles defined by the leaders in the textile Industry. All the interests that have to find a Market abroad for their surplus production which includes All the primary and Many of the secondary producers Wottle be justified in seeing a Little red at this suave assertion that the Cotton Industry has the right to operate at a profit even though this May add to their burdens already too heavy to be borne. These interests Are seeking enlarged markets in other British countries they know that not Only can Frey not get these enlarged markets but they cannot hold the markets they have if they do not make it possible for British imports to come into the Canadian Market in larger volume. Kiis is not possible while Ottawa remains firmly attached to the policy of reserving Large sections of the Canadian Market for Home manufactures regardless of such matters As competitive prices. The disagreement Between the Cotton interests of Canada and great Britain raises this Issue sharply and. The Canadian government will have to decide anew where it stands. If it adheres to what has hitherto been one of its profoundest convictions the so far As Canada is concerned cannot but end in failure. Temperamental person. This has actually been the situation since june 12. It affects an essentially important service of the Canadian National and seriously affects thei reputation of that railway. It Means a definite deterioration of tie , transcontinental service while its competitor has its service by putting on an additional through train. When the Public understand what has been done and what it Means in degrading the Public owned railway there an insistent demand that the Situa Tion be corrected. Until june 12 there was a . Through service across the Conti nent. It was planned to run a special daily tourist train from Chicago to Winnipeg and on to Jasper and Vancouver. But this plan was not carried out and in order to accommodate those who would have used this service it was decided to hold the Continental limited twelve hours in Winnipeg so that those coming from Chicago on the. Regular train could cont sect with if. After advertising the Chicago service the . Had to get out of an awkward situation in some Way but tha holding up of the transcontinental service for twelve hours is an impossible Way of doing it. There is the same delay at Winnipeg in the East bound service. It Means that the . Really has no through service and virtually hands Over most of the through passenger traffic to the . It is an Amaz ing thing that such a situation should have been allowed to develop and to Drift for weeks with out statement. This is one of the economies that being adopted on the Canadian National. It is no econ omy to sacrifice one of important services of the railway to surrender the Field to its competitor and to Sully the reputation of the Canadian National which in the past has stood so High. The explanation is either that the management of the . Has lost its spirit and its ambition to maintain the Standard of the rail Way or else there has been in fluence brought to Bear on the management by the government to effect further economies regard less of the effect in impairing the service and relegating it to the definitely inferior position of a second class railway. If the conservatives of Manitoba cannot recover from the sins of the Roblin government neither can the Liberal party of Ontario make against the record of the old Ross govern ment. The mail and Empire exclaims the corruption of the Roblin govern ment has banished the Manitoba conservatives from office for seventeen. Years and the corruption of the Ross government has shut out the Ontario liberals from office for Twenty seven years How Long will the much More heinous Beau Karnoil scandal inhibit the Mackenzie King liberals from return to Power at the mail and Empire is willing to lose a minnow to catch a whale. Let the conservative party suffer unending defeat in Manitoba it Only the conservatives can keep in Ontario and retain for themselves.
