July 7. Minister of Justice Hon. Ernest Lapointe. Is not prepared to recommend that the governor general disallow Quebec s padlock act nor is he disposed to recommend a reference on the constitutionality of the legislation to the supreme court of Canada. This decision was contained in a ministerial report rendered to the governor general in Council by or. Lapointe wednesday.
