Winnipeg wednesday july 27, 1938 the cause of alarm German canadians at their racial gatherings have recently great emphasis upon what they allege to be the Lack of and fair interpretation of German foreign policy the Canadian press. They aver or rather their leaders do it Jar them it is difficult to imagine there is Complete identity of that the germans Are a peace Loving people and that i nazi regime shares the people s Pacific intent. They declare in Jet Herr Hitler has no aggressive ambitions that the third Reich seeks Only to live amicably with its neighbors and that statements and declarations to the contrary Are the work of ill intention who deliberately falsify and conceal the Juth. The free press indeed has come in for quite special mention in the discussion of this conspiracy to malign Germany. Estimate the value of this attack May be gathered by be wearisome repetition of the charge that jews and com in units Are behind if. This being typical propagandist tactics bended to stir up the most vile prejudice in the minds of the people. No such conspiracy of course exists but it is Worth while How it has come to pass that the press of this country has very generally accepted a View of German policy so very far from that held by the nazi propagandists. Some Light of be shed on this curious contradiction by studying the article on German foreign policy which appears elsewhere on this Page today. Making every allowance for the Adverse conditions and circumstances under which Germany emerged after the last car it will be fairly obvious that there is ground for apprehension Over the Aims and objects of the nazi regime. That apprehension has a rational basis As the record shows and German canadians who regret and indeed resent the expression of that apprehension in the Canadian press would do Well to realize it they could for instance play a useful part in explaining to official Germany just Why alarm and apprehension exist and thus pave the Way to the removal of their causes and the general improvement of relations. I s ten years ago there was no talk of War in Europe. This due to several reasons the chief of which was that the German Republic had remained disarmed. Progress bitterly Low but Progress nevertheless was being the major task of bringing Germany Back to a position of Equality in the european comity of nations inside the Structure i the league. But that trend has now been completely reversed and it is surely not unfair to attribute that change in aspect to the Advent of the nazi party to Power and the destruction of the Weimar Republic. The revolution of 1933 was accompanied by the repeated enunciation of the policies set Forth in Herr Hitler s mein Kempf which May be described without exaggeration As a highly inflammable and aggressive document the Aims of which could not be achieved without destroying the Structure of Europe As it now exists. In spite of Pacific declarations made by Herr Hitler from time to time it is obvious that mein Kempf remains the Guidebook of official nazi objectives. This however is not All. The methods adopted by the nazi party have been such As to destroy completely the Confidence and Trust Between nations without which no peace is possible. This emerges with startling clarity from the record summarized on this Page. More than once Herr Hitler has declared in unequivocal language that he proposed to abide by the terms of the treaty of Versailles Only to repudiate those statements by subsequent action. He has officially set Forth his intention to abide by the Locarno pact Only to denounce it when it suited my. He has embarked on disarmament discussions when he was secretly arming. He has acted More than once with Force and without warning until now there remains no Confidence abroad in the value and integrity of his declarations of policy. It has been the method quite As much As the matter of his acts which has finally destroyed this Confidence and has naturally Given Rise to a growing body of opinion which believes that the Only Way to treat with him is to set up Force against Force. Our German Canadian citizens have we fear neglected this aspect of the development of european affairs in order to concentrate their attention and Delight upon the removal of the Ign minies heaped upon the Defeated fatherland in 1918. This is understandable. No sensible person defends or seeks to defend in Toto the full letter of the treaty of Versailles. But at the same time no sensible in this category our German Canadian friends Are naturally ignore the destruct Ive consequences which flow from the repeated unilateral repudiation of International documents. Such actions necessarily Breed mistrust and Are thus destructive of peace for Only by negotiation and agreement can real Progress be achieved. Until Herr Hitler adopts this latter method he and his government will remain the object of suspicious examination by their neighbors consequent alarm and justifiable apprehension Over the shape of things to come. Motherwell of Abernethy has been much of a politician in sense in which that word is used. But he has Al been tremendously interest problems of the greatest ate try of his province and the Public support which he was due to that fact. A Vandement of agriculture in its different branches. During thirteen years of marvellous expansion in Saskatchewan and of phenomenal growth of agricultural production from 1905 to 1918, he was Saskatchewan minister of agriculture and Ren dered invaluable service in encouraging the development of the Industry along right lines. He was Well qualified for this service having taken a course at the Ontario agricultural College before going West where he had years of experience as1 a homesteader and practical Farmer be fore he entered Public life. After being an unsuccessful candidate for the legislature of the Northwest territories on two first time 44 years was elected in 1905 to the first legislature of Saskatchewan after it was created a province. He was appointed minister of agriculture in the government of Premier Walter Scott and he remained in that position till 1918. Then a political reverse when he stood As Liberal candidate in a Dominion by election in Assini Boia but in 1921 he was elected by a Large majority in Regina. At every Dominion election since then he was elected with Large majorities in the constituency of Melville. In 1935, he won by Over his nearest opponent but with four candidates running he was slightly in a minority of the total vote. The cause of agriculture in the Dominion Field was served by or. Mother Well As a member of the was due to that fact. A Motherwell As a member 01 me Man physically he was full King government from .1922. To and Energy for the and 1930. His practical knowledge of the problems of production and his capacity for organization were generally recognized. As he sat with the liberals in opposition during the Bennett regime he differed with them on wheat marketing policy. It was a notable break in Liberal ranks on an important question. Or. Motherwell was with the economic planners and for the regulating of the marketing and production of Canadian wheat. This is a policy to which the free press was arid is entirely opposed. When he retires it will doubt less be to the farm at Abernethy where he will still be interested in the welfare of his brother Farmers under conditions which happily Promise to be much More cheer Ful than those of recent years. Promotion for efficient postmasters an apparently justified com plaint is made by Western Post masters that outside the larger City offices promotion is practically denied to efficient Post masters by a regulation which prevents their Transfer from one postal District to another. When a vacancy occurs the applicants must All be residents of the postal District in which the office is Situ ated. That is the appointment often goes to a Man entirely in experienced in postal work. Why should not the Merit and promotion system which is largely accepted in connection with the civil service of Canada apply to the postmasters of the towns on what reasonable ground can pro motion be denied to efficient employees of the government the Merit system is a Good thing Why not make a Complete Job of it the postal service in the towns should Benefit too if there were always a Prospect of Reward for efficient service. The present regulation seems to be based on the View that the postmaster ships Are something in the Way of Federal patronage that rightly belongs to the localities and of which they should not be deprived. Would it not be an improvement if that old fashioned idea gave Way to the View that the postmaster ships Are a part of an important Public service in which the Merit system should be recognized both in Justice to the postmasters and in the interest of efficiency this seems to be a matter that should receive the attention of the members of parliament and of the government itself. Hitler s foreign policy the course of German foreign policy since the nazi party took Power in 1933 cause for the unrest tension and uneasiness which now hangs Over Europe like a dark storm loud. There Are some who believe this crisis Well founded. There Are others who believe with equal sincerity that Herr Why no Hitler and his gov peace Ern ment present no threat to european peace and that his foreign policy has been and remains one of sincerity and appeasement. For these latter is suggested a perusal of r. W. Seton Watson s Britain and the dictators in which a chapter is Given Over to close study and analysis of the successive stages of nazi foreign policy since 1933. Hitler s speech on for eign policy after taking the reins of office was made on May 17, 1933. In it he made certain Defi Nite statements the treaty of Versailles is no solution 0f the world s problems but nevertheless no German government will of its own Accord break an arrangement without being Able first to supplant it by a better while the Chancellor set Forth emphatically that a permanently defamed people lying in degradation could Only with difficulty continue to belong to the league of nations he ended his speech upon a note which did much to relieve tension Germany will tread no other path than that Laid Down by the peace treaties. Germany has no thought of invading other a months later Germany r suddenly withdrew both from the disarmament conference and the league of nations. The reasons they May be found in Herr Hitler s radio out of speech of nov. 8, 1933, league declaring that the league will never see us again until the last vestige of discrimination is and the assertion that there would be no co operation with the league until All discrimination had. Been removed naturally caused some questioning As to the exact definition of who was to decide what discrimination was the next Light thrown on the. Situation was the Chancellor s speech of january 30, 1934. In it he gave notice that Austria was one of the objectives he had in mind an idea which has stirred the German people to its Depths could not Stop at the frontiers of a country which was for centuries an integral part of the but he made a Pacific Appeal to France. The Saar was he said the Only territorial question still open Between two nations. Once it was settled Germany would accept not Only the letter but above All the spirit of on March 1934, Germany in an official answer to the French government stated that she had never questioned the Validity of to at the end. Of March 1934, there was a further pronouncement by the fuehrer who pointed out that German boundaries had always been fluctuating and would continue to change until All the Ger Man Peoples were United a phrase of dangerous and unsettling vagueness for those charged with watching european foreign policy. In april the German foreign min ister von Neurath stated that Germany had fulfilled the treaties by . To the letter but the corresponding obligation of general disarmament had not been fulfilled. Did this mean that Germany considered herself no longer bound by the treaties As Herr Hitler had said they were a year or so before the world wondered. A Only a few months later came the austrian Putsch and the murder of Dolfuss. Later publication of documents by Austria have thrown a bold Light upon the complicity of the German Reich in the plot. Shortly austrian after new years Putsch 1935, the Saar plebiscite which resulted in the formal incorporation of the Saar into the German Reich was the occasion of a plea by Hitler for appeasement and reconciliation. On feb. 24, said that there could be no act for disarm Ament until full Equality of Arm Ament had been granted but that then our yes will remain yes and our no on March 10 Gen. Goering announced the existence of a German air Force thus show ing Germany had been arming secretly while disarmament negotiations were on. On March 13 Germany withdrew its con Tingent offer to renounce the use of bombing planes. On March 16 conscription was re established. A a on May 21, 1935, Herr Hitler made another major speech. In it he set Forth among other matters that Germany was ready to share in a system of collective co operation but must keep the Way open for treaty revision in accordance with the Law of perpetual he set Forth Germany s contribution to euro Pean appeasement As being embodied in her respect. Pacific for the demilitarized speech 2one of the Rhineland and renounced any idea of naval Equality with Britain expressing satisfaction in the 35 per cent rate established under the Anglo German naval treaty. This was to be final and Germany was also ready for Limi tation of armaments and for an International agreement to prevent outside interference in the affairs of other in official discus Sions that followed von Neurath made it Clear. That the unconditional undertaking to respect the still remaining clauses of the ver Sailles treaty included the clauses relating to the demilitarized zone. During the balance of 1935, negotiations dragged on for conclusion of an air pact. These ended dismally dec. 16, when Herr hit Ler informed the British ambassador that the Franco soviet Mili tary Alliance directed against Ger Many rendered any air pact out of the question for the bringing of Russia into the picture had completely upset the balance of Power in on Jan. 6, 1936, or. Goebbels made his fam Ous guns not butter speech adding that Germany must be come a nation of martyrs because we have certain tasks to fulfil in the a on March 7, 1936, Herr Hitler again addressed the Reich Stag. He denounced the Locarno treaty arid announced the simultaneous re occupation of the de militarized Rhineland zone. Why because he said the Locarno Fra Rico soviet pact smashed was a violation of Locarno and was directed exclusively against Germany. He then announced that after three years i can regard the Ger Man struggle for Equality As concluded today we have no territorial demands to make i he also said Germany was prepared to re enter the league of nations but expected the problem of colonial Equality and the separation of the covenant to be clarified in the course of Friendly negotiations. It is Worth pointing out that his former speech in which he renewed his allegiance to Locarno was delivered three weeks after the French soviet pact was signed and significance surely attaches to his Munich speech March 14, 1936, in which he said that he remained indifferent to threats compliments and slurs. She recognizes Only one supreme on april .1, the Ger Man government. Addressed a formal note to France and Brit Ain setting Forth the basis of a peace plan on a wide scale. On May 7, the British government replied asking for there Wai More specific inform no reply action on various Points. This note was never answered. But on August 24 Herr Hitler issued a decree raising the period of German Mili tary service to two years. On january 30, 1937, a further important announcement was made by Herr Hitler. The period of he said is now he joined this announce ment with another repudiating further clauses of the treaty of Versailles. The period without surprises came to an end last March when Austria was invaded and the present tension Over the territorial safety of Czechoslovakia makes it Clear that nobody would be surprised if there were More surprises in store. That was not ably the Case on monday night for the first hour or so of the meeting. Then Council ran head Long into the health committee s proposal to Amend the fuel bylaw respecting the use of Yards storage and equipment by More than one dealer. Alderman Gray was prompt and vociferous in objecting to the pro posed restriction of one set of Scales to two dealers. He moved that the item be Laid Over for further consideration. And that began the wrangling. Alderman Bardal what does it Alderman Morrison what is its purpose i must say. For the Hundredth time that i am not voting for something i Don t in but no one would enlighten the plaintive lost Alices in wonderland. And Alderman Gray s amendment was voted Down. Alderman Gray snorting angrily but this has been before the health committee for four Alderman Simpkin laughing grimly of no of no it s been there 12 years this bylaw is aimed to put the Small Man out of Alderman Blum Berg playfully this bylaw pro poses restraint of Trade. If we have too Many fuel dealers Why not too Many top Many filling a voice or too Many another voice or too Many Alderman Thompson tried in vain to explain the bylaw and its purposes. He made. Further liveliness came when the appointment to the Hospital committee to fill the vacancy left by Alderman Thomp son s resignation was considered. Alderman Thompson attempted to list some of the qualifications that would be needed by the incoming member. Mayor Queen objected but you can make statements that other members of Council won t be Able to Alder Man Thompson cheerfully accept ing the Assumption that he was going to make inaccurate state ments mayor Queen Tempo sized arid finally gave if the explaining Alderman would stick Tox Alderman Thompson immediately launched into an unhappy epithet this Star chamber to which my successor will be mayor Queen indignantly you can t evade Alderman Thompson who s mayor Queen heavily distribute the Alderman Blumberg chortling Alderman Thompson lost his mayor Queen threateningly distribute the Alderman Thompson roaring there la be another mayor Queen Thunder ugly distribute the and Alderman Gray came a member of Alderman Thompson s Star chamber. What on bellowed astounded Alderman Sara As if this were something that should be looked into under the Blue Law heading. Alderman. Honeyman explained that the new sewage disposal Plant still in its experimental stage was having trouble. There Are 26 sewers running into the main sewer and what with Winnipeg s curious sewage such As Gauze from the. Hospitals the pumps and cutters of this disposal layout Are having such difficulties that at no time have All 26 of the incoming sewers been in operation at the one time. Regulations regarding the disposal of some sewage May have to be made be fore there is a clean River for next summer. And so Council Bumble on. A bylaw was put through to prevent noisy Street advertising. Alderman. Bardal wanted to know if it Cov ered the jangle i coming from radios along Portage Avenue and no one howled about that term being applied to Csc emanations. But the matter is under consideration. As also one Hopes the weird squeaks that come from Alderman Thompson s chair when he swivels it around of Alderman Forkin s motion re Garding the voting qualifications of one room tenants was referred Back after hot argument. And Alderman Sara put temporary Kibosh on Alderman Penner s plea to have an investigation into so called fascist activities in Winnipeg by moving adjournment. It was the sort of a meeting that showed How Winnipeg aldermen Are daring and Brash they never Are hampered in spending our Cash they talk without any restriction.
