Winnipeg Free Press (Newspaper) - July 07, 1938, Winnipeg, Manitoba Page eight Thunderbolt cliques denounced by Heon of Quebec by Chester Bloom. Ottawa july 6. Heon ., fiery French Canadian orator from Argenteuil avowed supporter of Premier Maurice Duplessis of Quebec drove the French Dele gation from Quebec into a frenzy of cheers applause and song at the conservative National convention at noon today by an open and reiterated denunciation of dictators and cliques in the party. It was the first open acceptance of the gauge of Battle thrown Down tuesday by right Hon. Arthur Meighen in his thunderous patriotic speech demanding Canada take an equal share in Imperial defence measures. That speech was recognized As a Winnipeg free press thursday july 7, 1938 conservative chieftains meet in Ottawa Challenge to the Boom for or. R. J. Manion Quebec supported Candi Date for the conservative nomination. But if or. Meighen s speech set the convention delegates agog with gossip. Or. Heon s hammering dictators and cliques marked the division of opinion inside the party. Though a considerable number of the Manion supporters from on Tario and other provinces stood up to cheer and applaud with the que Bec delegation it was very notice Able that at least one third of the delegates kept then seats in silence. Or. Heon. Who Speaks most excellent English drove his Points Home Agair and again. He emphasized the Independent demo cratic nature of the convention and declared the French Canadian Dele Gates expected the same British fair play and Square dealing Here at this convention As they Are get Ting from the British the convention s purpose was Unity and Harmony but he said it s purpose can be Defeated if we Are to be dictated to by one single Quebec men cheer. That remark caused the Conven Tion to sit up and take notice brought cheers from the Quebec men. Or. Heon s next remark that the committee on resolutions must be guided by the desire of the convention which will decide the policy it will take indicated clearly the fight that has been going on i the resolutions committee Over Plank on Imperial policy. The question was interjected after or Meighen s speech tuesday. If the conservative declared or. Heon is going to be party of a clique it ceases to a the party of sir John Macdon Aii and Cartier. The French Canadian came Here with a full desire to co operate with their English speaking Copatric to evolve a policy suit Able to All purposes. If we Wil Only be broadminded we will find a Happy again or. Heon warned that the convention wanted no dictator Anc put this Cracker to his oratorical whip i Don t want this he said to believe i have any one in mind when i say erupted by sarcastic laughter and jeers from the Quebec Side of the Hall he paused a moment then added but you can draw your own this outburst unquestionably came As the result of heated Over night and morning Politica manoeuvring now going on to thrust m. A. Macpherson former attorney general of Saskatchewan Forward As a spearhead to Pierce the Manion first line of de Fence. Working like beavers until 2 o clock this morning the leaders in the Macpherson Boom chiefly delegates from Alberta backed by the full strength of it. Hon. R. B. Bennett have been working to gain Macpherson pledges for the first ballot they Are meeting with measurable Success. The entire Alberta delegation is pledged to Macpherson the Saskatchewan delegates Are going to give him almost their full strength on the opening vote and the Manitoba delegation originally almost solid for Manion appears to be waver ing and splitting Between Manion and Macpherson. Or. Macpherson definitely entered the leadership race last night. He will be nominated by a. L. Smith of Calgary and seconded by c. B. Smith of Halifax. In the interim it appears the Bennett and Meighen forces Are manoeuvring to ascertain whether Macpherson j. Earl ., Denton Massey ., or even Joe Harris ., of Ontario could com Mand sufficient strength to have a Chance of defeating or. Manion. Supporters of Lawson Massey and Harris however insist that these men still have their hats in the ring and will carry on the fight to a finish. Nevertheless the word has spread around that if Macpherson shows real strength on the first balloting the Lawson and Massey Dele Gates Are ready to throw their strength to Macpherson rather than to Manion. The cold attitude of the Quebec delegation to or. Meighen s patriotic cry for Canada to share in Imperial defence measures has brought about the result it was. Very evidently designed to Cooling off of Many Ontario men who had been very enthusiastic for or. Manion. Nevertheless the Manion men Are working harder than Ever saying that prime minis Ter King s offer tuesday to the Brit ish government of Canadian facilities for training British fliers has pushed the Meighen speech out of the realm of reality. The truth of this situation is very Clear now. The forces behind Meighen and Bennett Are United to prevent the nomination of Manion show enough strength they command will be him. If not then to Lawson to Massey or to Harris. It was recognition of this drive against their candidate. Or. Manion that undoubtedly brought the heated out burst at noon today from their popular English and French speak ing Leader Georges Heon. The first work of the Resolution committee came in just after the noon hour it was quickly adopted. Reported unanimously from the committee it Calls for the setting up of a permanent National com Mittee on publicity and electoral propaganda. According to information seeping out from the credentials committee room there was a warm argument tuesday from the Quebec Dele gation Over the fact that there Are approximately 100 More Ontario than Quebec delegates. This was settled finally by pointing out that the preponderance was due to the number of Defeated Ontario conservative candidates who Are sex official delegates. But it left the Quebec men with a dissatisfied feeling that the cards Are being stacked against them. Convention May split on defence by David b. Rogers. Ottawa july 6. Convention gossip Ottawa july 6. Inter ested Delegate at the convention is capt e. V. Bennett of Sackville ., a brother of it. . B. Bennett considerable discussion developed Over the Choice of the name for the new National youth organization. The name National Union of Young Canada conservatives proposed in the draft Constitution was rejected and replaced by that of National Young conservatives of Canada. Everybody at the conservative convention knows today one Dele Gate has a girl Friend. The Delegate lost her last night among the at the banquet. So the song Leader announced Over the loud speaker system that so and so was at the platform looking for his girl Friend. Would she please come up John g. Diefenbaker Saskatchewan s conservative Leader coined a new term for a lost election when at the banquet last night he described the june 8 result in Saskatchewan As the late Tennyson s verse appears on the Back of the official programme May Freedom s Oak for Ever live with stronger life irom Day to Day that Man s the True conservative who lops the Moulder d Branch parliamentary rules govern the convention with the exception tha Ordinary speeches Are limited to 1 minutes instead of 40. With warmer weather predicted for today the convention Likely win turn into a shirt sleeve affair. Sam male delegates doffed their Coats yesterday but when the convention and the weather really steams a the coliseum the Coats will Al come off in a hurry. A or. Bennett forgot his credential and had to be vouched for at the registration Booth when officials did not recognize the party Leader senator a d. Mcrae of Vancouver had to return to his hotel for his credentials. A one Delegate acknowledging his credentials wrote you will not am an alternate Delegate but when arrive i will be a Delegate at Large my wife is staying at More about tuesday continued from one Here Are eve of the convention snapshots of four prominent conservatives whose names occupied the Ottawa spotlight As the National convention of the conservative party got under Way its most important business the selection of a Leader to succeed it. Hon. Richard Bedford Ben Nett. At left top Hon. R. J. Manion of fort William is shown As he gathered the latest information by Telephone from his hotel room. Earl Lawson another Toronto Candi Date is pictured in his Ottawa Headquarters with mrs. Lawson while at the lower right is g. How Ard Ferguson not a candidate himself but inter ested enough to pore Over the latest data As sup plied by Telegram. It was recalled that or. Ferguson s voice had much to do with naming or. Bennett the party Leader at the Winnipeg convention of 1927. Ing in caucus Early this afternoon members of the Quebec delegation attending the National conservative convention Are said to have reached a definite determination to walk out of the convention if other ele ments in the party insist on trying to have a Resolution adopted endorsing the Empire defence views expressed by senator Arthur Meighen in his keynote speech yesterday. The French delegation Are said to have prepared two resolutions on defence. One Calls for Canada o make adequate provision for her own defence. Another pronounces against Canada making any contribution to British Empire de women debate on organization Ottawa july 6. Conservative women should Organ be nationally As a separate Asso nation or in a joint National Asso nation of men and women brought a diversity of views today when women delegates held their first Leneral meeting during the con Tention. Wei in ton White of Moose jaw and he believed a National organic Tion would bring just As successful results. Alberta and British Columbia delegates did not wish to make any decision until their provincial con mentions were held although mrs Fitzsimmons of Edmonton expressed the opinion women could make More headway alone. Miss Edna Saunders of St. Tho Mas ont., said the Ontario women t a caucus had voted for a separate women s association but delegates attending the general meeting Voic d Strong disapproval and the vote lost on a second count. Credit for the definiteness of the party stand on the railway Issue must go w. W. Kennedy former For Winnipeg. South Centre who is said to have led a spirited attack against a Resolution which As originally drafted would not have asserted itself except in vaguest generalities. Or. Kennedy argued that such a general treat ment would be regarded As a de neatest Resolution and that the Way would accordingly be paved for amalgamation. He fought for re assertion of the competitive Prin Ciple the conservative party had stood firmly by for so Many years and in the end he won out against All opposition. Other clauses in the Resolution it is understood will Call for vigor Ous enforcement of the railway act As it stands and for compulsory co operation Between the systems under a Board of arbitration. Party youth unit elects officers Ottawa july 6. Cowan Winnipeg. More about quips quotes continued from Pace one of theme which other speakers took up As Well but Unity was the main catch word even from the French speaking Quebec representative Georges Heon ., a reputed Duplessis Man who put More spirit in his five minute speech first in fiery. French then in smoothly worded English than All the other speakers combined. Highlight of the banquet was at the close when the chairman called for god save the King. A feeble vocal response had barely got underway when with a veritable burst of. Sound the Quebec Dele gation swung into o Canada. Singing with a Fervour characteristic of their volatile spirit they completely drowned out the voices of those who tried to stick to the National Anthem. Y they Sang through the first verse and chorus of their Anthem National and then sub sided to let the rest of the gathering go on with god save the King. These Quebe cers Are French Canadian to the Core and they Don t mind who knows it. Colonel Ralph Webb Drew the biggest laugh tuesday when in Ris ing to present general Mcrae with the Grandfather s clock the party intended to give him 11 years ago he started right in by in forming the convention that he had to come there to write any let ters. He continued while everybody started to smile i will continue to write letters when necessary because we Don t write any letters in the conservative party that we Are ashamed there was widespread regret Over general Mcrae s subsequent announcement that he will not under any Circum stances resume his former duties As party organizer. You need younger blood m your he said and younger blood in your Leader or. Bennett and senator Meighen stirs London by Grant Dexter London july 6. Special senator Arthur Meighen s speech at the conservative convention in Ottawa tuesday created wide in Terest Here although no references Are being made to the prolonged unsuccessful negotiations Between Whitehall and Ottawa for the right of the British air ministry to establish air training centres in Canada. The air ministry is highly Satis fied with the new agreement where by the Canadian government for wards 120 recruits to the Royal air Force annually this being quadruple the number sent previously. But obviously Whitehall Stul Han kers for the right to establish train ing centres in Canada for two Rea sons. First there is the rooted be Lief Here that Canada produces the finest airmen in the world. This is based on the War records of Cana Dian pilots. Second climatic conditions Here Are unsuitable for air training for Many months in the year whereas British experience of operating training centres in Canada during the War proved the Canadian Cli mate is Ideal. Interest Here in senator Meighen s speech centres on the possibility of reviving successfully the original request a further agreement whereby British pilots will be trained by the Canadian air Force was announced by prune minister Mackenzie King tuesday night. Convention deliberations even be fore they got really under Way and which at this late hour of the first Day s end remains As baffling and unfathomable As the Black fog of London town. But if the initial Day s deliberations failed to clarify the leadership Maze at least they did establish in no Uncertain terms the policy keynote of the convention. Thunderbolt effect Empire defence emerged like a Thunderbolt to Clear the platform air and even As in the 1927 Winnipeg convention polished Meti Culous Arthur Meighen was the source of the first Day s highlight so on the introductory Day of this momentous gathering. Senator Meighen was the one who provided the fireworks and just As eleven years ago War was the subject of his thesis. The burning question of the night is How or. Manion is Goin to extricate himself from the devastatingly red hot spot on which senator Meighen s Flag Gavin Empire Solidarity speech Perche him the precarious position h has been placed in is this d a minion up to now has had at h Finger tips almost one Hundred be cent of the Quebec delegation that is the main reason his candidature is being opposed so by Terly by the Money interests o this party and of course too b nearly All the Orange oracles o Ontario. They Don t want a Leacer dependent on Quebec support and More particularly dependent on what they regard As Duplessi duplicity. They Are suspicious too of a reported tie up or saw off Between the fort William Medico and that anathema of a Street big business Hon. Harry Stevens. They re out to get Man Ion by Hook or by Crook an tuesday s Meighen blast was the modes Operand of their onslaught the Way it works out is this that speech of senator Meighen appealing for Canadian co opera Tion in Empire defence hit the Quebec delegation and they re the second largest group in the convention like the sting of an adder but at the same time the appear went across with the delegates o every other province so Success fully that All you could hear a acclaim. The speech was a Natura with everyone except the French speaking contingent. It packed a will illuminate Brandon Chimney Brandon Man., july 7. Special r. Cottingham , chairman of the Public Utility Board who was a visitor Here wednesday stated plans for the illumination of the in Chimney at the Manitoba Power commission were completed. He stated the contract has been it to w. J. Lacey and that work will Start very shortly. Total Cost of the work will be around the big Chimney is to be painted White with the use of a paint like powdered Glass which will reflect the lighting and make the work a standout. The Chimney is also o be flood lighted. Non Shatt Erable plastic reflectors for outlining Meighen were not on the plat form when this latter remark slipped out. Formation of women s and youths associations has proceeded apace me party will be More thoroughly organized before this convention is Over than Ever before in its history. Dufferin Roblin grandson of sir Redmond Hoblin made a hit with the Quebec delegation wednesday morning when he commenced in French his speech of greeting from the Young people of Manitoba. The French canadians gave him a big hand which was quickly Takev up by other delegations. Switching a Little later into his native Tongue he delivered a message that was thought provoking and effective. John i. Mcnicol ., permanent joint chairman of the convention announced wednesday morning that credentials have now been granted to delegates and alter nates which from the standpoint of numbers brings the Ottawa con Clave just a Little above the Winni Peg convention of 11 years ago. Or. Mcnicol is one of the Best liked representatives in the entire gathering. His Superb staff work has turned this great convention into a we oiled that runs with a smoothness unbelievable. To every one even the army of lean and hungry scribes he is the Acme of Courtesy and Goodwill. The conservative party owes John Mcnicol a debt of Grafl tude for his organization work and general Ever to More about Bennett continued from one leagues in the Senate and House of parliament and his political and per Sonal friends for presentation of a me sized portrait in recognition of his service to the party he said i accept it As a Mark of esteem and Mph regard and will treasure it As a reminder of Long struggle difficult Days and failing his voice became muffled with feeling and he paused before going on it is not easy to relinquish what is pressed on a Man As his duty and heaven Only knows i have tried always to do my at another Point in his address or. Bennett referred directly to his words As these sad Farewell re indicative of the split in opinion Between Quebec delegates and others was the alternate cheering from the Quebec seats of or. Ben Nett s declaration of political policy As Canada first followed by louder cheering and applause from other sections when he added that an equal part of his philosophy was that the greatness of Canada de Pended on. The maintenance of the British Commonwealth he voiced words of bitter denunciation against these within the conservative party who had for years attacked him on the grounds that he had created a new policy whereas All he had done or advocated he insisted was predicated definitely on the platform Given to him by the Winnipeg convention. At another Point turning to the Quebec delegation and addressing them directly or. Bennett said my friends from and i Are British subjects English or i ask you to join with other British subjects i the Commonwealth to ensure Prosperity and the safety of the keynote Wallop like the punch Joe Louis administered to Mas senti Eling. So what so or Manion if he wants to get can Ada wide support and he must to secure election have to fall in line on the Empire defence is sue. And if he does he kills himself with the Quebec crowd and if he loses their support he loses the leadership race. In other words he s damned if he does Anc he s likewise damned if he does t they have dangled him High on the horns of a dilemma and How he s going to get Down to Earth again probably not even he him self knows. But the Manion situation nevertheless is far from hopeless. He can with tact his Quebec supporters say get out of the difficulty. Because no other leadership candidate on the roster offers the slightest Appeal to them they Are willing to go a Long Way with him. They might even let him. Make an open pronouncement in end oration of the Empire defence policy Bank ing on his ability to avoid the Issue later providing he can thus Garner enough ballots to assure election. They re willing to string along with him because they like him and want him. But knowledge of that very willingness if it gets out will strike Back As Bun like a Boomerang in the maritime and in Ontario and the West i so whichever Way you look at it it bad Day for or. Manion. His opponents when they devised unexpected method of attack got in a mighty stroke. But the word in the Small source of the morning was that even up. The Manion Boom will win unless Sena Tor Iii Nghen himself enters the leadership fray. And. Paradoxically enough. Prime Mackenzie King May be a Factor in the Manion Victory or. King late tuesday flier Actori following a meeting of the Liberal Cabinet issued a state ment men solid or almost solid Quebec libera bloc. All of which goes to prove that i really is a Long path which has no turning. Second highlight of tuesday s tory Tornado was the waning o the Back to Bennett movement and that came about in a most unexpected manner too. Cradle of the Bennett Boom has to a consider Able extent been Nova Scotia Anc father of the brain child has been to a great extent senator w. H Dennis of Halifax whose Halifax Herald has been out and out for Bennett Reform Herridge Reform or Reform by any other name. Well at noon tuesday the Nova Scotia group decided it was time to come out in the open. They called the Bluenose delegates together and senator Dennis and Hon. Percy c. Black harangued them on the attributes of r. B. And the advisability of their forming themselves into a spearhead of a Canada wide drive to induce him to re enter the lists. But something went desperately wrong. The canny new scots failed dismally to Rise to the occasion. First it is reliably reported they asked what reason have we to be Lieve that a resurrected Bennett would restore Unity to the party second what real basis is there for the expectation that he could re capture the support of the Conven Tion and. Thirdly if we put or. Bennett Back what Are we going to say to our constituents who sent us to this convention not to re elect a Man who has failed in his Mission but to find in his Stead a new Leader who will carry us on to Victory Well it appears that the answers were unsatisfactory to the majority of Nova Scotia delegates. They re fused to authorize appointment of a committee that could speak for the delegation As a whole. The upshot was that a minority committee was appointed to act with committees from other provinces should it seem Wise in an Effort to get or. Bennett or failing him. Senator Meighen to contest the Leader ship. The significance of this incident is self evident. If or. Bennett Stock is so Low that he could no obtain majority support in nov. Scotia the province most Likely to endorse him then How would h fare in open convention with Dele Gates of far less sympathetic pro Vinces pitted against him word o his surprising development spread rapidly about the convention Cam pus and or. Bennett s prospects took a nose dive accordingly. One other development of the Day should be herein recorded. There s a big Boom now underway for Hurdo Macpherson.
