Under the Canadian plan participation certificates May become of value. Market Factor As Market factors however the loan and the min mum Price Are Likely to have quite different effects. In the United states Whiat pledged As collateral is sterilized and does not form part of the presently Avail Able Supply until either loan is repaid and the wheat repossessed by the Farmer or until the govern ment takes Over the wheat next Spring. In Canada on the other hand the intervention of the wheat Board need have Little effect on the availability of Canadian supplies As the Board is free to dispose of its purchases at any time and will not necessarily be influenced in its sell ing policy by Price fluctuations.
