Conundrum monetary policy convention Riddle by Chester Bloom. Ottawa july 8. Minds of 82 political pundits on the National conservative convention resolutions committee achieved a master piece of literary ambiguity in Deal ing with the monetary question. At first sight the Resolution Calls for adjusting the Issue of paper Money to legitimate require ment which would seem an Appeal to the advocates of More paper Money and credit. But the question of How to deter mine legitimate requirements re Mains open though the Resolution Speaks of avoiding the reduction of real wages and the distress of All classes of the people which follow abandonment of this principle. It is adjustment upward of the paper Money Supply that the West Ern advocates of More paper Money and credit circulation clamoured for in the House. Newspaper men Are aware that in the Early stages of the committee deliberations the Resolution first called for pager cur Rency backed by adequate reserves of metallic Money to which it was proposed further to add the words within reasonable limits. Evidence of the struggle in the committee on the subject is seen in the fact that this whole phrase was later deleted in favor of the words quoted in the first paragraph above. But the so called sound Money and credit men were mollified by add ing another phrase there must be renewed emphasis on respect for contractual relations. That is clearly a punch in the nose for the Aber Hart principle of cutting Bond and mortgage interest by arbitrary legis lation. In addition the committee added a further clause calling for reduced taxation pledging the party to strict Economy co operation with municipal and provincial govern ments to remove unnecessary Over lapping. It promises to remove the unfair Burden of excessive Taxa Tion from real estate to stimulate . It was this Resolution to which Hon. W. D. Herridge offered his re form proposals As an amendment due to the Shock of or. Herridge s Denun Chatory speech the convention forgot All about the monetary Reso Lution and it was shot through without debate. Tariff Resolution under the title Trade and com Merce the Tariff Resolution reaffirms the conservative principle of fiscal Protection meaning Tariff Protection for Industry agriculture fish eries forestry and mining but for the Benefit of the Western Low Tariff faithful adds guarding against undue advantage being taken of the Protection so afforded. The Western members of the committee forced insertion of this phrase after a Good Deal of heart burning. The idea is further elaborated in a full Para graph approving a permanent Tariff Canada already possesses in the form of three Tariff commissioners appointed by the i. Hon. K. B. Bennett at salaries rang ing up to a year and appointed for 10 years. The Resolution adds that in Case it is ascertained that unfair advantage is being taken of any customs duties imposed by such schedules the Tariff commission shall make recommendations to which effect shall be Given by the for reducing such rates of duty or for removing them from the Tariff schedules. If words mean anything this apparently is a proposal to make recommendations of the Tariff Board mandatory on the Cabinet. The Resolution further approves the Ottawa Trade agreements with British countries. But it adds a clause also Trade agree ments with other countries on the condition that they do not impair the agreements Between Canada the United kingdom and other British dominions. The groundwork is thus Laid for criticism in the House of any alteration of the Ottawa agreements in the new tripartite Trade agree ment negotiations in Progress among Canada the United kingdom and the United states. It was perhaps the silent Speed with which the Tariff Resolution and a following one on agriculture were shot through the convention without a word of debate that added to the ferocity of Hon. Or. Herridge s attack on them As a Bunch of the agriculture Resolution carries the Tariff protective principle a step farther by pledging the party to preserve the Home Market for the Canadian Farmer by Protection and Early marketing and every other Means in its Power. The reference to Early marketing puzzled some of the delegates. It apparently refers to the operation of seasonal tariffs against Early . Fruits and vege tables. The same Resolution on agriculture also pledges formula Tion of a policy without going into details of such a policy for the distribution regulation and Market ing of livestock and other farm products which will tend to Stabi Lize prices. It is understood this generalization replaced a More specific clause which called for renewal of the natural products marketing act knocked out by the privy Council. Empire Trade other clauses in the Resolution reaffirm Faith in the Empire Trade agreements and utter a pledge to continue and expand them. All agencies overseas Are to be charged with the responsibility of further ing distribution and marketing of Canadian agricultural clause apparently lifted from Hon. J. G. Gardiner a and Hon. W. D. Euler s overseas Trade Campaign literature. The Resolution promises to adhere to the policy of Tariff Canadian fruits other perishable Protection for vegetables and products initiated by the conserva Tive administration for preserving the Canadian Market for the Cana Dian producer during the period of his reference to seasonal tariffs which Are still carried on by the present govern ment though in modified form. The Resolution s snapper is a pledge to immediately restore and put into full Force the practical application of the Canadian wheat Board act of 1935. Sand in the grease Little May be added to previous reports of the fight on the Resolution which unqualified Day opposed unification or amalgamation of the railway system. It was flying Down the skids when two Young Ontario men spilled Sand in the grease. They tried to sidetrack it with a generalized amendment calling on their party to face the railway problem courageously and denouncing the Resolution As they were d. W. Tisdale of Simcoe and Kelso Roberts a Young Toronto lawyer Defeated candidate in the last provincial Campaign. Other delegates exhibited considerable unsatisfied curiosity concerning the motives behind their determined fight to hold up the Resolution. Overwhelming Odds against them though they finally got the Aid of r. P. Snel Grove a Canadian National rail ways brakeman from Regina head of the railway Union there. Or. Snelgrove later told reporters his Only interest was to see a proviso went into the amendment protect ing employees dismissed under co he denied knowing anything about the Ontario pair who started the fuss. At any rate they yelled Down unanimously by the other delegates. During the Day sir Edward Beatty s . Private car remained on a Side track at the Ottawa Union station. There was an aftermath to the Long fight thursday morning Over the efforts of two Young Montreal men to Amend the Imperial policy Resolution by seeking to put the convention on record against Send ing Canadian troops outside of the Dominion without first holding a referendum. The amendment was overwhelmingly beaten though a Large part of the Quebec delegation supported it enthusiastically. In an angry caucus the Quebec con Tingent held afterwards a proposal to Bolt the convention lost by Only one vote. It was the strenuous efforts of Maurice Dupre former conservative solicitor general who persuaded a narrow majority of his fellow French canadians against such a rash step. A plea that i1 would be letting Down or. Manion saved the Day. The reaction of the delegation was obvious later when the first ballot was taken and or. Manion missed nomination by 57 votes. There were vigorous hisses from the Quebec Section. Disappointed Leo Ladner ex-., of Vancou ver was vastly disappointed Over the sidestepping of the constitutional question in the Resolution calling for no decision on Amend ments to the . Act until the Rowell commission had made its report. Or. Ladner gave an impassioned picture of unemployment conditions in b.c., of the siege of the Post office and inability of the provincial government to handle the question. While admitting that the Federal government s hands were tied by constitutional limitations supported by several other delegates he failed to pull the convention away from hard boiled political argument of chairman r. B. Hanson of the resolutions com Mittee. Or. Hanson said flatly let s see the Rowell commission Mountain bring Forth its mouse let s Lay i1 on Mackenzie King s Doorstep and what to do. Poli Cital expediency won Over or. Ladner s More open minded plea to go on record in favor of untying the fed eral government s hands. Outside of the argument against sending troops out of Canada except by referendum the unsuccessful attempt to sidetrack the anti railway unification Resolution and the Rowell commission fuss All other recommendations of the Reso Lution committee went through with a whoop and without debate. In Justice it must be said the delegates were on tenterhooks to get around to balloting on the leadership the real question nine tenths of them had come to Settle. The convention managers finally got the balloting going while the resolutions were still coming in. As a result most of the chief efforts of the resolutions committee were accepted Bolus Bolus without question. Railroaded through among such resolutions railroaded through the milling mass of Dele Gates were those on natural re sources and unemployment Anc social service. Outstanding in the natural resources Resolution was a pledge not to subject the mining Industry to discriminatory Taxa and to lower the Cost of production of Gold from Low Grade Ore bodies by removing every tax in Post which can possibly be re moved by the employment and social ser vice Resolution was an excellent example of the resounding platitudes which most political convex tons of All party stripes indulge in. Labor it says is to be regarded As a commodity or article of com Merce. That has been heard before the protective Tariff instinct was a work in another class declaring in favor of converting raw materials into finished goods in Canada rather than exporting them for manufacture abroad a favorite theme of sir John a. Macdonald and other Early National policy statesmen. The useful thoughts of encouraging industries which pro vide greatest continuity of employ ment and to encourage wider technical education in Industry Anc agriculture were incorporated in this generous Resolution which started off on a High plane by re marking that monetary policies and matters of constitutional authority must be re adjusted to make he question of gainful employment he first concern of the govern ment ther proposal to re adjust constitutional authority probably was. An oversight in View of the other convention Resolution Declar no against any decision on constitutional policy until the Rowell commission reports. No one noticed t. Happily or not. The final wind up of the Resolution boldly sought o Hijack w. L. Mackenzie King s Blic works and housing pro Ramme by pledging the convention Tot Only to go these one better but to do things1 which the courts have held will require amendments to the . Act. Thus the Resolution pledges institution of projects to develop min no forestry and land rehabilitation and of these now underway in the present. Federal Public works of eneral and permanent Benefit to he nation and a self liquidating housing programme. One of the big conservative plaints in the House was that Hon. Or. Gardiner shot the works in Advance on the govern ment s housing programme to win the Saskatchewan election but the Resolution ignores that. Urges fair wages fair wages says the Resolution should be paid to All on the government jobs. A non partisan government department should admin Ster Relief for those not getting such jobs. The same Resolution pledges the party to support a plan of National unemployment and retirement insurance throughout Canada which seems to ignore the constitutional Wall against which two govern ments have vainly batted their Heads. One new proposal stands out. The party pledges itself to co operate Vith the province in a scheme of apprenticeship to Industry assisted by Federal government subsidy. And another new one is a recommendation of Federal Grants for scholarships to Young people of ability and Merit who Are unable to obtain further education be cause of their circumstances. On the subject of immigration one Resolution proposes to discuss with the government of the United kingdom a policy for selected migration of British families from great Britain and Ireland with proper provision for British financing supervision and return of families found not fitted for Cana Dian life and adds be it further understood that similar advantages be extended to exclusion of Oriental immigrants is proposed by strict enforcement of existing Laws and regulations and by negotiation with Japan to abolish the Lemieux so called gentleman s agreement. A humorous touch is added in the snapper which says we Are opposed to any scheme of Immi Gration that will in any Way multiply the difficulties of Unzem sincerely believe.
