In an act passed by the legislature at its last session the Council was Given final partial control of the school Board s budget and had been paying in monthly instalments the Board s portion of the taxes collected. In 1936, 93.17 per cent of the total Revenue for schools in Winnipeg and 78.85 per cent in Rural Manitoba was derived from real property taxes. The percentage of local tax levied for schools in that year was hural 39.27 town Village. I8.26 suburban 40.70 four cities 32.89 Winnipeg 33.10. From this it appeared that the percentage of tax for education in Winnipeg was not Large. The provincial Grant to Winnipeg for education last year was Only about 8% per cent of the expenditure for the year. State support the tendency toward More and More Complete state support for education was world wide varying from Australia and new zealand 100 per cent Orange free state 80 per cent England and Wales 50 per cent with Prince Edward Island the highest percentage in Canada 59.1. In Australia the state managed All schools and districts within the state. The teachers were in reality civil servants trained certificated and appointed to positions by the state. There were no local rates the state malting All provision for school finance. The position in Winnipeg shows a need of a thorough study of the whole question of educational and declared the Brief. The first Issue was whether it was desirable to have a Strong Central administration and a weak local authority or the reverse. France among the democracies had the most centralized system while England and the United states had always been suspicious of anything smacking of bureaucracy and encouraged decentralized administration. In Manitoba there was a Peculiar blending of the two ideas. It was the opinion of the Winnipeg local that the school Board should be retained and that the anomaly of a popularly elected Board with out Power to fix a budget should be avoided. The Public should in Sist on an elected Board with fiscal Independence. The Winnipeg local recommended that 1 the capital debt for Relief in Winnipeg be assumed by the province and the Dominion 2 the present system of real property taxation be changed to give a broader basis to equalize the educational finance Burden and allow expansion of services necessary especially increased provision for vocational and technical education resumption of teaching of Grade 12 creation of adequate school Libra Ries a building programme and More facilities for physical Educa Tion 3 the pension scheme for teachers be revised to bring it to teachers in All its school districts i the level of other civic employees with the single exception of Winni Peg school District no. I. At present this was not being done the Brief declared. The teachers had realized the need for reductions and. Had borne a heavy share of the de pression Burden the total rate of cuts since 1932 amounting to claim loss greatest no other Cess of civic employees had sustained As great a loss As the teachers. Restorations Are now Long overdue and if the sources of Revenue Are increased salaries should be put at Normal Levels with out said the Brief. Salary cuts had been restored in Toronto Hamilton and Ottawa stated the Brief and partially re stored in London while since de Cember 1933, the Index of the Cost of living for Winnipeg had risen from 123 to 133. Recently the Dysart commission had recommended a salary increase for All civic employees in Winnipeg and the Council had granted the raises though not to the teachers. Teachers Felt that Winnipeg with 31 per cent of the population of Manitoba was. Bearing an inordinately Large amount of the Finan province be asked to make contributions toward these pensions As it did for All other Manitoba teachers 4 that the City Council be required to pay Over school moneys required by the act and that the Winnipeg school Board should be allowed to set its own budget and administer it without being subjected to the City Council except As suggested above wheat Board appointment delay arouses curiosity by Chester Bloom Ottawa ont aug. 30. Delay in the appointment of r. J. Moffat formerly of the Saskatchewan wheat Pool and a director of the Canadian National As a member of the Canadian wheat Board to succeed Dean a. M.
