Dominion should construct and maintain a properly surfaced i trans Continental Highway. Dominion should provide an arterial Highway from the United states Border to Northern Frontier j areas with branches to Banff and Jasper National Parks. Further Aid urged Dominion should maintain i water reservoirs in the Foothills and assume the Cost of rehabilitation of i the drouth area. In a Section of the Brief the proposal is made that the Dominion launch a scheme of water j control in the Foothills to stabilize j the flow of Rivers through the whole Semi arid area of Western Canada i the Bank of Canada the Dominion should provide Long term agricultural credit at Low rates. Dominion should encourage housing by insisting that the Bank of Canada really function in the National interest by pro Viding financial facilities. Return for Tariff and freight rate handicaps on Alberta the do minion should actively assist in promoting markets for Alberta products. The Alberta government also asked the Dominion to fix minimum prices for wheat and live Stock on a basis of Cost of production. Freight rate Structure should be revised for greater equity among the various provinces. In its submissions in connection economic Reform Alberta seeks the Transfer of credit control from a Small group of alien Bankers to the people of the province. Dis allowance of the Alberta credit regulation act which is quoted in an appendix to the Brief is described As a denial of democracy. The part devoted to social credit is obviously a recasting within Brief limits of the monetary philosophy of Douglas whose criticisms of the financial system Are stated though Given As factual rather than theoretical material. Control of Banks should continue to administer the financial system though under Dominion jurisdiction and subject to provincial credit control. Should discontinue arbitrary interest rates and receive Only adequate charges for their services. Interim scheme should be prepared carefully so that social life be not dislocated in a transition phase. Revenue should be obtained from the monetized provincial credit fund instead of from sources. Entire debt Structure should be revised to an equitable basis. Constitutional confusion which exists makes it a matter of utmost urgency for an inter provincial conference to be held at an Early Date As a preliminary to placing confederation on a proper says the Brief.
