I think it would do your association a great Deal of harm to suggest the question of a tax strike. Further i think it would do the creditors a great Deal of harm. My advice is to keep away from various men in. The audience pointed out that the laity Council is being Given a reasonable time to decide on the policies advocated by. The association and that the most effective Way of getting action regarding them was to threaten a strike. A taxpayer at the Back of the Hall said he was against going on the e mat with the City Council on such an Issue and moved that the Section implying preparations for a tax strike referendum be deleted from the Resolution. The Resolution sets out that Home and property owners Are bearing a tax representing Over 80 per cent of the total Revenue requirements of the City which was not a just proportion it Points out that the total arrears As at december 31, 1936, amounted to and that the association had made repeated requests for reduction in the property tax. Home and property owners Are no longer willing to Bear the present Burden it said. The Resolution petitions City Council to put the following policies into effect "1. Reduce the present property tax to 25 Mills on the assessed value of buildings and 25 Mills on. The assessed value of land plus the greater Winnipeg water District Levy of 9% Mills on the land assessment. 2. To remove the greater Winnipeg water District Levy from land in five equal an Nual reductions. 3. To Amend the City charter to include a Section restricting the total Mill rate that can be charged on properties to the limits stated in the first two sections of the Resolution. 4. Guar Antee that no part of the present unemployed Relief debt nor any part of the future. Costs of unemployment Relief be levied against property. 5. Guarantee the pres ent rights of property owners to Appeal against their assessments shall not be restricted. Threatens referendum unless the City the Resolution adds gives its understandings prior to june 1, 1937, to Institute the re quests made to apply As from Jan. 1, ,1938, the association will conduct a referendum among its members and All other owners of property in the City to determine their future wishes in connection with tax payments.
