Reeve Donald Hooper of St. James thought something should be known about the value of the Street railway to the new system. The value j. W. Sanger Hydro Engineer replied would be practically nil. The new system contemplated different sub stations. Ii we want an entirely new mayor Hall Day said the Street railway might Only have a Sal Vage value. In Otner words the com Pany has a livery stable and we want a Leport is presented a scheme of satisfactory transportation for greater Winnipeg contemplating the exclusive use of trolley and diesel engine buses was presented by a group of City and suburban engineers. The estimated Capi Tal expenditure to evolve such a sys tem is with an anticipated increase of sir native practices. The interest from the investment of reserves was assumed to be four per cent. Total annual fixed charges aggregated give company s views a transportation system of trolley buses and diesel buses exclusively in Winnipeg will give no lower costs than the present combination of Street cars and gasoline buses it is stated by H. Dahl vice president in charge of operations Winnipeg electric company in reply to the re port of the special engineers com Mittee submitted wednesday. In my opinion the report is Alto Gether too or. Dahl de to Hope to system care of Winter year at a Cost of approximately True enough a system which males use of City pavements altogether in Stead of operating upon steel rails and which does not have to provide anything at All for construction of City pavements could be provided at i Cost of 40 per cent less than a Tram car system but even at that it is my conviction that the Cost would approximate s30.00 per capita which for greater Winnipeg would mean an expenditure of approximately the trolley bus As a vehicle of transportation is not altogether new. Toronto purchased five of them Back in 1921 but discarded them after a few months trial. Of course the trolley bus of today is a greatly improved vehicle and admittedly there Are Many communities where Condo tax on crude Oil at the present time whereas there is a heavy tax on Gaso line. As i understand it justification for having a 7c tax on gasoline present time what is known As tue traffic actuated signal which makes it possible to avoid delays at any Simal Point if there is no Cross tray signal Point u4wjll axj1 j.10. V lug to tvs Tala a Lii Raoul Lilc is that this is to compensate for Wear Fly interfering. The number of stops per mile and the number of Passen Gers to be carried Are also factors. The general Tempo of passenger pedestrian and vehicular movement plays a part As and tear on the highways by the motor vehicle. If that is the Case then there is no reason Why there should not be a similar tax on crude Oil when used for motive Power by motor vehicles operating on the High ways. In fact the tax per gallon should he twice As High on crude Oil As on gasoline because a diesel bus will travel twice As far on a gallon of crude Oil As will a gasoline bus on a gallon of gasoline. I do not believe the engineers have contemplated that there would be any tax on diesel Oil and furthermore i believe that they have assumed that if crude Oil were used extensively in motor vehicles the Price would remain As at present. These i believe to be false promises. As for the trolley bus it is True that quite a few systems have introduced this Type of vehicle in certain cities in the United states and that it is More extensively used in the old country. There Are however none used in Canada. Taking North America As a whole trolley buses at the present time constitute Only one half of one per cent of the vehicles used for mass transportation. Federal election unlikely after tuesday s voting Ottawa circles counting Over results in Ontario and Saskatchewan sons would permit Good service to be 1 Only As a system employs the proper 10 per cent in passenger traffic due i under Twenty minutes. On routes principally in the suburban areas and in thinly populated sections where it is not necessary to give better than provided by this Type of vehicle exclusively. In cities the size of Winni Peg however i am convinced that if the object is to provide the bes service at the lowest Cost there is no other Way of doing this than to continue the operation of Tram cars on the principal routes and to con Fine the operation of trolley buses to routes where intervals Between ars Are in excess of five minutes and i one of the reasons Why Julene Var Tran 5 1 f 5 to More attractive equipment and better service it was estimated that the new transportation system could have operated during 1933 at a profit of in Normal years it was claimed it could be carried on at a profit or at lower fare schedules than exist today and the service rendered the Public would be better. With the present schedule of fares the system could be operated at a loss of per year on the basis of the same number of Pas sengers carried on the existing sys tem in year in the opinion of the engineers which might be special despatch to the free press from Lafi correspondent by Grant Dexter Ottawa ont., june parties wednesday morning presented a marked contrast. Liberals Are figuratively in the seventh heaven certain that the ver dict of the electors in Saskatchewan and Ontario is a death blow to what Ever chances of re election the Ben Nett government possesses. Conservatives Are in the lowest Depths of despondency and Are still telling Over mystified and incredulous the tale of conservative Strong holds that have fallen to the enemy made in the operation of trolley the rank and file freely concede that buses or diesel buses were detached 1 it Means the end of the Federal gov from the operation of the Tram car i Ern ment. There is More Justifica-1 both parties obtain satisfaction Tion for exempting Street cars from from the showing made by the . Paving charges than there is trolley j although in different degrees. The reports from Ontario constituencies disclose the significant fact that the no City of any size uses them exclusively. Says Cost would not be Cut a transportation system composed of trolley buses and diesel buses exclusively in Winnipeg would give no lower costs than Are procured by the combination of Street cars and Gaso line buses at present in use. It is vehicle on the proper route that there is Hope for reduced operating costs if certain charges such As paving charges for which no allowance is Kat Chewan where Federal conserva Tives View with Complete incredulity result which it is believed is with out precedent in democratic coun tries. A government has appealed to he electors and has suffered com Jolete defeat not electing a single number in the new House. The common View at Ottawa is that the effect at the provincial elections will be to postpone for one year the dissolution of the Federal parliament. This is the emphatic opinion of the conservative members. As they see the situation it is not a question of whether or not they can be re elected but of How much the grand old party can save from the wreck. And it will materially assist them if the govern ment holds on for another year ensuring such financial assistance As another session Al indemnity would bring to them. Liberal elation Over election re sults is tempered with a feeling of sympathy for some of the fallen. The defeat of Hon. M. A. Macpherson in Regina came As a Surprise. His Abili ties As a Public Man and his services to Saskatchewan were freely con ceded at Ottawa by Friend and foe. It is reported that his Elevation to the Saskatchewan Bench will follow Al most immediately and there will be wide approval of the appointment. In Ontario it is believed that the Bennett government will come to the Rescue of some of the fallen leaders. Hon. T. L. Kennedy minister of Agri culture. Is a most Likely selection for the Dominion marketing Board i and when it is established. Hon Charles Mccrea minister of mines May either go to the Bench or the chairmanship of the railway commis Sion. Trolley buses have been instituted As much As they have would automatic . Candidates attracted Little Cally be wiped out. Strength 1 rom the Liberal party but said to be the poorest from Revenue Point of View. Allowance was made for total operating and maintenance expenses taxes on vehicles and property percentage levies and interest and depreciation aggregating mention was made that no provision was made for pavement costs As the engineers Felt they were not pre pared to express an opinion on the extent to which a transportation Utility operating buses was responsible for the construction and maintenance of Street pavements. Use 1933 figures As basis Twenty minutes service some form of j which should prevent the Makins of a gasoline or perhaps diesel bus is j any Hasty decision to adopt either the cheapest Type of transportation to i tue trolley bus the gasoline bus or i the diesel bus As a substitute for the i electric car. We must take into bus i account late developments in the 1m which is Given considerable Promin j prove ments of the electric car. The there is another consideration Cut deeply into the conservative vote employ. Deals with diesel bus with regard to the diesel ence in the report this subject was Gliem much thought and consideration at the recent convention of the Canadian transit association form Erly the Canadian electric. Railway held at Toronto. There Are no diesel buses in operation in either Tho United states or Canada although Montreal acquired one two years which it has been operating for experimental purposes. D. W. Har vey general manager of the Toronto transportation commission sent one of his engineers to England and the continent to study this Type of vehicle and after visiting various factories and cities where this Type of vehicle was in use his report to or. Harvey was of such a nature that the Toronto transportation commis Sion has decided to do nothing with diesel buses for the time being. Con the total Revenue obtained by the i Sid Erable Progress has been made in Winnipeg electric system and its recent years in developing this Type of vehicle but there Are still some faults requiring attention which make it advisable to defer Purchase for some time further. I subsidiaries from the operation of the existing transportation system during 1933 was with i modern equipment it was said the probable Revenue under similar Busi j Ness conditions in greater Winnipeg would have been 10 per cent greater. I or the effect of a j return of business Prosperity was not considered. The group of engineers asked to report on the Ideal system were As j follows j. W. Sanger. Chief Engineer of the City Hydro w. P. Brereton i Winnipeg City Engineer j. V. Van Belleghem chief Engineer St. Boni face e. Of Shannon. Transcona. And .7. D. Buttan Charles f. Gray. F. W. I Pearson and j. W. Battershill. They were appointed on Jan. 23 to make As full a report As possible on the Best system or combination of systems for the particular problems of greater Winnipeg without considering the physical properties of i the existing transportation system. To make a More exhaustive inquiry. I it was suggested that the services of a traffic Engineer be obtained. I the special committee of engineers j confined its work to the investigation of the types of transportation which i had been or were about to become. Adopted by a Large number of transportation utilities in great Britain i and the United states. As far As the Street railway vehicle was concerned there had been published Many operating Cost reports for the greater Winnipeg area hence it was not considered necessary that the special committee should cover the same ground. Information secured information was secured by Cor Respondence from almost All the transportation utilities and manufacturers of modern transportation equipment in Canada great Britain and the United states. The response was Gratifying and resulted in the accumulation of a mass of statistical operating records and engineering opinion which permitted the com Mittee to Check thoroughly All its conclusions and estimates. Except in isolated cases the report said the trend of transportation service was definitely directed to wards the replacement of Street rail ways by trolley and diesel buses. The trolley bus and made great headway in great Britain for both High and Low density service and in every Case where they had been used substantial savings in capital and operating costs had been made. The diesel bus was a younger competitor in the transportation Field in great Britain. Combine systems after a careful study of correspond ence and information the committee adopted As the basis of its estimates. A transportation system for greater Winnipeg consisting of a combination of trolley and diesel buses. For those routes which experience had shown were definitely established thoroughfares the trolley bus had been selected. For the routes which might be subjected to change due to Industrial and competitive influence the diesel bus had been chosen. The number of vehicles required for the proposed transportation sys tem was estimated by making an analysis of the Winter Peak Load conditions during the year 1933. On All routes Complete schedules were worked out of ample capacity for Rush hour periods and sufficient to maintain a frequency of service generally better than tha which Snow Given it was contended. The number of vehicles required Are listed As follows no. Capacity Tro Ley buses 50 60 .140 16 diesel buses 33 1 american transit association has in the past three or four years expended in experimenting to develop the electric car and they now have cars in operation which can Stop and Start As quickly As any automobile without discomfort to the passengers. Chicago has already purchased two Brooklyn one and a fourth car of somewhat different design will a completed in August. Defends service the electric cars in Winnipeg on Portage Avenue and Park line have an average Speed of ten Miles per hour. The most that could be expected from trolley buses would be to increase this to twelve Miles per hour. In the circumstances to state that the present system is Worth very Little and to claim that Winnipeg is denied an efficient transportation service is not in accordance with the facts. The service in Winnipeg will compare favourably with the average mass transportation provided in can Ada or the United states. Speed depends a Good Deal on other things than mechanical ability in the larger cities. The one candidate elected in Hamilton East won with Liberal support. But in the main the Ontario election tends strongly to prove that the conserva Tives and not the liberals have mos1 to fear from the third party although on its showing to Date neither part or that he would probably make statement next week concerning the Canadian Tariff Board s interim re port on the British textile manufacturers request for reduction of the Canadian duties.
